Updates @ 9:15 pm on 10-9-2014: MCMC has sent out invitation cards to “interested parties” and press to attend and listen to its most able MCMC Chairman of all times, Yg Bhg Dato’ Mohamed Sharil Bin Mohamed Tarmizi, who will be the star of the “Show”. Dato’ Sharil will present his “Industry Performance Report 2013” (IPR). The press and those who attend tomorrow “Show” should pose those questions stated below and HERE pertaining to the appointment of Neumera Sdn Bhd and Orenda Kuantum Digital Sdn Bhd to Dato’ Sharil. It will be interesting to hear whether MCMC has conformed to the principles of transparency and corporate governance in the said appointments. Last but not least, you may also want to ask Dato’ Sharil, what is the ongoing MACC’s investigations into the activities of MCMC all about.

After the first posting on MCMC on 26-8-2014 (“Wheeling & Dealing in MCMC?”), the extremely able Chairman of MCMC, Yg Bhg Dato’ Mohamed Sharil bin Mohamed Tarmizi (Dato’ Sharil), has opted to keep his elegant silence. Of course, Dato’ Sharil is a very powerful man and is heading MCMC, which has a bigger portfolio of fund than the Ministry of Information or for that matter any other Ministries except Ministry of Finance. MCMC has custody of several billion of Ringgit USP Fund.
Dato’ Sharil may be an extremely powerful Chairman of MCMC but he is accountable for what have transpired in MCMC. Unfortunately, he chose to keep his elegant silence on the issues raised in “Wheeling & Dealing in MCMC?”, Part 1 (Orenda quantum Digital) , Part 2 (The dormant Orenda Kuantum Digital) and Part 3 (MoF said “NO” to Direct Award of Contract but …) .
Lets see whether after this posting, Dato’ Sharil would still be obstinate and maintain his arrogance.
In October 2009, MCMC appointed a company known as NUEMERA SDN BHD to provide Public Cellular Blocking Service (“PCBS”) that enables the process of blocking and unblocking of reported lost or stolen cellular mobile access device’s International Mobile Equipment Identity (IMEI) numbers across all public cellular service providers’ network.
Dato’ Sharil as the Chairman of MCMC should provide answers to the followings:
-
Which particular MCMC officer was responsible for the appointment of Nuemera Sdn Bhd to provide PCBS in 2009?
-
Who is this Mohd Noor Amin Bin Mohd Noor Khan in Nuemera Sdn Bhd?
-
Was the appointment of Nuemera Sdn bhd another direct award?
-
Was there a proper studies made by MCMC before implementing this PCBS?
-
Was it true that under the PCBS scheme the five telcos have to pay RM2.50 per subscriber?
-
Are the shareholders and directors directly or indirectly connected with any officer in MCMC?
-
Was it part of the contract that MCMC will pay Nuemera Sdn Bhd if the five telcos namely, Redtone, Green Packet (P1), Maxis, Celcom and Digi refused to pay for the PCBS scheme?
-
Was it true that Maxis, Celcom and Digi refused to participate in the PCBS scheme?
-
As at this date how much has MCMC paid to Neumura Sdn Bhd?
Just imagine, there are at least 35 million mobile phone subscribers and the total cost of this PCBS scheme will cost telcos RM87.5 million yearly. Of course, this sum of RM87.5 million will be factored into our mobile phone bills.
If Dato’ Sharil, as the very able chairman of MCMC, still opt to maintain his elegant silence then appropriate actions will ensue.
Rumours have it that there is an ongoing investigations by MACC into activities of certain officer in MCMC and that the investigations have started since the Puasa month.
Stay tuned: Coming Soon / Akan Datang Part 5.
Satu lagi Projek Direk Awad! How many more of such contract? I hope that the Minister of Information and the PM do read the postings re scandalous MCMC and its mighty officer. Before it was Orenda Kuantum Digital Sdn bhd. Now Nuemara Sdn Bhd. As we go along, we get more and more names of company.
This is another bullshit project by the mighty officer in MCMC. We don’t need to go through a 3rd party to block our phone when we lost it. The telcos can do the job. Further we don’t need to let a 3rd party company to have access to our data. The govern must take action against this mighty officer. Well, can’t wait for Part 5.
MCMC is just a joke. A shameless organisation. How could MCMC be a regulatory body when it has been proven that it is unable to regulate its own officer. The Najib govt must take all actions to prosecute this mighty officer.
I just cant believe this is going on under the noses of the minister and he is not doing anything about it. Does he deserve to be a minister at all???? I regret voting for these guys!!
MCMC has a special liking for out sourcing its task to 3rd party for work that can be done in-house. For this IMEI or phone blocking, there is no need to appoint Nuemera Sdn Bhd, the telcos themselves can do the job without having to pay RM2.50 per subscribers. The MCMC officer is very clever to devise this.
Since MACC is already in MACC, it should look into the direct contracts with Orenda Kuantum and Nuemera too.
How could a regulatory body filled with scandals be allowed to go on like this? This is the type transformation that the Najib govt could do without. The problem is the govt is not taking the appropriate actions. On the other hand MACC is asleep. The scandals have been going on for years and not addressed. It is a sad day for the Minister of Information who has lost control of his Ministry.
Our office is not a regulatory body. It is all about how our high ranking officer or mighty officer and his friends taking the usp funds out for personal gain la. There are many more cases macam ni.. He just throws out our evaluation of open tender n force us to award to his friends. If we dont follow his instruction, we are out.
YB, pls report to MACC and wake them up from their sleep!
Why award to a 3rd party and pass the cost to us when the phone companies has skills inside their company to do it? Now the phone companies dont want to pay so mcmc volunteer to pay. Tak masuk akal!! So Numera is laughing all the way to the bank- no matter what, they get paid! Super deal!!
Mcmc mighty officer is a super broker!
The super broker will sell everything including his mother!
The MCMC should stick to the basics.
It should take note of what it’s Singapore counterpart – IDA (Infocomm Development Authority) is doing to manage telcos in Singapore and to develop the IT industry there.
How is that Singapore telcos can provide reliable 24/7 fibre-based 500Mbps high-speed Internet service and enhanced 4G+ high-speed mobile broadband service?
Can Axiata/Telekom, Digi or Maxis provide these types of high-speed services?
Why are we always a second best to Singapore in the provision of telecom services and infrastructure?
Can the MCMC please explain?
All the subscribers information is now passed down to Numera under the pretext of national security etc. No audit was ever done on the costs and technology. Consumer information is now with Numera. How do we answer Personal Data Protection Act and why is all the data is given to Numera, and what is the cost for phone blocking of stolen phones? Why take all subscribers data Versus stolen phone numbers only. Check worldwide how telco block stolen phone…clever
