MCMC: How is the USP being managed? Bagaimanakah USP dikendalikan?

As at 31-12-2010 2008 the USP fund was RM4.67 billion. Please read the comment by Ahiruddin Attan a.k.a Rockybru asked several pertinent questions, which are very interesting. I shall table those questions in Parliament this coming week.

Of late, the Malaysian Communication & Multimedia Commission (MCMC) has been in the news for reasons best known to itself. The blogger, Rockybru, has been investigated by MCMC for one of his postings and his “Ferrari” was also detained. YB Datuk Seri Utama Dr  Rais Yatim, Minister of Information, Communication and Culture has lodged a police report on Rockybu’s said posting. This was an unprecedented act. Since this matter is now being investigated by MCMC and the police cyber crime will have to be also involved sooner or later. So far no MACC report has been lodged.  Too complicated for me!

Penerangan Komunikasi dan Kebudayaan melaporkan pada polis atas artikel Rockybru. Ini adalah perkara yang diluar jangkaan. Oleh kerana perkara ini sedang dalam siasatan oleh MCMC dan polis jenayah siber akan terlibat juga. sehingga kini, tiada laporan dari MACC yang dilaporkan. Perkara tersebut terlalu rumit bagi saya!.

The government has set up a fund called USP (Universal Service Provision) where it is mandatory for all telcos to contribute 6% of its annual income to this fund.  I am sure that this USP fund must be in billion of RM.

USP was set up to develope IT in rural areas where all telcos are not interested for obvious reason i.e. not profitable. This is a very commendable move by the government because IT must not be restricted to Klang Valley only.  It must be one of our national agendas to provide IT facilities to our brothers and sisters in the kampung.  So far I do not remember hearing about USP fund or how it has been spent by MCMC for the rural areas.

As far as I can remember, Parliament has not been informed about USP or how USP has been managed, its current balance, whether it has been audited yearly  and etc. Perhaps it is timely that MCMC should tell us all about it.  If MCMC choose to remain quiet about it, then I shall have no alternative but to raise the issues on USP in the Parliamentary debate  during this Budget session.

Kerajaan telah menubuhkan tabung yang dikenali sebagai tabung Peruntukan Perkhidmatan Universal(USP), iaitu mandatori untuk syarikat-syarikat telekomunikasi berlesen dimestikan membuat sumbangan sebanyak 6% atas pendapatan tahunan mereka kepada Tabung USP.  Saya yakin pengurusan tabung ini melibatkan dana berbilion ringgit.

USP dibentuk untuk membangunkan teknologi maklumat (IT) di luar bandar dimana semua syarikat telekomunikasi tidak berminat atas sebab berikut:-tidak menguntungkan. Ini adalah satu tindakan yang sangat dihargai oleh kerajaan kerana IT tidak hanya dihadkan untuk Lembah Klang sahaja. Ia mesti menjadi antara agenda pembangunan infrastruktur IT untuk abang-abang and kakak-kakak di dalam kampung. Sehingga kini, saya tidak ingat kedengaran tentang tabung USP ataupun bagaiman ia telah digunakan oleh MCMC untuk kawasan kampung dan pedalaman.
Dalam ingatan saya, Parlimen tidak diberitahu tentang USP atau bagaimana USP atau USP harus dijalankan, isu baki semasa, adakah ia telah diaudit setiap tahun dan sebagainya.Mungkin ini adalah saat MCMC harus memberitahu kepada kita semua perkara berkenaan. Jika MCMC memilih untuk mendiamkan diri tentang perkara ini, saya tidak mempunyai alternatif selain dari menyuarakan isu ini atas USP di dalam pendebatan parlimen semasa sesi Bajet ini.

    Dear YB, no need to wait for their reply. Just raise it straight away in Parliament. I doubt they will reply to your queries.

    Sometime ago, the Minister Rais Yatim was in the Press about giving RM1.0 billion worth of free laptops to worthy recipients. I think that idea has sort of petered out. Tak jadi.

    Where would the RM1.0 billion come from for an idea like that – to just give away RM1.0 billion worth of laptops? Even if it did not materialise, I can imagine the suppliers who would have been drooling and salivating to get that RM1.0 billion contract.

    Thank you for reminding us about this UPS Fund. It must be in the Billions indeed. How many Billions exactly has the MCMC acumulated? What have they done with the money?

    These people are really junmpy when the Blogs comment about their Minister or their Ministry.

    Aiyo! YB, why are you asking such a stupid question? MCMC will not tell us the amount because it is far too big and they are enjoying it with the netbooks and other stupid things.

    Just tembak the MCMC in Parliament and the minister had to reveal the figure and how it has been managed. I am sure such small things are kacang with YB’s experience.

    I am very concerned with this billion of RM sitting on the lap of one officer! YB please make sure that you raise this matter. We want a well developed Malaysia including our kg.

    I know YB is a kg boy and glad that you never forgot your kg background. Syabas! Long live the Bebas!

    Great stuff. Please speak up for us in Parliament. Please do not forget to bring up the Venturepharm Asia Sdn Bhd in connection with Shanghai Expo Pavilion. The building of the pavilion is another big scandal for the Ministry of Tourism.

    This is what an MP should do and not politicking all the times. fabricating evidence through statutory declaration will get them any where. It is showing up.

    Congratulations YB for raising a matter that relate to ‘public goods’.
    I remember a decade ago when I was seconded to the then MECM and assigned to coordinate the PC ownership campaign and the Rural Internet Programme. The focus then was on Bridging the Digital Divide and providing equitable access to ICT. However, the usual vendor lobbyists of course would ensure that the programmes and projects benefit their MNC parent companies.
    USO, USP and USF were also new ‘catchwords’ with encapsulate egalitarian ideals, which parliamentarians and citizens ought to uphold. Syabas for not letting the ideals fall by the wayside!

    We must all progress together. So we must take care of the rural areas just as much as the city.

    Therefore, USP must be properly accounted for. A thorough audit by the Ketua Audit Negara must be carried out yearly.

    Please do, bring this up in Parliament. They dont call you Yang BerWeebawa for nothing.

    Re Tuan Syed Akbar’s comment on the RM1 billion netbook scheme, actually the first phase of the scheme involving over 100,000 netbooks for rural folks is under way. Second phase involving 500,000 netbooks is coming soon. Questions to ask are:

    1. Who are getting the contracts to supply the netbooks for phase 1 and phase 2.

    2. What is the progress of phase 1 (ie how many recipients of the netbooks have sold it back to Low Yatt for a few hundred ringgit?)

    3. Has the MCMC been churning out new licenses to companies without track records?

    4. In view of the Dino Rais’ civil suit, has the MCMC investigated to ensure that no other family members of those who are in position to make decisions about the netbook scheme are involved with the companies selected?

    And YB, the biggest question…..

    5. Is not the USP fund for the government to address the “digital divide” by building infra and providing education and training? Who gave the directive to use the RM 1 billion to buy netbooks?

    YB, there is now in excess of RM 5 billion in the USP. That is something of pkfz proportions!

    If the result of first phase of the scheme involving over 100,000 netbooks for rural folks is under way +
    second phase involving 500,000 netbooks is coming soon = is = many recipients of the netbooks
    in rural folks ( either dont know how to use it or any other reason ) have sold it back to Low Yatt for
    a few hundred ringgit = while we pulak satu second hand notebook pun tak dapat , it is very disappointing

    after 600000 notebooks x RM 2,000 = RM 1200,000,000 has spend . USO, USP and USF . yes , Mr Wee please get as much answer as you can from our Ministry of UFO . We want to know why this piring terbang is not from other planet to Msia but instead a piring terbang from Msia to other planet for no purposes

    This is issue has been long long rise from big big corporate to small small service provider…as we know how the mcmc get the source of the fund..from examtion tax telco,licensing such as NSP,ASP and so on..service provider and so on..senang saja dapat duit kan?But how the mcmc manage the fund?If we look South Korea,how they contribute the fund and give advantage to people…not just give a laptop(now people talk about tablet no more laptop lah)..content development…many of animation company get benefit from this fund…if we look content provider(CP) which is hot issue do spamming via telco..then they punish with many policy&regulation even from telco…sepatutnya USP fund juga boleh digunakan utk membangunkan aplikasi atau invest dlm pembangunan perisian..why they do spamming?because now most of the subscribers have smartphone…second,,they have to pay ASP license,proft sharing(its not fare deal),service code fee,keyword fee and so on to telco&regulator…now I think many cp gulung tikar like in Indonesia..sepatutnya MCMC&telco help this content providers not punish them..dah la payment sampai 8 bulan tak dibayar bayar oleh telco&ada tak pernah dibayar pun(kununnya ada byk masalah teknikal)….mcmc buat bodo saja…kalau revenue reach RM1million these CP must bayar ‘ufti’ pada MCMC dan dimasukkan dlm USP fund…so kerja MCMC cuma jaga.policy&regulator..kerjanya cuma bagi laptop kosong(cuma ada anti virus jer) kat murid2 saja..tanpa ada aplikasi yang sesuai utk murid-murid..kesudahannya murid2 ni pergi jual laptop nih,dan trade in dengan tablet..so murid2 lagi bijak…
