1.         YB Tuan Wee Choo Keong [Wangsa Maju] meminta Menteri Sumber Asli dan Alam Sekitar menyatakan apakah polisi didalam Kementerian apabila menyewa tanah lapang yang dimiliki oleh Kerajaan Persekutuan, senaraikan semua tanah, tempohnya dan nama-nama individu, organisasi atau syarikat yang menyewa dan sewa untuk setiap bidang tanah tersebut di Wilayah Persekutuan termasuk tanah dibawah Lot 28261, Geran 70523, Mukim Setapak Kuala Lumpur di Prima Setapak.

 YB Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Sumber Asli dan Alam Sekitar to state what is the policy of the Ministry when renting out land belonging to the Federal Government, provide a list of description of the empty land, the duration of the rental period, the monthly rental and names of individual or organization or company renting each of the said empty land in Wilayah Persekutuan including Lot 28261, Geran 70523, Mukim Setapak, Kuala Lumpur in Prima Setapak.

2.         YB Tuan Wee Choo Keong [Wangsa Maju] meminta Menteri Hal Ehwal Pengguna menyatakan status siasatan oleh MYCC terhadap pertukaran saham di antara MAS-AirAsia / CCF, yang jelas bertentangan dengan kepentingan negara, dan sama ada MYCC juga mengambil tindakan terhadap AirAsia yang menerbitkan tambang mengelirukan dalam laman webnya dengan caj-caj terserlindung seperti Pertanyaan Telefon RM1.99 setiap minit, Bayaran Mudah RM8, Yuran Tempahan RM30, Fuel Surcharge RM90, Bagasi (Supersize) sehingga RM150,  Infant Seat Service Fees RM125, Peralatan Sukan sehingga 20 kg RM75 dan sebagainya dimana Australian Competition & Consumer Commission (ACCC) telah memfailkan tindakan mahkamah terhadap AirAsia di Australia? 

YB Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Consumer Affairs to state what is the progress of the investigations by MYCC into the secret MAS-AirAsia share swap / CCF, which clearly was against national interest, and whether MYCC is also taking actions against AirAsia for publishing misleading fares in its website with hidden charges like Telephone Enquires RM1.99 per minute, Convenience Fees RM8, Booking Fees RM30, Fuel Surcharge RM90,  Supersize Baggage up to RM150, Infant Seat Service Fees RM125, Sport Equipment up to 20 kg RM75 and etc which the Australian Competition & Consumer Commission (ACCC) has filed a court action against AirAsia in Australia?

3.         YB Tuan Wee Choo Keong [Wangsa Maju] meminta Menteri Kewangan menyatakan status terhadap siasatan oleh Suruhanjaya Sekuriti dan Bursa Kuala Lumpur yang berkaitan dengan rahsia pertukaran saham diantara MAS-AirAsia, perdagangan dalaman (insider trading) saham MAS dan AirAsia serta kegagalan untuk membuat pengumuman awam oleh AirAsia Bhd dan MAS di Bursa Kuala Lumpur sebelum 8-8-2011 dimana perniagaan saham terhadap kedua-dua syarikat tersebut digantung?

YB Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state what is the progress of the investigation by Security Commission and Bursa Kuala Lumpur pertaining to the MAS-AirAsia share swap, insider trading of MAS and AirAsia share and the failures by AirAsia Bhd and MAS to lodge the public announcement in Bursa KL before 8-8-2011 when both counters were suspended from trading?

4.         YB Tuan Wee Choo Keong [Wangsa Maju] meminta Menteri Kewangan menyatakan berapakah jumlah kos Konsultan yang dibayar oleh Khazanah Nasional Bhd daripada Jun 2004 sehingga 29-2-2012 dan berapakah Khazanah Nasional Bhd membayar Konsultan fi kepada BinaFikir Sdn Bhd untuk perlaksanaan project “Widespread Asset Un-bundling” (WAU) yang gagal untuk MAS  dan senaraikan konsultan-konsultan yang dilantik oleh MAS termasuk syarikat PlaneConsult daripada 9-8-2011 hingga 29-2-2012 dan fi konsultan telah dibayar atau akan dibayar oleh MAS kepada setiap konsultan-konsultan tersebut daripada 9-8-2011 sehingga 29-2-2012 

YB Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state what is the total cost of the fees paid by Khazanah Nasional Bhd to consultants from June 2004 until 1-3-2012, how much did MAS pay BinaFikir Sdn Bhd as consultant fees for the failed “Widespread Asset Un-bundling”  (WAU) project in MAS  and provide the list of names of consultant firm appointed by MAS including PlaneConsult from 9-8-2011 to 29-2-2012  and the consultant fees paid or to be paid by MAS to each of the said consultant.

5.         YB Tuan Wee Choo Keong [Wangsa Maju] meminta Menteri Kewangan menyatakan samada keputusan “arbitrary” yang dilakukan oleh En. Mohammed Rashdan dengan sewenang-wenangnya untuk menaja QPR, dimana sebahagian besarnya dimiliki oleh Tan Sri Tony Fernandes, Home Jersey sebanyak RM18 juta, pembatalan laluan Firefly ke destinasi ke Kuching dan KK, laluan MAS ke destinasi Bandung serta lain-lain laluan yang semata-mata untuk menguntungkan AirAsia adalah sebagai sebahagian dari objectif  untuk MAS-Asia “Comprehensive Collaborative Framework” (CCF) seperti yang diumumkan oleh Tan Sri Azman Mokhtar pada 9-8-2011?

YB Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state whether the arbitrarily decision by En Mohammed Rashdan to sponsor QPR, which is substantially owned by Tan Sri Tony Fernandes, home Jersey for RM18 million, cancellation of Firefly routes to Kuching and KK, MAS to Bandung and other profitable routes for the benefits of AirAsia were part of the objectives of the MAS-Asia’s “Comprehensive Collaborative Framework” (CCF) Agreement as announced by Tan Sri Azman Mokhtar on 9-8-2011?  

6.    YB Tuan Wee Choo Keong [Wangsa Maju] meminta Menteri Kewangan menyatakan siapakah yang harus bertanggungjawab terhadap keputusan MAS memasuki beberapa perjanjian “fuel hedging” serta melaksanakan pembelian sebanyak 17,350,000 tong minyak, dimana ia bukan hanya setakat menyebabkan MAS mengalami jumlah kerugian sebanyak RM3.38 bilion bagi tempoh dari 19-2-2009 hingga 31-12-2011 tetapi juga menepatkan MAS berada di dalam situasi masalah kewangan, dan senaraikan nama-nama syarikat yang MAS memasuki perjanjian “fuel hedging” tersebut”.

YB Tuan Wee Choo Keong ask the Minister of Finance to state who was responsible for the decision for MAS to enter into several fuel hedging agreements to purchase 17,350, 000 barrels of fuel, which have caused MAS a total lost of RM3.38 billion for the period from 19-2-2009 to 31-12-2011 that has put MAS in deep financial problems, and provide the names of company that MAS entered into the said fuel hedging agreements with?

7.         Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kewangan menyatakan kos untuk “rebranding” MAS sebagai pernerbangan “Short Haul” dan “Long Haul” selepas menandatangani perjanjian penukaran saham MAS-AirAsia dan “CCF” untuk (i) mengecat semula pesawat Firefly, (ii) “grounded” pesawat Firefly, (iii) rancangan untuk mereka-bentuk (design) semula dan/atau mengecat semula pesawat MAS/Firefly (iv) memindah pejabat-pejabat ke KLIA, (v) kaunter tiket dan chek-in baru, (vi) “signage” baru, (vii) uniform baru, (vii) pencetakan kad nama baru, “letterhead” dan bahan pencetakan  lain-lain, dan bagaimanakah tindakan “rebranding” diatas dapat membantu untuk “turn around” kedudukan kewangan MAS bertukar daripada rugi menjadi untung?

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state the cost of rebranding MAS into “Short Haul” and “Long Haul” airlines after the singing of the agreements for the MAS-AirAsia share swap and CCF for (i) re-spraying of all Firefly jet planes, (ii) grounded Firefly jet planes, (iii) the plan to re-design and/or re-spraying of the MAS/Firefly planes, (iv) moving to new offices in KLIA, (v) installation of new ticketing and check-in counters; (vi) new signage, (vii) new uniforms, (viii) printing new name cards, letterheads and other printed materials and etc, and how could the above rebranding exercises turn around the financial position of MAS from losses into profits?

8.         Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kewangan menyatakan jumlah kes-kes di bawah siasatan Anti-Money Laundering Act dan Terrorist Financing Act 2006 oleh Jabatan Kastam DiRaja (Kastam) daripada tahun 2006 sehingga Fabuari 2012, jumlah hasil yang dibekukan dan dirampas dan berapakah kes telah disabitkan dengan kesalahan di bawah undang-undang tersebut; dan

i.)         berapakah syarikat-syarikat daripada jumlah kes-kes di mana pembekuan wang tersebut oleh Kastam telah mengakibatkan syarikat-syarikat telah digulungkan atau ditutup kerana tindakan pembekuan wang di bawah Akta tersebut seolah-olah Kastam mengamalkan dasar “guilty until proven innocent” dan/atau syarikat-syarikat atau pengarah-pengarahnya terpaksa membayar penalti kepada Kastam untuk mengelakan masalah kewangan?

YB Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state how many cases are being investigated under the Anti-Money Laundering Act and Terrorist Financing Act 2006 by the Royal Custom of Malaysia from year 2006 until February 2012 and what is the total sum of amount being frozen and confiscated; how many cases have been convicted under the said law; and

i)       how many companies from the cases where monies have been frozen by the Customs had caused the said companies being wound up or ceased business operations due to feezing of monies under the said Act as though Customs practises the policy of “guilty until proven innocent” and/or had forced the companies or directors to pay the penalty to Customs in order to avoid financial difficulties?

9.         Tuan Wee Choo Keong [Wangsa Maju] minta  Menteri Kewangan menyatakan jumlah kes-kes di mana Jabatan Kastam DiRaja (Kastam) telah membenarkan sebahagian daripada pembekuan wang di bawah Anti-Money Laundering dan Terrorist Financing Act 2006 dilepaskan untuk membolehkan syarikat-syarikat membayar gaji perkerjanya dan/atau perbelanjaan untuk terus beroperasi dan bagi setiap kes tersebut tempoh masa Kastam mengambil untuk membuat keputusan melepaskan sebahagian wang yang dibeku di bawah Akta tersebut untuk tujuan membayar gaji dan bayaran untuk syarikat-syarikat  terus beroperas 

YB Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state the number of cases that Royal Custom (Customs)had allowed the release of partial of the frozen monies under Anti-Money Laundering and Terrorist Financing Act 2006 to enable companies to pay the employees wages and/or expenditure in order to allow them to continue operations and for each case what is the duration taken by the  Customs to decide on the release of the partial monies frozen under the said Act for purposes of payment of wages and business expenditure to enable the companies to continue operations?

10.       Tuan Wee Choo Keong [Wangsa Maju] minta Perdana Menteri menyatakan apakah hasil siasatan oleh SPRM terhadap skandal “sand mining” yang terlibat Kumpulan Semesta Sdn Bhd dan bekas pengarahnya, En Wong Swee Leong, di negeri Selangor?

YB Tuan Wee Choo Keong [Wangsa Maju] ask the Prime Minister to state what is the result of the MACC investigation into the sand mining scandal involving Kumpulan Semesta Sdn Bhd and its ex-manager, Mr Wong Swee Leong, in the Sate of Selangor?

1.         YB Tuan Wee Choo Keong [Wangsa Maju] meminta Menteri Kewangan menyatakan daripada tahun 2003 sehingga April 2008, berapakah jumlah perbelanjaan yang tidak dibenarkan (unauthorized) yang dilakukan oleh seorang pegawai di dalam Kementerian Kewangan dan apakah tindakan yang telah diambil atau akan diambil oleh Kementerian terhadap seorang pegawai tersebut?

YB Tuan Wee Choo Keong ask the Minister of Finance to state from 2003 to April 2008 what was the total unauthorized expenditure made by an officer in MOF and what actions have been taken or to be taken by the Ministry against the said officer?

2.         YB YB Tuan Wee Choo Keong [Wangsa Maju] meminta Menteri Wilayah Persekutuan Dan Kesejahteraan Bandar menyatakan sejauh manakah Projek Sungai nadi Kehidupan (River of Life) akan melibatkan kampung-kampung tradisi yang terletak di sepanjang Sungai Gombak dan sekiranya ada sila nyatakan kampung-kampung yang terlibat, jumlah keluasan yang akan diambil serta jumlah kos untuk Projek tersebut.

YB Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Federal Territories and Urban Wellbeing to state up to what extent that River of Life Project will affect the traditional villages located along the Sungai Gombak and if yes, please state which village will be effected, the total area of the land affected and the total cost of the said project.

3.         Tuan Wee Choo Keong [Wangsa Maju] minta Perdana Menteri menyatakan adakah terdapat arahan baru dari Ketua Hakim Negara atau ia merupakan sebahagian daripada NKRA dimana Pengarah Mahkamah Kuala Lumpur telah mengeluarkan arahan baru bahawa semua Hakim-Hakim Majistret dan Mahkamah Sesyen tidak boleh meneruskan pendengaran perbicaraan kes-kes selepas pukul 5 petang dan meninggalkan Komplek Mahkamah Jalan Duta pada waktu makan tengah hari untuk menguruskan hal peribadi mereka kecuali mendapat kebenaran dari Pengarah Mahkamah.

YB Tuan Wee Choo Keong [Wangsa Maju] ask the Prime Minister to state that was it the new directive from the Chief Justice or part of the NKRA that the Pengarah Mahkamah Kuala Lumpur that has issued new directives that all Magistrate and Session Court Judges cannot continue with the hearing of cases after 5 p.m. and cannot leave the Komplek Mahkamah Jalan Duta during lunch time to attend to their personal matter unless they have been granted permission by the Pengarah Mahkamah?

4.         Tuan Wee Choo Keong [Wangsa Maju] minta Perdana Menteri menyata samada Kerajaan berhasrat untuk memindah undang-undang yang sedia ada untuk memberi hak sah kepada “Administrator of the Estate” mewakili Plaintif yang telah meninggal dunia untuk meneruskan kes di dalam kes-kes perusahaan yang masih berlangsung di dalam Mahkamah Perusahaan?  

Tuan Wee Choo Keong [Wangsa Maju] ask the Prime Minister to state whether the government will amend the existing law to provide the Administrator of the Estate of the deceased Plaintiff the lawful right to carry on with an on-going industrial case in the Industrial Court?

5.         YB YB Tuan Wee Choo Keong [Wangsa Maju] meminta Menteri Wilayah Persekutuan Dan Kesejahteraan Bandar menyatakan samada pihak Kerajaan bercadang mengecat semula rumah-rumah Flat kos rendah yang terletak dibawah JMB/JMC dengan memberikan subsidi tertentu kepada pihak pengurusan berkenaan supaya perumahan kos rendah tersebut dicat semula terutamanya yang telah melebihi 10 tahun agar kelihatan lebih ceria.

YB Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Federal Territories and Urban Wellbeing to state if there is any plan to re-paint all the low cost flats under JMB/JMC and to grant subsidies for the respective JMB/JMC (Joint Management Body) to re-paint all the low cost flats in Wangsa Maju especially those which are over 10 years old in order to give them a new look? 

The above questions were tabled in Parliament on 17-2-2012.

    Terbaik……Terutama soalan berkaitan airasia-Mas…yang pasti CON-sultant yg buat duit dari idea-idea yg berat sebelah, MAS patut disiasat samada keputusan menaja QPR bolasepak, adalah keputusan demi kepentingan MAS dan adakah jabatan-jabatan yang berkaitan telah membuat kaji selidik dan homework sebelum keputusan menaja QPR dibuat…atau ia adalah keputusan budy-budy demi nak menyelamatkan Tony yg telah belanja wang membeli QPR..ada unsur Rasuah disini.

    YB, teruskan perjuangan buktikan bahawa rakyat malaysia lebih pandai dari CON-sultant dari Bina fikir…..

    Your crusade is So commendable …where r the other voices who can expedite this unbundling such ‘ daylight heist’? Are they not suppose to overstep their boundaries….these so called ministers? Still very disappointing is our PM who desires to keep quiet ( which is national interest ) but not so when defending his wife’s critics. By now we r a generation where dragging of feet is no longer acceptable …I suppose by virtue ofno choice we may have to choose those we r reluctant to choose to govern but Mr Wee..u get our votes ..

    Thank you YB. I know you will not get the proper and transparent answers from Khazanah, MYCC< SC and Bursa KL. But the questions itself were very telling and give us a strong impression of the star of affairs. The questions were properly framed. Hope Najib will wake up and sack Azman Mokhtar and his crony Rashdan. Rasdhan good for nothing except to take instructions form Tony to sponsor more money for QPR when MAS is finical weak. Only an idiot CON-sultant can do it!

    YB,’detailed questions but I do not expect the government to reply honestly to them especially those on MAS/AA bungle by khazanah Would you also consider seeking the truth on the medini blunder in Iskandar Johor since it also involve the same culprits from khazanah but the bungling is very much bigger than in MAS Peace

    Yang Berghormat, please find out if it true that the SPM and STPM Examination papers are printed in the United Kingdom. If so how huch does it cost the Examination Syndicate? Is it not cheaper to print them in Malaysia? Why and who made the decision to have them printed in Unitied Kingdom – the colonial master who we love to hate so much.

    YB , I am UMNO member. Last GE 12, for Hulu Langat I ve voted for PAS and PKR. Not becoz I love or like em, just I cannot tahan with the sleazy and sleepy Ton Dollah.

    I / We need u to pursue this MAS/AIR ASIA metters till we get the answer and those culprit pay for it.

    I will certainly not going to vote for PKR.

    As a general public, I am very proud of you.

    “interesting” info about the goings on in MAS today.

    if not to late, i would like to propose some changes in ur Q in the parliment

    Q4 – on the consultant, rather than focus on certain period, pls ask how much MAS PAY for the consultant when AJ/Danny took over the office, how long for each assignment, what is the deliverable and the most important WHY use CONsultant when some Con are not airline expert

    Q7 – to split the Q as if u lump all critical Q into 1, there is high possibility G will give generic answer for this Q
    a. FY – Previous MD declare FY profit in year 2010 (FY staff got max 8 mths bonus) yet AJ announce FY loss so much, hence they need to stop jet operation. who is the actual liar??
    b. migration to KLIA – what is the actual reason behind the migration to KLIA. AJ has given the most stupid answer to MAS when he say he said because we need to be close to the action when the fact is all staff from Subang is just support staff and it will hv no impact on the operation efficiency when when we move to KLIA. why is the need to move now when MAS bleeding like h*ll
    c. change of logo – how much it cost to change the logo and what is the return/revenue expected when MAS chance the logo

      Thank you for your valuable comments. I am most grateful for your inputs. I will definitely use some of your points during the Debate on the Royal Address in Parliament after March 12.

      It is a bit late to change the Parliamentary questions now. I had to lump them together and draft them in the way I did because MPs are limited to about 40 word per question. It is very tie consuming to draft the questions with such constraint. Please don’t worry. It is a long session this March. Parliament will only end in mid April. I can still raise your questions in the Debate for the Royal Address. plea rest assured that I will do my best to highlight the points in the comments by you and other readers. I shall also lobby other MPs to air the pride and plight of the good staff of MAS except those Panamera Deadwoods and the crony.

      Sdr, Please don’t stand on ceremony. You don’t have to thank me for speaking up for the members of staff of MAS. It is my duty as a Parliamentarian to stand up for you all when MAS has been treated by the “Bina Tak Fikir” consultants in Khazanah as its step child. If these “Bina Tak Fikir” consultant chose to bulldoze their selfish plans to “anaktirikan MAS” for others then they must pay the price. Lets us all join hand to fight them. MAS staff must also shake the Union leaders to stand up for its members during such critical time. Tell them to stop playing games by making threat after threat of direct actions like picketing, wearing protest badges and etc and only to be postponed at the eleventh hour with the lame excuse of MAS management was going to talk to them. What happened after that? Only God knows better! It has been some 8 months and so many decisions have been made not in the interest of our national carrier, MAS, and yet the Union leaders are still talking.
