DARIPADA : TUAN WEE CHOO KEONG (WANGSA MAJU)

SOALAN:

Minta MENTERI PERTAHANAN menyatakan punca kematian pelatih Program Latihan Khidmat Negara (PLKN) semenjak bulan Disember 2003 dan apa tindakan yang diambil untuk mencapai kemalangan sifar bagi peserta dan apakan bagi tujuan untuk menggalakkan persahabatan dan kesefahaman antara pelbagai bangsa berjaya yang dicapai.

JAWAPAN:

Antara punca kematian pelatih-pelatih Program Latihan Khidmat Negara (PLKN) adalah disebabkan jangkitan kuman, leukemia, sawan dan sakit jantung, di mana pelatih-pelatih serta ahli keluarga kadang-kadang tidak menyedari masalah kesihatan yang dialami pelatih sebelum memasuki PLKN.

 

Bagi memastikan pencapaian kemalangan sifar, Jabatan Latihan Khidmat Negara (JLKN) telah melaksanakan beberapa tindakan susulan. Diantaranya, semua pelatih dikehendaki menjalani pemeriksaan perubatan dan mengistiharkan tahap kesihatan mereka masing-masing. Pelatih yang mempunyai masalah kesihatan yang disahkan oleh doctor akan diberi pengecualian dan penangguhan dari menghadiri PLKN.

 

Jurulatih yang menguruskan latihan fizikal seperti latihan air dipilih dari kalangan yang menpunyai kepakaran dan memiliki sijil dalam bidang penyelamat di air. Di samping itu, kolam latihan air sentiasa diperiksa bagi memastikan tahap keselamatan dan kebersihan dari bakteria serta perkara-perkara lain terjamin. Kolam tempat latihan air akan ditutup serta merta jika kebersihan airnya tidak mencapai tahap yang ditetapkan.

 

Disamping itu, kemudahan prasarana di semua kem PLKN sentiasa diperiksa bagi menentukan tahap keselamatan dan kemudahan prasarana adalah selamat untuk diduduki dan digunakan. Pengusaha kem akan diarahkan melaksanakan kerja-kerja pembaikan dan penyelenggaraan dengan segera terhadap bangunan yang rosak atau menambah baik kemudahan yang didapati kurang memuaskan. Selain itu, JLKN telah mewujudkan Jadual Pematuhan pada tahun 2004 dan Garis Panduan Minimum pada tahun 2007 untuk dipatuhi oleh semua kem-kem PLKN di seluruh Malaysia.

 

Bagi meningkatkan tahap keselamatan pelatih, JLKN dengan kerjasama NIOSH telah menganjurkan pemeriksaan berkala di semua kem-kem PLKN agar tahap keselamatan sentiasa dapat dipertingkatkan dari masa ke semasa. Pelaksanaan Pemeriksaan Kendiri oleh Kementerian Kesihatan terhadap kemudahan-kemudahan persekitaran dan sajian makanan juga membantu bagi pencapaian kemalangan sifar.

 

Pengukuran keberkesanan PLKN turut merangkumi aspek perpaduan dan integrasi di antara pelatih. Sehingga kini, Kajian Persepsi yang melibatkan pengukuran sebelum dan selepas latihan PLKN mencatatkan peningkatan sehingga 85% berdasarkan data yang diperoleh bagi setiap tahun. Tahun 2009 mencatatkan pencapaian 86.73% manakala tahun 2010 mencatatkan pencapaian 90% bagi peningkatan semangat setiakawan dan integrasi kaum. Hasil pemerhatian dan kajian bersama Universiti Kebangsaan Malaysia (UKM) juga mendapati PLKN telah berupaya mengukuhkan elemen positif di dalam diri pelatih bagi maksud semangat perpaduan, setiakawan, patriotisme dan jati diri.

    There must be a voluntary clause or Forced Military Conscriptions and a Human Rights abuse is exactly what NS is. Near a score children have died and the families got a mere few thousand compensation (do you know how much it costs to bring up a child to 18 and that emotional investment is calculated in the TENS of MILLIONS if not incalculable?)

    Apart from no equitable compensation, in the First World, NS would have been shut down (or as described by several free minded Tories that if non-voluntary would be similar to a political ‘kiss of death’) and the law considered unconstitutional and illegal to begin with.

    Politicians who continue Forced Military Conscriptions should be condemned as fascists and nazis. Down with brown shirt fascists tyrants (aka Singapore and Israel which both host among the longest “Forced Military Conscriptions”)

    The NS Training Department NS is an attack on FREEDOM and DEMOCRACY and backed a law that is unconstitutional and against the Human Rights Charter Articles as follows :

    Article 3 :

    * Everyone has the right to life, liberty and security of person.

    Forcing people to go to military camps under threat of jail and fines takes away LIBERTY. In military camps fights, rapes and deaths occur, this take away security of person. The NS Act which forces military conscription is ILLEGAL and contravenes Human Rights Charter Articles 3,4, 5 and 9!

    Article 4.

    * No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.

    This is a form of mental and psychological imprisonment and slavery and is thus a criminal law imposed on citizens.

    Article 5.

    * No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

    To some well bred kids from good families, this constitutes cruel and degrading treatment or punishment.

    Article 9.

    * No one shall be subjected to arbitrary arrest, detention or exile.

    The NS law is unconstitutional because it threatens arbitrary arrest and in itself is detention.

    I propose that either a VOLUNTARY CLAUSE by appended to the law or that the rent seeking system by done away with ENTIRELY. The greed driven writers, supporters and rubberstampers of such laws no empathy as long as they does not speak up against the lack of voluntary clauses in NS.

    This is one of the Third Force initiatives among others like removing all taxes for RM$2000 and below earners.

    1) Freedom from Apartheid/Fascism
    2) Freedom from Religious-Persecution/Religious-Supremacy.
    3) Equality for all ethnicities and faiths in all aspects of policy, Law and Constitution.

    PETALING JAYA: All National Service camps will be thoroughly checked for any sign of leptospirosis before water activities are allowed to take place.

    National Service Training Department director general Datuk Abdul Hadi Awang Kechil said the camps’ hygiene level and pond areas would continue to be monitored regularly even after the next intake begins on Jan 2.

    The camps and trainers are all set to welcome the 42,000 teenagers who would part with their family and friends for three months beginning next month.

    “Water training will be moved elsewhere if the leptospirosis bacteria (present in rat urine) or melioidosis (water-and-earth-borne bacteria) is detected any where,” he said Wednesday.

    Several NS ponds were shut down and water activities suspended last August after leptospirosis bacteria was detected in water samples. However, no trainer or trainee were infected.

    The ponds closures came during the height of leptospirosis infections in the country, which left 10 dead.

    A spotlight was thrown on the leptospirosis and melioidosis infections after six villagers died in July after contracting the disease when searching for the body of a drowned man at a waterfall in Pahang.

    Abdul Hadi said trainees would also be introduced to a new module, known as the work culture module, as part of their character building exercise.

    “The module will touch on ethics and work culture that needed to be adopted to achieve Vision 2020,” he added.

    A total of 140,000 trainees would take part in the programme which would be carried out in several batches next year.

    An 18-year-old National Service trainee at the Pasir Panjang camp near here is in a coma allegedly
    because the camp authorities failed to send her to the hospital for a high fever.
