Below is the Google translations of the interview published by Kwongwah, HERE.

KUALA LUMPUR (April 15): Chen Guowei, the president of the Democratic Action Party, revealed that when Chinese tourists travel to China, there are “inconvenient” or “unfair” procedures on visa issues, so that Chinese tourists have to pay hundreds of RMB. Administrative fees, but the proceeds are classified as “intermediaries” outsourcing companies, this kind of loophole is difficult to not suspect that there is a component of corruption.

YB Tan Kok Wai, the DAP National Chairman and the Malaysian Special Envoy to China

Chen Guowei said that on the issue of visas, Chinese visas are divided into several different conditions, and relevant documents need to be submitted. In the complex, some “business opportunities” for the interest groups related to the former dynasty have been created.

He stressed that the new government should thoroughly investigate the ins and outs of these “visa fees,” preferably by simplifying and eliminating unnecessary red tape.

In fact, he said, in principle, Chinese people apply for visas free of charge, but whether they are entrusted to travel agencies or online electronic applications, they have to pay hundreds of RMB of administrative fees. However, these benefits are attributed to “intermediaries” outsourcing companies. It’s hard not to be suspicious of the ingredients that are corrupt.

He said that this is also the result of many Chinese outbound travel agencies, who are very reluctant to do pure tourism in Malaysia. The crux is the “inconvenient and improper” procedure of China’s visa policy.

Chen Guowei, also the Malaysian Special Envoy to China and Chairman of the Malaysia-China Business Council, revealed this when he was interviewed exclusively by Guanghua Daily. Guanghua Daily is also the first Chinese daily newspaper to visit Chen Guowei.

Chen Guowei was appointed to the special envoy of China, and he was appointed as the chairman of the Mazhong Business Council. In the economic and trade relations between Malaysia and China, he did not hesitate to uphold the national stance and uphold the spirit of mutual benefit and win-win cooperation and friendly cooperation.

Consult with the tourism industry to seek countermeasures to improve the level

Chen Guowei also pointed out that for customs clearance, some local tourists reported that at the Kuala Lumpur International Airport or the Johor Bahru checkpoint, Chinese tourists were often deliberately killed and figured out by local officials, and officials were too slow to get through customs counters. Seeing the long dragon, this is indeed a criticism.

He said that as the service level of the tourism industry is uneven, complaints from Chinese tourists are often heard, including unprofessional tour guides and unreasonable travel route planning, unfriendly service attitudes of hotel and restaurant operators, and cities of some black sheep. The taxi driver extorts passengers.

He believes that although there are similar cases in neighboring countries, it is still necessary for our tourism industry to seek countermeasures to improve the overall service level.

In any case, he stressed that to improve the tourism industry, it is not just a key performance indicator that focuses on the number of tourists, but a comprehensive and systematic package, such as consulting the more professional opinions of local tourism operators, and coordinating cross-sectoral coordination. Communication work, etc.

He said that on a practical level, the scope of the investigation is very wide. For example, the visa belongs to the Ministry of the Interior. The airport, public transportation and the Ministry of Communications belong to the Ministry of Tourism. The Ministry of Tourism focuses on the regulation of tourist bus licenses, tour guide licenses, overseas promotion, etc. .

Government departments are responsible for attracting tourists to fall behind

Chen Guowei pointed out that according to some feedback from the tourism industry, the old problems encountered by Chinese tourists in China during these years have been summarized into three major problems: the visa, customs clearance and local tourism industry’s service levels are uneven.

“Thailand, Indonesia, Vietnam, Singapore and other neighboring countries have relaxed visa applications and even applied for visas on arrival to win more Chinese tourists. In this regard, China is indeed behind the people.”

Chen Guowei said that in the past, Chinese tourists liked “Xin Ma Tai” to travel to three countries at a time, and now quite a few directly skipped China.

“Government departments are independent, which has caused many problems in today’s tourism industry, especially in attracting Chinese tourists and falling behind other countries.”

He pointed out that according to feedback from some tour operators, China’s recent 11th National Day Golden Week in China attracted Chinese tourists less than Thailand and Singapore in neighboring countries.

He said that Chinese people spend 130 million trips a year abroad, of which more than 200,000 can be sold from China to ASEAN every week. Chinese tourists choose to fly to Thailand, Singapore, Indonesia, Vietnam and the Philippines. It is our turn.

“In this regard, China’s tourism industry does have some shortcomings that need to be reviewed and improved.”

When Chen Guowei accepted the first daily newspaper interview of Guanghua Daily, he talked about important issues.

Facing the funding to reduce the savvy promotion

He pointed out that at present, Kuala Lumpur International Airport has hired a group of Chinese-speaking employees to serve Chinese tourists, reflecting the values of multiculturalism. This is a good start to be appreciated, but in general, there is still a lot of work to be done. It is the direction in which his work team can work hard in the future, and contribute more to the promotion of the relationship between Malaysia and China and the “People’s Hearts” of the Belt and Road.

He also believes that perhaps in the face of a reduction in funding, relevant departments must be savvy in promoting tourism, for example, through the convenience of the Internet, instead of spending large sums of money to promote activities in the countries concerned.

Lin Guanying’s case of buying a house wins the election

Chen Guowei described that the party secretary-general Lin Guanying’s case of buying a house was a “century case”, and no one in the party questioned his morality and personality.

He said that from the results of this national election, it also proves that the people have no doubt about Lin Guanying, especially the people of Penang.

“Although (the then Chief Minister Lin Guanying) faced the lawsuit, Ximen Penang’s performance was even better than previous years.”

He revealed that during the preliminary trial, he was in the hall to hear the trial. From the confession of the bank loan officer and the appraiser responsible for the examination and approval, and the other party’s arguments, they all confirmed that the defendant bought the house and applied for the loan according to the procedure, and the house price was in line with the market price.

“The confession of these two people is very important, and it is beneficial to Lin Guanying. Therefore, since there is no suspicious place, is it still necessary to interrogate? If the outsiders do not understand (it is a defamation case), then we will not win (in the general election). So brilliant, especially in Penang. This is simply a ‘century squad’.”

“They all know that the BN ‘s shooting people first shoot the horse, destroy the party and destroy the people first.” If you want to ruin the party, you must first kill the number one. The people have no doubt at all. The election results prove everything. What time and conditions? Or can the environment prove Lin Guanying’s innocence? Is it a general election!”

He believes that this will be overthrown if the people know that the BN is corrupt and corrupt.

The old bureaucratic system is difficult to change the problem of Chinese education.

Chen Guowei pointed out that the problems and dilemmas faced by Chinese education in China for a long time are ultimately political reasons and often evolve into sensitive ethnic issues.

He believes that although the old bureaucratic system has been changed, the thinking of the old bureaucratic system is still difficult to change. The various administrative malpractices and the former Napoleon are still lurking in all levels of the state bureaucracy, and can not be reversed in a short period of time.

He pointed out that the problem of Chinese education cannot be solved in a moment, and the new government and new leaders need some time to deal with and solve them.

He believes that the wise voters of the new era have the ability to judge the situation and adhere to the leadership of the new government. The country will certainly find a way out.

Chen Guowei responded to the issue of the Ximeng campaign declaration acknowledging that the unified examination could not be implemented in the 100-day New Deal.

Chen Guowei said that handling the matter is a matter of priority. The reform of the state system will always be the top priority. Moreover, the Chinese community has long been entangled in the topic of Chinese education. Because it has been suppressed by the UMNO hegemony for a long time, the most frequently heard before is that the unified examination is not recognized. Insufficient small numbers, insufficient teachers, insufficient funding, excellent Chinese students can not enter the popular departments of government universities, administrative deviations, and so on.

“Over the years, the grievances of the Chinese community against the government have been largely due to the problems of Chinese education. When the Chinese community looked forward to the change of the dynasty, it was expected to be able to ‘get through the battle’ and plague these years of Chinese education. The problem has been solved once and for all. We are all aware of this urgent expectation.”

He emphasized that the election declaration of Ximeng shows new politics and new ideas, promotes multiculturalism, and gives priority to the interests of the whole people, rejecting oppression in the name of religion and race.

He said that the new government must adhere to the progressive concept of the campaign declaration, reject any rhetoric that advocates unit education, and conduct more education reforms in accordance with the campaign declaration.

Reforming the disadvantages of the education system, the new government insists on multiple sources

Chen Guowei pointed out that the election pledges promised by the Ximeng government include “recognizing the unified diploma, allowing independent students to apply for admission to local national colleges and universities” and “researching and restoring the national education system to ensure that students can realize early. Maintaining the importance of good relations between ethnic groups and religions and “exploiting new political ideas, overthrowing polarized or divisive ethnic and religious thinking,” and so on.

“We firmly believe that the development of Chinese education is in the long-term interests of the country. Chinese education is not only owned by the Chinese community. Today, 18% of the students in Huama, Malaysia are non-Chinese, which proves that the quality of Chinese education is influenced by other friends. Identity and affirmation.”

He emphasized that the new government of Ximeng must adhere to the multi-source education policy, reform the administrative malpractice of the education system, and eliminate the small Napoleon that undermines the education system, so as to create a new Malaysia with ethnic unity.

“We are on the right track of history. We have difficulties and obstacles. We will overcome them together. If we do not evade, we will not be perfunctory, and the future must be bright.

It must be noted that UKSB is making about RM500,000 daily! The government should be the beneficiary of the collections of the visa processing fees. If the visa processing fees is collected by the government, the rakyat will also benefit out of it via building of schools, hospitals, roads and the like. Now it benefits the shareholders of UKSB namely Harry Lee Vui Khin, his brother Anthony Lee, Wan Quoris Shah Wan Ahmad aka Wan Badak and …

Left: Tan Sri Mohamed Al Amin. Right: Dato Siew Ka Wei, is the business partner of Tan Sri Al Amin in Malay Mail, Redberry Media Group and few other outfits in Ancom. Tan Sri Al Amin is connected to S5 Systems Sdn Bhd, which is connected to to the visa processing business too.

This Visa processing fees business have been highlighted by yours truly since 2015 in the press and in this blog.  But it went unheeded by the then BN government. Yours truly is glad that YB Tan Kok Wai has now realised that something have be done to stop the rot for our tourism. Our nation tourism has been badly affected by the visa processing companies.  Yours truly hopes that the Government will start to take serious actions to wipe out the visa processing fees once and for all.  This is the only forward for our tourism industry otherwise Indonesia, Thailand and other Asean countries will over taken us.

The “Hebat One” visited China in August 2018 with the UKSB entourage when YAB Tun Dr Mahathir was there. AYB Tun did not bother to visit UKSB office there or given his blessing to the operation.

MACC had started to investigate into the UKSB activities since 2012 until now, HERE.  But Tuan Mohd Fardhi bin Ahmad aka as “Hebat One”, the head of Visa Department in the Jabatan Imigresen Malaysia (JIM) had denied in one his comments in your truly blog by giving an impression that there is no such investigation by MACC into the visa processing business in JIM.  Yours truly wonder why this “Hebat One” is so protective about UKSB.
