Tuan Wee Choo Keong [Wangsa Maju] minta MENTERI KEWANGAN menyatakan berapakah jumlah kos Konsultan yang dibayar oleh Khazanah Nasional daripada Jun 2004 sehingga 29-2-2012 dan berapakah Khazanah Nasional membayar Konsultan fi kepada BinaFikir Sdn. Bhd. untuk perlaksanaan projek “Widespread Asset Un-bundling” (WAU) yang gagal untuk MAS dan senaraikan konsultan-konsultan yang dilantik oleh MAS termasuk syarikat PlaneConsult daripada 9-8-2011 hingga 29-2-2012 dan fi konsultan telah dibayar atau akan dibayar oleh MAS kepada setiap konsultan-konsultan tersebut daripada 9-8-2011 sehingga 29-2-2012.

Untuk makluman Yang Berhormat, antara Mei 2004 hingga Disember 2011, jumlah kos bagi khidmat perunding luar yang dibelanjakan oleh Khazanah Nasional Bhd (Khazanah) mewakili kira-kira 0.6% daripada jumlah nilai urus niaga pelaburan (RM45.5 bilion) dan pelupusan (RM31.7 bilion) yang merangkumi perkhidmatan berkaitan Program Transformasi GLC; yuran professional berkaitan bahagian kewangan, sumber manusia, perundangan dan pelaburan; kajian sector dan lain-lain.
Kadar ini adalah lebih rendah berbanding kadar pasaran bagi khidmat perunding luar yang biasanya dibayar oleh institusi pelaburan lain iaitu antara 1.0% hingga 1.5%.

Bagi khidmat perunding luar, Malaysia Airlines System Bhd (MAS) telah melantik sejumlah 14 juru perunding bagi 16 kontrak sejak 9 Ogos 2011 (pengumuman pertukaran saham MAS-AirAsia) di mana 5 kontrak yang bernilai sejumlah RM14.4 juta adalah untuk pembaharuan. Manakala 11 kontrak termasuk konsultan PlaneConsult adalah bertujuan bagi khidmat tugasan baru yang bernilai sebanyak RM10.5 juta.
Bagi mematuhi aku janji kerahsiaan dan peruntukan di dalam perjanjian yang ditandatangani di antara MAS dan pihak konsultan, pendedahan nilai setiap kontrak adalah tidak dibenarkan.

MOF was trying to avoid the amount of consultancy fees paid by Khzanah Nasional Bhd under the leadership of Tan Sri Azman Mokhtar.
Yours truly has specifically asked what was the total consultancy fees paid to BinaFikir Sdn Bhd, which was jointly own by Tan Sri Azman Mokhtar (Amok) and his crony, En Mohammed Rashdan Yusof aka Danny? Minister of Finance chose to totally ignore this particular question. It must be a huge consultant fees paid to BinaaFikir Sdn Bhd during the Badawi’s Administration that may be the reason why MOF could not reveal. Perhaps Amok and his crony in MAS, Rashdan, will be daring enough to tell us. Must be a huge sum that’s why Amok’s crony, Rashdan, was able to purchase million of MAS share worth more than RM1 million.
It was most ridiculous for MOF to state that under the consultant agreement MAS cannot reveal the exact consultant fees that were paid to each consultant. Yours truly have been told that amongst the consultants that have been appointed by Amok’s crony and ex-business partner in BinaFikir Sdn Bhd, are Allen & Overy, London, Bain & Co in Australia, PriceWaterhouse, Ernst & Young, PlaneConsult and several more. Can someone in MAS help to complete the list since MOF pretended not to be able to understand the questions asked.
With such huge payment of more than RM24.9 million payment in “con”sultan fees, do Khaznah and MAS really need the serve of Amok, AJ, Rshdan, Rozman Omar and En Azhari Dhalan (both were from AirAsia)?
Does MAS really need to employ such characters who needed consultants to think for them and they are paid with fat salaries and perks? What a waste of public fund. Yours truly thought that MAS was bleeding and yet RM24.9 million has been spent to date by AJ and Rashdan, Amok’s crony. By end of April , the figure on consultancy fees should be higher because PlaneConsult would have finished their “brilliant” recruitment of special individuals from AirAsia and claimed their full fees including the out of pocket expenses.
