Malaysians applaud The water, land and natural resources Minister, Dr A Xavier Jayakumar for cancelling several projects awarded without open tenders by BN government, HERE.
It is an opened secret that there were many projects or contracts being awarded by way of direct negotiation a few months before May 9th, the 14th GE.
THE ‘SPEEDY GONZALES’ RM99.6 MILLION GEEKO CONTRACT
One glaring example of this category of project was the ‘Speedy Gonzales’RM99.693 million direct negotiation contract between Tourism Malaysia (TM) and Geeko Tech Sdn Bhd (Geeko), HERE.
To digress a little, out of the 45 charges faced by YB Dato ‘ Seri Zahid Hamid, three of which were associated with Profound Radiance Sdn Bhd, which is one of the visa processing companies, HERE.
Sometime in May 2018 this scandalous ‘Speedy Gonzales’ contract was exposed. On 1-6-2018 Dato Dr Siew Ka Wei (Siew), the then Chairman of TM had said amongst other things in a press statement that:
“Geeko Tech was the local partner chosen by Tencent to implement the project here. The principal officers are known to Tencent Group. The choice of Geeko as a Special Purpose Vehicle for the project was made by Tencent.”
Tencent Group referred to by Siew is Tencent Holdings Ltd. It is a multinational conglomerate founded in 1998. It is one of the world largest technology companies, HERE.
Eight days later, on 8-6-2018 Siew issued another press statement to change his position from “The choice of Geeko as Special Purpose Vehicle for the project was made by Tencent” to “Geeko is not the special purpose vehicle chosen by Tencent…” .
Why was there a need for the two conflicting statements from Siew on the “Special Purpose Vehicle”?
It was very strange that TM chose not to enter into a contract directly with Tencent Holdings. It was equally strange that Tencent Holdings would prefer to enter into a contract with a ‘Special Purpose vehicle’, which is a 5 month old company!
BACKGROUND OF GEEKO
Geeko was incorporated in November 2017. Its CEO is none other than Ms Elizabeth Ken, who was by chance the media specialist of Redberry Media Group (Redberry). Redberry is an outfit of Dato’ Dr Siew Ka Wei. The Malay Mail is part of Redberry. Of course, these glaring facts were by coincidence!
SPEEDY GONZALES DIRECT NEGOTIATION CONTRACT WAS PREPARED AND INKED IN ONE DAY
Just for the record Geeko was incorporated in November 2017. The said scandalous direct negotiation contract was evaluated, negotiated and prepared and signed within one day on 4-4-2018, which was about one month before 14thGE. On 4-4-2018. Geeko was not registered with Ministry of Finance (MOF). It is against the MOF Procurement Rules for any government departments or agencies to deal with a company that was not registered with MOF. The little napoleons in TM were the law to themselves and fear nobody including the Minister of Tourism & Cultures (MOTAC) and/or MACC.
MANY DIRECT NEGOTIATION CONTRACTS IN TM
In August 2018 Datuk Seri Mirza, the outgoing DG, who had signed the speedy Gonzales contract was called up by Council of Eminent Persons (CEP) and was told to terminate it. Today it would appear that the little napoleons in TM is in no mood to terminate it.
There were many ongoing direct negotiation contracts between TM and Global Renown Ltd, which is an outfit of the famous Datuk Tam Yun Tong, who is the MCA overseas representative in Japan.
Out of the total advertising expenditures for 2017/2018 of RM160,702,958.58, only RM10, 515, 648.76 was spent on the existing contracts that was budgeted for, the remaining RM150,187,309.00 was for the un-budgeted direct-nego contracts. Out of the said RM150,187,309.00, RM91,693.282.90 worth of contracts were awarded to Global Reknown Ltd, HERE.
REPORT LODGED WITH MACC
In June 2018 a report had been lodged on the said ‘Speedy Gonzales’ Geeko contract with MACC. MACC had raided the headquarters of TM and seized documents. Five months have elapsed this glaring contract, which was negotiated and signed within one day, is still awaiting for actions by MACC.
MINISTER OF MOTAC
As of now, it is business as usual in MOTAC and TM. It seems that all the direct negotiation contracts have not been terminated. Up to this date, there was no announcement made on the status of these contracts. The Minister of MOTAC should follow the footsteps of Minister YB Dr A Xavier Jayakumar by terminating these direct negotiation contracts.
On 19 October 2018 YB Dato’ Seri Dr Ahmad Zahid Hamidi (Zahid), president of UMNO, was slapped with 45 charges off money laundering involving RM72 mil and criminal breach of trust and accepting bribes involving RM42 mil, HERE.
Out of the 45 charges, 3 of which is connected with a visa processing company or One Stop Centre (OSC) known as Profound Radiance Sdn Bhd (Profound Radiance). The charge sheet for the said 3 charges will be posted below.
As early as in 2015 Nepal government was unhappy with the increased of visa processing fees more than five fold. The Nepal governnment had protested about the excessive processing being charged for visa applications. A local company was appointed to work on behalf of Ultra Kirana Sdn Bhd (UKSB). MACC has already started to investigate into the visa processing fees by UKSB from 2012 until 2018, HERE. Of course, Tuan Mohd Fardhi bin Ahmad, Pengarah Bahagian Visa (a.k.a. as “The Hebat One“, had denied that MACC was investigating into the activities of UKSB. That detail was made before Zahid was charged for corruption and three of the charges were connected with one of the visa processing companies called Profound Radiance Sdn Bhd.
The estimated daily income of UKSB is RM500,000.00. Its’ overhead is very negligible if compared two its daily income. All UKSB needs to do is to employ less than 10 staffs to key in the applicants particulars and send them back to Bukit Aman for clearance. By 3 pm on the same day the same staffs will go to our Embassy to get the stickers for those that have been approved. Thereafter, they will stick the stickers on the the passports.
UKSB is the ‘big boy’ in the visa processing business. Profound Radiance and S5 Systems Sdn Bhd are the new kids in the block.
Profound Radiance Sdn Bhd
Azlan Shah bin Jaffril holds 750,000 shares in Profound Radiance Sdn Bhd (Profound Radiance). He has been named in the three charges for giving the three Profound Radiance Sdn Bhd cheque to the accused, Zahid.
Yours truly is curious about the identity of this Mazrina binti Mustafa, who holds the other 250,000 shares. Rumour has it she is politically connected. Can anyone help with more info on her?
Out of the 45 charges 3 of them, namely the 16th, 17th and 18th charge are connected to Profound Radiance, which one of the companies involved with visa processing business and One Stop Centre (OSC). In all the three charges, Azlan Shah Jeffril was name as the person who gave the bribe to Zahid.
The other two companies involved in the visa processing business and/or One Stop Centre (OSC) are Ultra Kirana Sdn Bhd (UKSB) and S5 Systems Sdn Bhd.
The key players in UKSB are Wan Quoris Shah bin Wan Abdul Ghani a.k.a. Wan Badak and Harry Lee Vui Khiun, who is from Tawau, Sabah. Wan Badak used to exhibit his fleet of cars like Porsche, Ferrari and etc in his Facebook. After May 9, 2018 (GE 14th) when BN government was toppled, he deleted his Facebook. It is an open secret that he is a lieutenant of the ex-Minister of Youth & Sport, YB Khairy Jamaluddin.
Just to digress a little. The key player in S5 Systems Sdn Bhd is none other than Tan Sri Al Amin, who is closed to the ex-PM, Datuk Seri Najib Razak. Tan Sri Al Amin is a business partner of Dato’ Seri Siew Ka Wei (who is equally closed to the ex-PM) in Ancom Bhd (Ancom). Ancom’s subsidiaries includes Redberry Media Group, Malay Mail, Titanium Compass Sdn Bhd (10 years exclusive contract for advertising space for MRT and stations), Puncak Berlian Sdn Bhd, Meru Utama Sdn Bhd (exclusive advertising space contract in KLIA for 7 years plus 3 years from May 2014), Ancom Kimia Sdn Bhd and others.
Ancom Kimia Sdn Bhd had been awarded with 5 years exclusive supply contract of Methanol by Petronas Chemicals Group Sdn Bhd. Yours truly believes that the 5 years monopoly is expiring in December 2018. It is trying to renew the exclusive contract for another 5 years but six companies (users) are protesting against the monopoly.
Both of these corporate figures are extremely powerful and effective up to May 9, 2018!

On 15-3-2018 Received a bribe via a Profound Radiance Sdn Bhd cheque in the sum of RM700,000.00 from Azlan Shah bin Jaffril, the manager of Profound Radiance Sdn Bhd, for appointment of Profound Radiance Sdn Bhd as a service provider for One Stop Centre in Pakistan and Nepal.

Recently MACC had asked for data on visa processing activities that were connected to UKSB from 2012 to 2018 from Immigration Department Malaysia, HERE. Rumour has it that Wan Badak had been questioned by MACC. MACC should interview the main player in UKSB, Mr Harry Lee Vui Khiun.

Yours truly is glad that YB Tan Kok Wai has now realised that something have be done to stop the rot for our tourism. Our nation tourism has been badly affected by the visa processing companies. Yours truly hopes that the Government will start to take serious actions to wipe out the visa processing fees once and for all. This is the only forward for our tourism industry otherwise Indonesia, Thailand and other Asean countries will over taken us.
MACC had started to investigate into the UKSB activities since 2012 until now, HERE. But Tuan Mohd Fardhi bin Ahmad aka as “Hebat One”, the head of Visa Department in the Jabatan Imigresen Malaysia (JIM) had denied in one his comments in your truly blog by giving an impression that there is no such investigation by MACC into the visa processing business in JIM. Yours truly wonder why this “Hebat One” is so protective about UKSB.

Updates on 17-10-2018 @ 8:30 pm: MACC confirmed that former minister of education, Datuk Mahdzir Khalid, had been called for investigation yesterday. The investigation is about the RM1.25 billion solar panels project for 369 schools in Sarawak, HERE. This solar panels scandal took place when Datuk Seri Alias bin Ahmad, was the then KSU of the Ministry of Education. Datuk Seri Alias bin Ahmad was also the former DG of Jabatan Imigresen Malaysia (JIM) when UKSB started to do the visa processing business in JIM.

I definitely do not know you. Beside being the Pengarah Bahagian Visa officer in Jabatan Imigresen Malaysia (JIM), I have no knowledge that you are a Kelantanese. I now know that you have been in JIM for about 2-3 years only. I don’t know which government agency you were in before joining JIM.
Please be assured that there was no intention to create whatever negative perception about you in my article or in whatever way you might want to think. Of course, I cannot stop you from thinking otherwise. I am certain that you are well verse, if not an expert, in matters concerning Visa Processing otherwise you cannot be the boss in Bahagian Visa.
Perhaps you may want to write a comment piece to refute what I have written in the article and that the contents were absolutely not true. I can give you an undertaking that I will publish it provided it is not defamatory.

No MACC officer or officers were presence in JIM last week to interview officers including your good self and/or ask for any matters concerning data on processing of Visa.
That the several group pictures taken in PR China produced in the article in question with image which look like you but it was not you.
That you have never been on any trip with Wan Badak to PR China or other parts of the world and that recently you did not go to PRC China when PM YAB Tun Mahathir visited PR China on or about 20 August 2018.

That the website in JIM did not provide any link to any website connected to UKSB.
That it was not true that UKSB, S5 Systems and other companies are involved in Visa Processing Business or Permit in PR China and other countries like Dubai, Thailand, Philippine, Bangladesh, India, Sri Lanka, Vietnam and etc.

Beside Tuan “The Hebat One”, En Wan Badak, Mr Harry Lee Vui Khiun, En FadhilBin Ahmad, MACC may want to get help from Datuk Seri Alias bin Ahmad, who was the then DG of JIM at that material time when the Visa processing company, UKSB, made its way into JIM. As the DG of JIM, he officiated the UKSB’s office in Beijing on 12-8-2012.
Datuk Alias Ahmad was the KSU of Ministry of Education. He retired on 22 May 2018, HERE. According to an article in the Sarawak Report, MACC had started an investigation in April 2018 into the RM1.25 billion project, which was awarded to a car rental company in Bintulu, purporting to install solar energy supplies for 369 schools in the interior in Sarawak, HERE.
MACC should also investigate into the recently launched E-Visa for Medical. If not properly controlled it is opened to abuse. Normally visa is given for a specific period whereas E-Visa can be for a few months more than the period limited period for the respective country of the applicants depending on the so-called duration of medical treatment of the patients concerned.
To get to the bottom of how the visa processing business started in JIM, MACC will have to start to interview the high ranking officers in Kementerian Dalam Negeri from 2011.
Yours truly had written about Ultra Kirana Sdn Bhd (UKSB), the visa processing companies several times, HERE, HERE & HERE and the scandalous “Speedy Gonzales” deal worth RM99 mil between Geeko Tech Sdn Bhd (Geeko) and Tourism Malaysia (TM). Many of the readers have been complaining that reports have been lodged with MACC and why no actions have been taken.
By the way UKSB’s daily collections could be as high as RM500,000.00 and the main contributors are the Chinese tourists. The Chinese tourists were unhappy with the way the processing fees were charged with other fees. It is a lucrative business with negligible operating cost. Yours truly believes that no listed companies can match the daily income of UKSB.
Yours truly has been reliably informed of a piece of good news that MACC officers have been stationed in the Immigration Department Malaysia to investigate on the scandalous visa processing business involving UKSB.
Tuan Mohd Fardhi bin Ahmad (the “HEBAT ONE”), the Pengarah of Bahagian Visa, Pass & Permit of Immigration Department Malaysia.
The Immigration officer that could assist MACC is none other than the Pengarah Visa, Pass and Permit Department,Tuan Mohd Fardhi bin Ahmad. He is the “Hebat One” and a very knowledgeable government servant. He should give full cooperation and tell ALL about what he knows about the visa processing companies like UKSB, S5 Systems Sdn Bhd, Bestinet Sdn Bhd and others to the MACC officers. Since he heads this particular department he should have all information on UKSB at his finger tips. Furthermore, he had been seen travelling together with Tuan Wan Quoris Shah Bin Wan Abdul Ghani (a.k.a Wan Badak in the political circle in UMNO), who is one of the key players in visa processing “business”.
This “Hebat One” is very brave and appeared to be a protected specie. UKSB was on the limelight for some months after GE14. On 29 August 2018 this “Hebat One” saw it fit to announce in his Facebook/Instagram about a soft launch of the eVisa“Category Perubatan”. Apparently this is also part of the “service” provided by UKSB for a fees. Can anyone help how much does UKSB charged eVisa for this category of visitors and how many tourists have applied for the said eVisa?
Tuan Wan Quorsi Shah bin Wan Abdul Ghani (a.k.a Wan Badak in the political circle).
Wan Quoris Shah bin Wan Abdul Ghani / Wan Badak is the key player in UKSB. Initially, he was just a director in UKSB with Harry Lee Vui Khiun and En Fardzil Bin Ahmad. Wan Badak did not own a single share in UKSB then. Suddenly in 2018, SSM records shows that Wan Badak owned 200,000 shares in UKSB. Of course, he is a very rich man with a fleet of continental cars like Porsche, Ferrari and the like. It is an open secret that Wan Badak is a lieutenant to an ex-UMNO Minister.

When YAB Tun Mahathir, PM, visited The People Republic of China (PRC) around 20 August 2018, a whole gang of UKSB officer also went to China too. You must be wondering why they were visiting the PRC at the same time as YAB Tun M. The DG of Immigration, Datuk Mustafa Ali and the “Hebat One” Tuan Mohd Fardhi Bin Ahmad, have been seen in the UKSB group picture with Wan Badak and gang. Of course, they couldn’t organise a meeting with YAB Tun M or invite Tun to visit UKSB’s office in Beijing.
The “Scandalous Speedy Gonzales” RM99 mil deal involving the “Special Piurpose Vehicle” Geeko with TM
Many readers are complaining why no actions by MACC pertaining to the scandalous “Speedy Gonzales” RM99 mil deal involving Geeko Tech Sdn Bhd(Geeko) and Tourism Malaysia (TM). Just a little bit of background for new readers.
Geeko is just a few months old company and the little napoleons in TM saw it fit to appoint it under direct nego to do digital platform using Tencent Holding. This scandalous deal was evaluated, negotiated and sealed in ONE day, at which time Geeko was not even registered with Ministry of Finance.
When this scandalous deal was exposed in this blog, the then Chairman Chairman of TM, who is none other than Dato’ Dr Siew Ka Wei, who has been hailed to be a corporate genius when Najib was in powerand had defended this scandalous deal all the way. Dato Dr Siew Ka Wei had also said in his press statement dated 1 June 2018 as follows:
“Geeko Technology was the local partner chosen by Tencent to implement the project here. The principal officers are known to Tencent Group. The choice of Geeko as a Special Purpose Vehicle for the said project was made by Tencent.” Please read HERE.
This was what we had suspected that Geeko is a “Special Purpose Vehicle” but unsure whether it was for Tencent Holding or someone else. A week later on 8 June 2018, Dato’ Dr Siew Ka Wei taken a totally different stand from 1 June with another statement stating that “Geeko is not a special vehicle vehicle chosen by Tencent, but collaboration partner of Tencent ..”. Was this statement an afterthought or made after being reprimanded by Tencent Holding or …? Only MACC could ascertain this glaring fact?
Another glaring fact is Ms Elizabeth Ken is, of course, the CEO of Geeko. She is also the media specialist in Redberry Media Group (Redberry). Redberry, Genovasi University, Malay Mail and others are related companies of of Ancom Bhd. The Executive Chairman of Ancom Bhd is Dato DR Siew Ka Wei. In June 2018 MACC had raided TM HQ and taken documents from it. The little napoleons in TM are still operating on a “business as usual” mode and it seems that this scandalous deal has not been terminated. In fact, there are many direct-nego contracts in the pipeline involving Global Renown Ltd, a company related to Datuk Tam Yun Tong, HERE.
The readers and yours truly hope that MACC will also take all the necessary actions against those involved in the said scandalous Speedy Gonzales deal, which involved RM99 mill of public fund, and other direct-nego contracts. It would appear that the little napoleons in TM are pushing ahead with the scandalous “Speedy Gonzales” deal even though the CEP under Tun Daim had given specific instructions to terminate it. Of course, the little napoleons in TM are the law to themselves, HERE.
