Parliamentary Questions For June Session

1.  Tuan Wee Choo Keong (Wangsa Maju) minta Menteri Kewangan untuk:

i.  menamakan kesemua GLC dan yang telah terlibat dalam perjanjian satu pihak dengan sektor swasta seperti antara Petronas dengan Omak Simfoni Sdn Bhd dan Omak Damai Sdn Bhd yang dikendalikan oleh Datuk Fathis, Datuk Fuad dan Datuk Farish dan antara MAS yang terlibat pembekal makanan; dan

ii.  Apakah tindakan yang diambil oleh kerajaan untuk membatalkan perjanjian satu pihak dimana ia bertentangan dengan polisi awam?

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state:

 i.   the name of all GLCs and that have entered into  one sided agreements with the private sector like between Petronas withOmak Simfoni Sdn Bhd and Omak Damai Sdn Bhd, which are controlled by Datuk Fathis, Datuk Fuad dan Datuk Farish, and  between MAS in connection with food catering; and

 ii.  what actions does the government intend to take to break such one sided perpetual agreements which is contrary to public policy?

 2.   Tuan Wee Choo Keong (Wangsa Maju) minta Menteri Kewangan  menyatakan jumlah keseluruhan hutang kepada syarikat swasta dibawah arahan pegawai Kementerian (En Rizal Merican) tanpa kuasa dan/atau tanpa mengikut prosedur antara tahun 2003 hingga 2009:

i.  berapakahkah jumlah hutang tersebut yang telah dibayar oleh Kementerian;

ii. apakah tindakan akan diambil mengenai baki jumlah hutang tersebut lebih kurang RM3 juta; dan

iii.  apakah tindakan telah diambil terhadap pegawai Kementerian tersebut kerana mengarahkan pembelanjaan tanpa kuasa dan/atau tidak mengikut prosedure yang sedia ada?

 Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state what was the total sum owed to private sector by the Ministry due to the instructions of an officer of the Ministry (En Reezal Merican) without authority and/or not in accordance with the existing procedures between 2003 until 2009;

 i.   what was the total sum that has been paid by the Ministry for the said debts;

ii.   what actions have been taken pertaining to the outstanding balance of the said debt of about RM3 million; and

iii.  what actions have been taken against the said officer for authorizing spending without authority and/or not in accordance to the existing stipulated procedures?

3.    Tuan Wee Choo Keong (Wangsa Maju) minta kepada Menteri Penerangan, Komunikasi dan Kebudayaanmenyatakan:

i.  di dalam dasar kerajaan yang menghalang siaran iklan dalam program TV berbayar, mengapa ASTRO dibenarkan untuk menyiarkan iklan-iklan didalam program mereka; dan

ii.  memandangkan keuntungan tahunan bersih sebanyak RM 700 juta untuk 2010, apakah kerajaan bercadang untuk mengawal ASTRO supaya mengurangkan kos langganan bulanan yang dibebankan rakyat pendapatan rendah?

 

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Information, Multi-Media and Culture to state:

i.    in view of the government policy which prohibiting advertisements on Paid TV, why ASTRO was allowed to air advertisements in its programes; and

ii.   in view of the net yearly profits of about RM700 million for 2010 does government intends to regulate Astro to reduce the subscription fees, which is a burden to the low income group?

5.    Tuan Wee Choo Keong (Wangsa Maju) minta Menteri Kewangan menyatakan:

i.  berapa buah kereta sport Porshe Panamera  yang telah dibeli oleh MAS (semasa kerosakan keretaapi transit) untuk mengangkut penumpang kelas pertama ke terminal dan apakah kos bagi setiap kereta dan adakah pembelian itu selaras denganDasar Transformasi Ekonomi Kerajaan; dan

ii.  dimanakah kereta sport Porsche Panamera sekarang dan sekiranya ia telah dijual tolong nyatakan sama ada penjaulan melalui tender terbuka dan berikan nama setiap pembeli dan harga jualan masing-masing.

 Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state:

i.    how many Porsche Panamera sport cars were purchased by MAS to ferry first class passengers to the terminal when the transit train was out of order and what was of cost of each car, and was it purchased in line with the government’s Economic Transformation Policy; and

ii.   where are these Porsche Panamera sport cars now and if they have been sold please state whether it was done through open tender and provide the names of all the purchasers and its respective selling price?  

6. Tuan Wee Choo Keong(Wangsa Maju) minta Perdana Menteri menyatakan, penyiasatan oleh FIFA berkenaan rasuah dalam arena bolasepak  di Malaysia, apakah langkah yang telah diambil oleh MACC dan/atau polis untuk menyiasat terhadap pendakwaan oleh FIFA dan tindakan pencegahan yang telah diambil oleh kerajaan untuk melindungi imej Negara?

Tuan Wee Choo Keong [Wangsa Maju] ask the Prime Minister to state in view of the FIFA’s investigations into bribery in football in Malaysia what actions have been taken by MACC and/or police to investigate into the allegations by FIFA and what preventive measures have been taken by the government to protect the image of our country?  

7.  Tuan Wee Choo Keong (Wangsa Maju) minta Perdana Menteri menyatakan bahawa memandangkan masalah tanah runtuh berdekatan Highland Tower dan beberapa tempat yang lain, apakah langkah-langkah pencegahan yang telah diambil oleh pihak berkuasa semasa memberi keluluskan projek perumahan untuk memastikan keselamatan awam dan untuk menggelakkan dari kehilangan nyawa?

Tuan Wee Choo Keong [Wangsa Maju] ask the Prime Minister to state in view of the landslide near Highland Tower and other places, what precautionary measures have been taken by the Government when approving housing projects to ensure that public safety and to prevent lost of lives?

8.  Tuan Wee Choo Keong (Wangsa Maju) minta Menteri Kewangan untuk menyatakan:

i.  Apakah nama agen yang telah dilantik di Malaysia untuk mencetak mata wang kita dan adakah ia dilantik melalui tender terbuka oleh Bank Negara Malaysai. Sekiranya bukan tender terbuka sila nyatakan sebabnya; dan

ii.  Berapakah jumlah keseluruhan kontrak yang diberikan kepada agen tersebut dari tarikh pelantikan hingga Mei 2011?

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state:

i. what is the name of the appointed agent in Malaysia for the printing of our currencies and whether the appointment was made via open tender by Bank Negara Malaysia. If there was no open tender please state the reason why; and

ii. What is the total sum of all contracts awarded to this agent from the date of its appointment until May 2011? 

9. Tuan Wee Choo Keong (Wangsa Maju) minta Menteri Hal Ehwal Pengguna untuk menyatakan:

i.  Apakah tindakan yang telah diambil setelah pendedahan oleh Suruhanjaya Di Raja terhadap siasatan rasmi berkaitan dengan kematian Teoh Beng Hock dimana Lee Wye Wing (I/C No: 590309055281) yang telah mengaku menggunakan syarikat bumiputera untuk mendapatkan kontrak-kontrak daripada kerajaan Selangor dimana ia adalah seorang “undischarged” muflis pada 21-11-2006; dan

ii.  Apakah tindakan yang diambil oleh kementerian untuk mengelakkan ahli  perniagaan  muflis seperti Lee Wye Wing daripada  diberi kekebalan (immunity) misalnya kekebalan daripada didakwa dan sebagainya dalam kegiatan perniagaannya?

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Trade and Consumer Affairs to state:

i.   what actions have been taken against Lee Wye Wing (I/C No: 590309055281), who has admitted during the Royal Commission of Inquiry into the death of The Beng Hock that he has been using Bumiputra companies to secure contracts from Selangor Government, when he is an undischarged bankrupt since 21-11-2006; and

 ii.  What actions does the Ministry intends to take to prevent a bankrupt from carrying business activities with immunity i.e. immunity from being sued and etc?

10.    Tuan Wee Choo Keong (Wangsa Maju) minta Perdana Menteri menyatakan selaras dengan Dasar 1 Malaysiaapakah mekanisma yang telah digunakan oleh kerajaan untuk memastikan pemberian biasiswa PSD adalah berdasarakn kebolehan untuk belajar dan pada masa yang sama kepentingan pelajar Bumiputera juga diambil kira?

Tuan Wee Choo Keong [Wangsa Maju] ask the Prime Minister to state in line with the 1Malaysia Policy what mechanism has the Government put in place to ensure awarding of PSD scholarship based on abilities to study and at the sametime the interests of the Bumiputra students are also taken care of?

Soalan-Soalan untuk Jawapan Bertulis

1.    Tuan Wee Choo Keong (Wangsa Maju) minta Menteri Wilayah Persekutuan untuk menyatakan bahawa samada Kementerian sedar walaupun wujud peraturan tetap DBKL yang membenarkan  masa berkerja antara pukul 8 pagi hingga 6 petang dari hari Isnin hingga Sabtu kontraktor pembinaan tetapi DBKL masih membenarkan tempoh lanjutan untuk kerja pembinaan sehingga lewat malam seperti perkara biasa. Untuk mengelakkan gangguan awam (publicnuisance), adakah kementerian bercadang untuk mewajibkan semua pekerja pembinaan mematuhi peraturan tersebut? 

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Wilayah Persekutuan to state whether the Ministry was aware that despite the existing regulation of DBKL that the daily permitted working hours is between 8 am to 6 pm from Monday to Saturday but DBKL granted extension for construction work till late night as a matter of course.  In order to prevent public nuisance and disturbance to the public, does the Ministry intend to make it mandatory for all construction works to abide by the said regulations? If not why not?

2. Tuan Wee Choo Keong (Wangsa Maju) minta Menteri Kewangan untuk menyatakan:

i.  Apakah nama agen yang telah dilantik di Malaysia untuk mencetak mata wang kita dan adakah ia dilantik melalui tender terbuka oleh Bank Negara Malaysai. Sekiranya bukan tender terbuka sila nyatakan sebabnya; dan

ii.  Berapakah jumlah keseluruhan  kontrak yang diberikan kepada agen tersebut dari tarikh pelantikan hingga Mei 2011?

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to state

3. Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Wilayah Persekutuan Dan Kesejahteraan Bandarmenyatakan sejauh manakah Plan Tranformasi Kerajaan telah berjaya di laksanakan dalam pentadbiran Dewan Bandaraya Kuala Lumpur dengan mengambil kira;

i. Berapa peratus jumlah aduan yang di terima melalui system aduan awam ISPAA telah berjaya di selesaikan

ii. Apakah krateria-krateria tertentu dalam memastikan setiap aduan yang diterima akan diambil tindakan dan memaklum kepada pengadu-pengadu.

 Tuan Wee Choo Keong [Wangsa Maju] ask Minister of Wilayah Persekutuan to state that how far has Government Transformation Plan successfully implemented in the administration of DBKL taking into

i. what is percentage of the total complaints received by the public system ISPAA that were successfully solved; and

ii. What criteria was used to ensure that actions have been taken on the complaints and the complainants have been duly informed of the actions taken.

4. Tuan Wee Choo Keong (Wangsa Maju) minta Menteri Hal Ehwal dalam Negeri untuk menyatakan kemudahan yang disediakan oleh polis kepada orang tahanan polis untuk berunding dengan peguam mereka secara bebas sebagaimana terkandung dalam seksyen 28 A (7) Kanun Keseksaan dan dalam masa yang sama untuk menggelakkan bunuh diri?

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Home Affairs to state what are the facilities provided by the police for accused persons under police custody to consult with their lawyers freely as provided under Section 28A (7) of the Criminal Procedure Code and at the same time to avoid suicide?

5.   Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Sumber Manusia menjelaskan langkah yang diambil oleh Kerajaan Pusat  untuk mengatasi masalah social yang akan dihadapi oleh lebih kurang 10,000 perkerja Alam Flora di Selangor berikutan langkah kerajaan negeri untuk mengambilaih perkhidmatan pembersihan secara tergesa-gesa.

Tuan Wee Choo Keong [Wangsa Maju] ask Minister of Human Resources to clarify what steps have been taken by the Federal Government to overcome the social problems that will be faced by the 10,00 workers of Alam Flora in Selangor due to the sudden decision by the State government to take over the collections of refuse in Selangor.
