Updates 19 July 2019 @ 11:00 am: The “gaji buta” TOPless management of PADU are well paid for championing their own interest instead of the rakyat. This tablet scandal is a very good example for the Minister of Education to see and take drastic actions against them. Unfortunate the Minister is too engrossed with how to get the students to wear “black shoes”!  Therefore, he “buat tak tahu” about this scandal worth RM300 million! We shall wake him up soon with more parts to this scandal.

Rumour has it that previous CEO of PADU, Puan Khadijah binti Abdullah, monthly salary was RM60,000 plus perks special allowance, car, petrol and etc,  and CFO En Ahmad Izzat bin Zaki more than RM38,000.00 plus perks a month . Both went all out to facilitate the tablet project especially on the one sided contract and making “speedy Gonzales” payments to the special account “Utusan – EPIWEB Collection Account”.  PH Government must held both of these two little napoleons personally liable by surcharging them as provided under the General Order because they chose to facilitate bad governance and defy JK Pemandu’s decision of 17 April, 2018 to stop the tablet project before GE14.  Both went ahead to pay RM18,402,690.25! The PH Government must also look at the salary scale of the agencies like PADU. 

Updates 18July 2019 @ 10:00 pm:  Under Phase 1 for the the scandalous Tablet Project, PADU contracted with Utusan that upon acceptance of the “Surat Setuju Terima” (SST) by Utusan, PADU shall immediately pay 95% of the value of  SST of RM50 million. PADU paid RM47.25 million to the Special Purpose Vehicle Account called “Utusan – EPIWEB Collection Account”  without a single tablet being delivered by Utusan. This aspect of the ridiculous contract was not even highlighted in the “Autar” General Report. You don’t need capital to do business with PADU. PADU will abuse Rakyat money to help you. Actually not for the normal rakyat but a special breed only.


As the dishonesty and collapse of the RM360 million free computer tablet project for teachers nationwide spins out of control, the Auditor General’s Report 2018 kept elegantly silent over the debacle.

The full scale of the scandal was not revealed in the report and that speaks volumes about the culture of systemic graft involving political and corporate entities under the previous Barisan Nasional government.

The disgraced Tan Sri Madinah binti Mohamad, the then KSU of MOE in 2016/2017 and appointed Auditor “Autar” General from February 2017 to February 2019.

The then Auditor “Autar” General Tan Sri Madinah binti Mohamad has dragged herself into the scandal by overlooking critical issues in the report about the project which is under the purview of the Ministry of Education (MOE).

That makes the contemptible mismanagement of taxpayers’ money even more outrageous as multiple top civil servants had breached their duties as government officials to partake in misusing funds together with private entities.

Since yours truly published four articles that exposed discrepancies, wanton management of funds, outsiders gate crashing the project and zero governance, it is becoming clearer by the day that the rot is getting deeper.

It must be noted that at the material time Tan Sri Madinah was the secretary general (KSU) of MOE before her appointment as Auditor “Autar” General from February 2017 to February 2019.

The Minutes for the “Pre Price Negotiation Meeting” dated 13-6-2016 held in MOE shows Tan Sri Madinah chaired the meeting. Isn’t this a clear case of conflict of interest when one examines the Audit Report 2018 on this matte?

On 13 June 2016, the disgraced Tan Sri Madinah chaired the ‘Pre-Price Negotiation Meeting’ to discuss the proposed contract for the E-Tutor Tablets between PADU Corporation (PADU) and Utusan Melayu (Malaysia) Berhad for seven phases, where Dato’ Dr Siew Ka Wei, who is not a party to the contract, attended as Utusan Melayu sdn Bhd’s (Utusan) representative, HERE.

For context, the contractual parties for the project are PADU Corporation, a company incorporated by guarantee under the purview of MOE, and Utusan.

The RM360 million funding was granted by the Malaysian Communications and Multimedia Commission (MCMC) to MOE but MOE, when Tan Sri Madinah was the KSU, passed the Tablet Project to PADU. Why?

The said contract, without open tender, was for the free supply of 430,000 computer tablets with pre-installed Tutor Guru app and Utusan Malaysia e-paper to teachers by June 2018.

The silence of PADU and/or the Minister of Education, YB Datuk Mazlee Malik, confirms the arrogance of power and zero sense of public accountability.

YB Mazlee should learn from YB Gobind Singh Deo, who on learning about the the abuse of MCMC funds in the AG’s Report, immediately instructed his ministry to lodge a MACC report on the misuse of more than RM600 million. HERE.

The Shoddy AG’s Report 2018

Let’s look at the incongruities in the slipshod AG’s report that was tabled in the Dewan Rakyat on 15 July 2019.

In para 8-45, it was most unprecedented when the contractual parties were identified by their company registration numbers.

PADU was listed as company no: 1039148 and Utusan 7170-V.

Now, how would the MPs and/or the rakyat know that these company numbers represented PADU and Utusan respectively?

The report was cunningly crafted with the predominant purpose to mislead if not covering up .

It stated that under Phase 1, the tablets for Wilayah Persekutuan and Sarawak were according to specifications but it chose not to touch on phases 2-5.

The MOE had stated in their own report that the Lenovo tablets were not in accordance with specifications under phases 2-5.

The Two Acceptance By Utusan & Payment by Padu for Phase 6 before GE 14

Utusan’s first acceptance was signed on 30 April 2018


Payment by PADU was made on 27 April 2018! PADU was so eager to make this payment without any verification. WHY??? The cheque was signed by PADU CFO, En Ahmad Izzat bin Zaki Padu Board of Trustee Chairman, Datuk Seri Alias bin Ahmad, & the then CEO Puan Khadijah binti Abdullah. PADU’s CFO, En Ahmad Izzat bin Zaki prepared the payment process.


Upon discovery of the discrepancy in the date of acceptance and payment, acceptance date was subsequently changed to 26 April to legitimise the transaction.

The report also stated that phases 1–5 involving 312,353 units of E-Tutor Tablets were delivered at a cost of RM260.50 million.

For Phase 6, audit found out that on 4 April 2018, MCMC paid RM52.64 million to a company, numbered in the report as 1039148-H (which is PADU)!

It was extremely mischievous of the AG to state:

Bagi Fasa 6, pihak Audit mendapati SKMM menyalurkan dana berjumlah RM52.64 juta kepada syarikat 1039148-H pada 4 April 2018 dan Surat Setuju Terima (SST) telah ditandatanganni oleh syarikat pembekal 7170-V pada 26 April 2018.”

To the unsuspecting eye, this part of the report appears to be perfectly all right.

Except that the AG was mischievous in glaringly omitting the date of the SST, which was also on 26 April 2018!

If this date had been incorporated in the report it would have set off alarm bells.

Why? Because the whole process of issuance of SST by PADU, acceptance by Utusan a were all in done in one day, 26 April 2018, if we were to assume there was only one acceptance letter from Utusan, and payment made by PADU on the next day.

Even more glaring of the AG’s incompetence or failure to do a thorough investigation was to knowingly failing to state that originally Utusan had signed the acceptance of the SST on 30 April 2018 and subsequently backdated by another acceptance to 26 April 2018 in order to make the transaction look legitimate for what it is worth.

This acceptance letter of 30 April 2018 was extended to your truly by an unknown source in Utusan. A source in MOE also confirmed that there were two acceptance letters from Utusan to support the payment of RM18,402,690.25 namely 30 April and 26 April 2018.

It must be also noted that the report chose to totally ignore the important minutes of JK Pemandu (Steering Committee) of MOE dated 17 April 2018 which in para 4.4 had decided as follows:


Mesyuarat MEMUTUSKAN bahawa Fasa 6 ditangguhkan sehingga selepas PRU14. Please read HERE.


Yet the CFO of PADU, En Ahmad Izzat bin Zaki, went ahead to prepare the cheque for the then CEO Puan Khadijah binti Abdullah and Datuk Seri Alias bin Ahmad to sign.  Three of them chose to defy the said JK Pemandu’s decision of 17 April, 2019, and proceed to pay the RM18,402,690.25 to the Special Purpose Vehicle Account called “Utusan EPIWEB Collection Account”. After the RM18,402,690.35 was paid, not a single tablet was delivered because of the one sided agreement.

The Famous Datuk Seri Alias Bin Ahmad 

THE FAMOUS DATUK SERI ALIAS BIN AHMAD.  When he was the DG of Immigration Department he was fully aware of UKSB, the visa processing company. Datuk Seri Zahid, former DPM, was charged for taking bribes from UKSB, visa processing company.


By the way Datuk Seri Alias bin Ahmad (Alias) was appointed KSU of MOE after Tan Sri Madinah was appointed “Autar” General in February 2017, HERE.  When he was involved in the “solar project” in Sarawak!  Just a bit of background of Alias, when he was the DG of Immigration Department he had knowledge of UKSB, the visa processing company, HERE.  Datuk Seri Ahmad Zahid Hamidi, the former DPM, was charged for corruption involving UKSB!  Sarawak Report had reproduced letter from Najib, the then PM, to Datuk Seri Alias, the then KSU of MOE, to disburse  RM130 million for the scandalous Solar Project for schools in Sarawak which cost RM1.25 billion, HERE.  This scandalous solar project had been investigated by MACC.

These three little napoleons (Khadijah, Izzat & Alias) were extremely efficient when making payment to the special purpose vehicle account. They were prepare to ignore procedures and decisions made by MOE’s JK Pemandu. WHY? WHY? WHY?  “Tahu sama tahu”!!!

These three little napoleons should be held personally liable for this payment of RM18,402,690.25 and be surcharged under the General Order of the Government. These two little napoleons must be taught a lesson and be an example for other civil servants.  Although Khadijah’s contract was not renewed, and Alias had retired, they could be made personally liable under the General Order. Surcharged them for abused of public fund!

The said Report also chose to totally omit the fact that for Phase 1 the proof of deliveries were supported by Statutory Declaration (SD) signed by Datuk Mohd Noordin bin Abbas, the then MD of Utusan. Upon receipt of these two SDs, PADU immediately paid out the remaining 5% for Phase 1 and 2 to the “UTUSAN-EPIWEB Collection Account”.  What a good way of doing business with PADU!

The report also chose to glaringly omit that all payments made by PADU were not to Utusan but to a special purpose vehicle “Utusan – EPIWEB Collection Account”, which is not a party in the agreement between PADU and Utusan. There was no mentioned in the said Report which party were all the payments made to by PADU.

Reliable sources in MOE said that 2,000 units of tablet under these two SDs are unaccounted for. The total value of it is RM1.7 million.


The Payment For Phase 6 – Why Redberry, a Siew Ka Wei’s outfit, was paid from the Special Purpose Vehicle Account?

All said, it was a very poor attempt by the then “Autar” General, Tan Sri Madinah to assist in the covering up of this scandalous payment of RM18, 402,690.25!

It must be noted that from this special purpose vehicle account the RM18,402,690.25 payment for Phase 6 was deposited on 30 April 2018.

2nd left: Dato’ Dr Siew Ka Wei & 4th left: Elizabeth Ken were arrested and detained by MACC on 9 January 2019.

On the same day, RM10,402,690.25 was paid to Redberry Sdn Bhd (Redberry), which is an outfit under tainted ex-Tourism Malaysia chairman, Dato’ Dr Siew Ka Wei (Siew). Siew is the current executive chairman of public listed Ancom Bhd, Group MD of Nylex Bhd and MD of Redberry Media Group. On 9 January 2019 both Siew and his media specialist in Redberry Media Group, Elizabeth Ken, were arrested and detained by MACC, for their alleged involvement in the scandalous “Speedy Gonzales” RM99.693 million Geeko – Tourism Malaysia Deal, HERE.

What was this RM10,402,690.25 payment for? God only knows.

Whether Redberry was paid any money under phases 1-5 must be made public. Redberry was not a party in the agreement between PADU and Utusan and neither was it a party in the supply agreement between Utusan and Epiweb Sdn Bhd.

What we know is that Dato’ Dr Siew Ka Wei was listed as a Utusan representative – when he was never with the company — without designation in a pre-price negotiation meeting with PADU, chaired by Tan Sri Madinah, on 13 June 2016.


The Redberry’s media specialist (Ms Elizabeth Ken), having signed the Supply, Delivery and Maintenance Agreement between Utusan Melayu and politically connected EPIWEB Sdn Bhd as a witness for the latter on 3 December 2015.

The role of Redberry‘s media specialist Ms Elizabeth Ken was also disclosed by this blog, HERE. She signed the Supply, Delivery and Maintenance Agreement on 3 December 2015, between Utusan Melayu and Epiweb Sdn Bhd as the witness for the latter’s signatory, En Khairul Firdaus Akbar Khan, who is not a director of the company, but well connected politically.

It would appear from this that as early as in December 2015 (5 months early), Ms Elizabeth Ken had prior knowledge of the impending tablet project, which was only proposed by the then Minister of Communications and Multimedia on 22 April 2016, Datuk Seri Dr Salleh Keruak.

Datuk Salleh only issued a letter dated 22 April 2016 specifically stated that MOE was to manage funds granted by MCMC for the said tablet Project the purchase of tablets for teachers using MCMC funds and that his ministry had no objection to a grant of RM50 million for this tablet project.

Quite frankly, the AG’s Report on the tablet project is a sham and not worth the paper it was printed on. It is a case of “Harapkan Pagar, Pagar Makan Padi”!

The Ministry of Finance and MACC must investigate why this “half past six” report was crafted to mislead Parliament and the Rakyat.

Close Down The Useless PADU

This tablet project has been shrouded with secrecy. One would have thought that a project worth RM360 million would have been widely published in PADU’s website and its Annual Report 2016 and  2017 .  The 2018 report is coming out and it is pretty sure that the Tablet Project will not be mentioned at all too. . But not a word about the tablet project was published in the PADU’s website or in its Annual Reports. PADU’s top management knew that the tablet project is just a sham.  PADU’s existence is now open to big question mark. PH Government should close it down and save all the money for more usual activities that will really help the teachers and students. Close down PADU and the government will do a big favour for the nation.

We support the Minister of Home Affairs, YB Tan Sri Muhyiddin Hj Mohd Yassin, for taking serious actions on the activities of the scandalous visa processing company, Ultra Kirana Sdn Bhd (UKSB). This visa processing business was finally blown wide upon by the article “Acaman Besar Negara” by Harian Metro on 15-11-2018. Thank you Harian Metro for highlighting this scam as reported.





Kementerian Dalam Negeri (KDN) memandang serius pendedahan oleh akhbar Harian Metro mengenai dakwaan kelemahan sistem Visa Luar Negara (VLN) atas talian termasuk eNTRI dan eVISA untuk pelancong dari negara China dan India yang ingin memasuki Malaysia.

Pelaksanaan sistem eNTRI yang dikendalikan oleh syarikat Ultra Kirana Sdn Bhd (UKSB) melalui satu perjanjian konsesi dengan KDN sejak tahun 2016 dikatakan gagal berperanan sebagai sistem saringan dan tapisan awal ke atas warga China yang memasuki negara ini.

Sejak memulakan tugas sebagai Menteri Dalam Negeri, saya telah mengarahkan pihak pengurusan KDN untuk mengkaji semula perjanjian-perjanjian konsesi dengan vendor-vendor yang mengendalikan pelbagai sistem imigresen termasuk sistem VLN. Tujuan kajian semula ini ialah untuk memastikan kepentingan kerajaan dan keselamatan negara tidak terjejas oleh sebarang bentuk kelemahan yang berkemungkinan wujud di dalam perjanjian mahupun pelaksanaan sistem.

Pihak KDN juga akan mengemukakan cadangan kepada kabinet untuk menaiktaraf sistem imigresen sedia ada sebelum membangunkan satu sistem baharu yang lebih efisien untuk memastikan perkhidmatan yang disediakan adalah lebih cekap, selamat dan menjimatkan kos.

Pada masa ini, pihak Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) sedang menyiasat pelbagai dakwaan penyelewengan yang melibatkan beberapa syarikat konsesi yang mendapat hak untuk mengendalikan sistem imigresen. Pihak KDN memberikan kerjasama sepenuhnya kepada SPRM dalam menjalankan siasatan.

KDN tidak akan teragak-agak untuk mengambil tindakan tegas terhadap mana-mana pihak jika terdapat bukti mengenai kelemahan atau penyelewengan di dalam pelaksanaan sistem ini.

The KDN should also be investigating into another visa processing company, S5 Systems Sdn Bhd.  Tan Sri Al Amin is the main player behind this company.  Up to May 9th, 2018 (14th GE), Tan Sri Al Amin, who is a close buddy and business partner of Dato’ Siew Ka Wei, was politically well connected up to PMO. Many of Tan Sri Al Amin and Dato’ Siew Ka Wei’s outfits have been awarded with exclusive long terms contracts. Their outfits are Meru Utama Sdn Bhd (exclusive contract for advertising space in KLIA and others for 7 years plus 3 years), Titanium Compass Sdn Bhd (exclusive contract for advertising space in MRT and stations for 10 years), Ancom Kimia Sdn Bhd (methanol exclusive contract with Petronas Chemical) and others.

Dato’ Siew Ka Wei and Tan Sri Serigar, the former Ketua Pengarah MOF were known to have actively campaigned for BN candidate against our PM YAB Tun Dr Mahathir in Langkawi Constituency during the GE14th.

When Dato’ Siew Ka Wei was the Chairman of Tourism Malaysia (TM), TM was involved in the scandalous RM 99.693 millions Speedy Gonzales  Geeko contract.  Geeko Tech Sdn Bhd‘s CEO is Ms Elizabeth Ken, who is a media specialist of Redberry Media Group. It was by co-incidence that  Redberry Media Group is also one of the outfits of Dato’ Siew Ka Wei!I   In June 2018, a report had been lodged with MACC.  We are waiting for actions from MACC on this simple and obvious case.

We hope that the Home MInister will take the necessary actions to terminate the so-called visa processing contracts with UKSB, S5 Systems Sdn Bhd and Profound Radiance Sdn Bhd. Tourists arrivals from China have dropped tremendously because the tourists were charged with exorbitant visa processing fees. We don’t need visa processing companies. Jabatan Imigresen Malaysia could carry out the visa processing task easily. We don’t need an artificial “toll” set up for the benefits of certain powerful personalities.

On 3-8-2012, the OSC, which was operated by Ultra Kirana Sdn Bhd (UKSB), was officiated by then IGP, Tan Sri Khald Abu Bakar, the then IGP.  Datuk Seri Alias bin Ahmad, the former  DG of Immigration Department also officiated the UKSB. Chen Guowei said that handling the matter is a matter of priority. The reform of the state system will always be the top priority. Moreover, the Chinese community has long been entangled in the topic of Chinese education. Because it has been suppressed by the UMNO hegemony for a long time, the most frequently heard before is that the unified examination is not recognized. Insufficient small numbers, insufficient teachers, insufficient funding, excellent Chinese students can not enter the popular departments of government universities, administrative deviations, and so on.

“Over the years, the grievances of the Chinese community against the government have been largely due to the problems of Chinese education. When the Chinese community looked forward to the change of the dynasty, it was expected to be able to ‘get through the battle’ and plague these years of Chinese education. The problem has been solved once and for all. We are all aware of this urgent expectation.”

He emphasized that the election declaration of Ximeng shows new politics and new ideas, promotes multiculturalism, and gives priority to the interests of the whole people, rejecting oppression in the name of religion and race.

He said that the new government must adhere to the progressive concept of the campaign declaration, reject any rhetoric that advocates unit education, and conduct more education reforms in accordance with the campaign declaration.

Reforming the disadvantages of the education system, the new government insists on multiple sources

Chen Guowei pointed out that the election pledges promised by the Ximeng government include “recognizing the unified diploma, allowing independent students to apply for admission to local national colleges and universities” and “researching and restoring the national education system to ensure that students can realize early. Maintaining the importance of good relations between ethnic groups and religions and “exploiting new political ideas, overthrowing polarized or divisive ethnic and religious thinking,” and so on.

“We firmly believe that the development of Chinese education is in the long-term interests of the country. Chinese education is not only owned by the Chinese community. Today, 18% of the students in Huama, Malaysia are non-Chinese, which proves that the quality of Chinese education is influenced by other friends. Identity and affirmation.”

He emphasized that the new government of Ximeng must adhere to the multi-source education policy, reform the administrative malpractice of the education system, and eliminate the small Napoleon that undermines the education system, so as to create a new Malaysia with ethnic unity.

This Visa processing fees business have been highlighted by yours truly since 2015 in the press and in this blog.  But it went unheeded by the then BN government. Yours truly is glad that YB Tan Kok Wai has now realised that something have be done to stop the rot for our tourism. Our nation tourism has been badly affected by the visa processing companies.  Yours truly hopes that the Government will start to take serious actions to wipe out the visa processing fees once and for all.  This is the only forward for our tourism industry otherwise Indonesia, Thailand and other Asean countries will over taken us.

The “Hebat One” visited China in August 2018 with the UKSB entourage when YAB Tun Dr Mahathir was there. AYB Tun did not bother to visit UKSB office there or given his blessing to the operation.

MACC had started to investigate into the UKSB activities since 2012 until now, HERE.  But Tuan Mohd Fardhi bin Ahmad aka as “Hebat One”, the head of Visa Department in the Jabatan Imigresen Malaysia (JIM) had denied in one his comments in your truly blog by giving an impression that there is no such investigation by MACC into the visa processing business in JIM.  Yours truly wonder why this “Hebat One” is so protective about UKSB.

Updates on 17-10-2018 @ 8:30 pm:  MACC confirmed that former minister of education, Datuk Mahdzir Khalid, had been called for investigation yesterday.  The investigation is about the RM1.25 billion solar panels project for 369 schools in Sarawak, HERE.  This solar panels scandal took place when Datuk Seri Alias bin Ahmad, was the then KSU of the Ministry of Education.  Datuk Seri Alias bin Ahmad was also the former DG of Jabatan Imigresen Malaysia (JIM) when UKSB started to do the visa processing business in JIM.

Frankly speaking, I do not know you and I believed you don’t know me either. But after reading your article, it clear you tried to create negative perception and smear my reputation as a public servant by dragging me into your self-created UKSB saga.

Please make no mistake Mr. Wee. I know well what I am doing. If u wanna find the truth, pls come and see me directly. I can give u a special briefing as I always do. But shud u wanna continue saying nasty things towards me, pls say straight to my face. As Kelantan folk always say “kalu tok tahu palo ekor ceghito, jange dok nyalok kokse kokde.”

Thank you for spending your valuable office hour to write your comments. It is most appreciated.

I definitely do not know you. Beside being the Pengarah Bahagian Visa officer in Jabatan Imigresen Malaysia (JIM), I have no knowledge that you are a Kelantanese. I now know that you have been in JIM for about 2-3 years only. I don’t know which government agency you were in before joining JIM.

Please be assured that there was no intention to create whatever negative perception about you in my article or in whatever way you might want to think. Of course, I cannot stop you from thinking otherwise. I am certain that you are well verse, if not an expert, in matters concerning Visa Processing otherwise you cannot be the boss in Bahagian Visa.

Perhaps you may want to write a comment piece to refute what I have written in the article and that the contents were absolutely not true. I can give you an undertaking that I will publish it provided it is not defamatory.

You may want to consider the few points below for your coming comment piece:

  1. MACC did not issue the Order for JIM to produce the data or statistics on the “Hasil Kutipan Visa” from China from 2012 to 2018; or order JIM to produce data/statistics on “Hasil Kutipan visa” for other countries from 2012 – 2018; and/or order JIM to produce Data/statistics for “Permohonan Bayaran Visa” nfrom UKSB from 2012 -2018.
  2. No MACC officer or officers were presence in JIM last week to interview officers including your good self and/or ask for any matters concerning data on processing of Visa.
  3. That the several group pictures taken in PR China produced in the article in question with image which look like you but it was not you.
  4. That you have never been on any trip with Wan Badak to PR China or other parts of the world and that recently you did not go to PRC China when PM YAB Tun Mahathir visited PR China on or about 20 August 2018.
  5. That you do not have a clue who are Tuan Wan Quoris Shah (aka Wan Badak), Mr Harry Lee Vui Khiun, and Tuan Fadzil Bin Ahmad, who are directors of UKSB), Yg Bhg Tan Sri Al Amin of S5 Systems Sdn Bhd and you have never seen or met anyone of them since you are working in JIM until NOW.
  6. That it was not true that UKSB, S5 Systems Sdn Bhd and other companies are involved in Visa Processing Business or have any direct or indirect dealings with JIM.
  7. That JIM logo had never been used in any form in the website connected to UKSB or any other processing companies.
  8. That the website in JIM did not provide any link to any website connected to UKSB.
  9. That it was not true that UKSB, S5 Systems and other companies are involved in Visa Processing Business or Permit in PR China and other countries like Dubai, Thailand, Philippine, Bangladesh, India, Sri Lanka, Vietnam and etc.

The above are just a few points that you might want to explore to defend your good self. Just a suggestion. Please feel free to elaborate. Please let me have your comment piece to challenge the article in question based on the above examples or other facts that you may have that we, the public, are no aware of.

Datuk Seri Alias Bin Ahmad was the DG of JIM in 2012. He has just retired as the KSU of Ministry of Education.

Beside Tuan “The Hebat One”, En Wan Badak, Mr Harry Lee Vui Khiun, En Fadhil Bin Ahmad, MACC may want to get help from Datuk Seri Alias bin Ahmad, who was the then DG of JIM at that material time when the Visa processing company, UKSB, made its way into JIM.  As the DG of JIM, he officiated the UKSB’s office in Beijing on 12-8-2012.

Datuk Alias Ahmad was the KSU of Ministry of Education. He retired on 22 May 2018, HERE.  According to an article in the Sarawak Report, MACC had started an investigation in April 2018 into the RM1.25 billion project, which was awarded to a car rental company in Bintulu, purporting to install solar energy supplies for 369 schools in the interior in Sarawak, HERE.

MACC should also investigate into the recently launched E-Visa for Medical. If not properly controlled it is opened to abuse. Normally visa is given for a specific period whereas E-Visa can be for a few months more than the period limited period for the respective country of the applicants depending on the so-called duration of medical treatment of the patients concerned.

To get to the bottom of how the visa processing business started in JIM, MACC will have to start to interview the high ranking officers in Kementerian Dalam Negeri from 2011.

MACC Investigates UKSB. What About “Speedy Gonzales” Deal?

Section 30 (1) (b) MACC Act 2009 provides an MACC officer has the power to order any person to produce before him any book, document, records, accounts or computerised data.

Yours truly had written about Ultra Kirana Sdn Bhd (UKSB), the visa processing companies several times, HERE, HERE & HERE and the scandalous “Speedy Gonzales” deal worth RM99 mil between Geeko Tech Sdn Bhd (Geeko) and Tourism Malaysia (TM).  Many of the readers have been complaining that reports have been lodged with MACC and why no actions have been taken.

By the way UKSB’s daily collections could be as high as  RM500,000.00 and the main contributors are the Chinese tourists. The Chinese tourists were unhappy with the way the processing fees were charged with other fees. It is a lucrative business with negligible operating cost.  Yours truly believes that no listed companies can match the daily income of UKSB.

Yours truly has been reliably informed of a piece of good news that MACC officers have been stationed in the Immigration Department Malaysia to investigate on the scandalous visa processing business involving UKSB.

The Immigration officer that could assist MACC is none other than the Pengarah Visa, Pass and Permit Department,Tuan Mohd Fardhi bin Ahmad.  He is the “Hebat One” and a very knowledgeable government servant. He should give full cooperation and tell ALL about what he knows about the visa processing companies like UKSB,  S5 Systems Sdn Bhd, Bestinet Sdn Bhd and others to the MACC officers.  Since he heads this particular department he should have all information on UKSB at his finger tips. Furthermore, he had been seen travelling together with Tuan Wan Quoris Shah Bin Wan Abdul Ghani (a.k.a Wan Badak in the political circle in UMNO), who is one of the key players in visa processing “business”.

This “Hebat One” is very brave and appeared to be a protected specie. UKSB was on the limelight for some months after GE14.  On 29 August 2018 this “Hebat One” saw it fit to announce in his Facebook/Instagram about a soft launch of the eVisa “Category Perubatan”.  Apparently this is also part of the “service” provided by UKSB for a fees.  Can anyone help how much does UKSB charged eVisa for this category of visitors and how many tourists have applied for the said eVisa?

Wan Quoris Shah bin Wan Abdul Ghani Wan Badak  is the key player in UKSB. Initially, he was just a director in UKSB with Harry Lee Vui Khiun and En Fardzil Bin Ahmad.  Wan Badak did not own a single share in UKSB then. Suddenly in 2018,  SSM records shows that Wan Badak owned 200,000 shares in UKSB.  Of course, he is a very rich man with a fleet of continental cars like Porsche, Ferrari and the like. It is an open secret that Wan Badak is a lieutenant to an ex-UMNO Minister.

When YAB Tun Mahathir, PM, visited The People Republic of China (PRC) around 20 August 2018, a whole gang of UKSB officer also went to China too. You must be wondering why they were visiting the PRC at the same time as YAB Tun M.  The DG of Immigration, Datuk Mustafa Ali and the “Hebat One” Tuan Mohd Fardhi Bin Ahmad, have been seen in the UKSB group picture with Wan Badak and gang.  Of course, they couldn’t organise a meeting with YAB Tun M  or invite Tun to visit UKSB’s office in Beijing.

The “Scandalous Speedy Gonzales” RM99 mil deal involving the “Special Piurpose Vehicle”  Geeko with TM

Ms Elizabeth Ken is the CEO of Geeko Tech Sdn Bhd. She is also the media specialist of Redberry Media Group.

Many readers are complaining why no actions by MACC pertaining to the scandalous “Speedy Gonzales” RM99 mil  deal involving Geeko Tech Sdn Bhd(Geeko) and Tourism Malaysia (TM).  Just a little bit of background for new readers.

Geeko is just a few months old company and the little napoleons in TM saw it fit to appoint it under direct nego to do digital platform using Tencent Holding. This scandalous deal was evaluated, negotiated and sealed in ONE day, at which time Geeko was not even registered with Ministry of Finance.

The so-called Smart Tourism 4.0 was launched on the next day.  

When this scandalous deal was exposed in this blog, the then Chairman Chairman of TM, who is none other than Dato’ Dr Siew Ka Wei, who has been hailed to be a corporate genius when Najib was in power and had defended this scandalous deal all the way. Dato Dr Siew Ka Wei had also said in his press statement dated 1 June 2018 as follows:

“Geeko Technology was the local partner chosen by Tencent to implement the project here. The principal officers are known to Tencent Group. The choice of Geeko as a Special Purpose Vehicle for the said project was made by Tencent.” Please read HERE.

This was what we had suspected that Geeko is a “Special Purpose Vehicle” but unsure whether it was for Tencent Holding or someone else.  A week later on 8 June 2018, Dato’ Dr Siew Ka Wei taken a totally different stand from 1 June with another statement stating that “Geeko is not a special vehicle vehicle chosen by Tencent, but collaboration partner of Tencent ..”.  Was this statement an afterthought or made after being reprimanded by Tencent Holding or …?  Only MACC could ascertain this glaring fact?

Another glaring fact is Ms Elizabeth Ken is, of course, the CEO of Geeko. She is also the media specialist in Redberry Media Group (Redberry). Redberry, Genovasi University, Malay Mail and others are related companies of of Ancom Bhd.  The Executive Chairman of Ancom Bhd is Dato DR Siew Ka Wei.     For the summary of the Speedy Gonzales scandalous deal please read HERE.

In June 2018 MACC had raided TM HQ and taken documents from it.  The little napoleons in TM are still operating on a “business as usual” mode and it seems that this scandalous deal has not  been terminated.  In fact, there are many direct-nego contracts in the pipeline involving Global Renown Ltd, a company related to Datuk Tam Yun Tong, HERE.

The readers and yours truly hope that MACC will also take all the necessary actions against those involved in the said scandalous Speedy Gonzales deal, which involved RM99 mill of public fund, and other direct-nego contracts.  It would appear that the little napoleons in TM are pushing ahead with the scandalous “Speedy Gonzales” deal even though the CEP under Tun Daim had given specific instructions to terminate it.  Of course, the little napoleons in TM are the law to themselves, HERE.
