Questions for Oral Answers

1. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Home Affairs to state beside recruiting more police officers what action has the Ministry taken to curb the rising crime rate in the country, especially in Wangsa Maju and when the Ministry intend to place more police officer in Wangsa Maju Police Station?

2. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Transport to state whether his Ministry was aware that AIRASIA (AA) kept the airport tax collected from passengers who were unable to travel, what is the total sum of the airport tax kept by AA and what actions the Ministry will take to make sure that all airport taxes collected by AA to be paid to MAHB without delay?

3. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Finance to state why it has become the trend that the Inland Revenue Department takes more than a month to refund the excess payment of income tax which is supposed to be refunded within 30 days from the date of application for refund?

4. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Prime Minister to state what is the definition of the policy of 1Malaysia when the population is still being defined by Bumiputra and Non-Bumiputra and how would the New Economic Model restructure Malaysia to be a just society so that race will no longer be an issue of contention amongst Malaysians?

5. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Prime Minister to state how can government achieve the 1Malaysia policy in Kuala Lumpur lower courts where all the 22 Magistrates are Malay, out of 23 Session Court Judges an exception 3 Indian and to provide the total number of Magistrates and Session Court Judges of Malay, Chinese, Indian and Others origin throughout the country until June 6, 2010?

6. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Finance to give full details of amount of yearly losses of Sime Darby Bhd and for each of its subsidiaries including  Golden Hope and others since its inception in 1989 until 2009 and what actions have been taken for the losses for those years and why only its managing director was asked to go on leave for cost overruns of over RM1 billion for the Bakun hydro-electric project and what other actions have been taken against those responsible for cost overruns and what measures have been put in place to prevent such maladministration in Sime Darby?

7. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Information, Communication and Culture to state what are the controls that have been put in place by the Ministry to ensure that subscribers of ASTRO, which is a monopoly, are not over-charged for its monthly fees, ASTRO subscribers be given rebate when there were no reception during rain, no advertisements are allowed in its programes and whether ASTRO needs to get the Ministry’s approval for each increase of the monthly charges?

8. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Transport to state since the safety of all airlines including MAS under IATA are constantly audited by IATA Operational Safety Audit (I.O.S.A.), are the safety of all low-cost carriers like AirAsia, Jet Star, Tiger Air and others operating or departing from Malaysia also constantly audited by the Malaysian Department of Civil Aviation (DCA) and if yes what are the procedures and how often the said low-cost carriers are audited?

9. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Finance to state whether the Ministry has approved the privatization contract to take over the toll road operations from PLUS to Asas Serba Sdn Bhd or any other company, there was an open tender for such award and what are the conditions in the privatisation contract.

10. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Prime Minister what actions have been taken or will be taken by MACC with regards to the report made by YB Manikavasagam on the sand mining scandal involving Kumpulan Semestra Sdn Bhd?

1. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Finance to state whether our national interest in Transware Distribution Services Pte Ltd, a 50-50 JV between MISC and Keppel Logistics Pte Ltd, is protected when MISC representatives on Transware Distribution Services Pte Ltd board had allowed the Singapore company’s Keppel Logistics CEO in May 2010 to suspend them and help him remove its management team and replace it with more Keppel Logistic’s management staff?

2. Tuan YB Wee Choo Keong [Wangsa Maju] asks the Prime Minister to state

  1. Since passing the Anti Money Laundering Act  in 2003 (AMLA), which is a draconian law, until May 30, 2010 what is the total value of properties that were frozen and forfeited by the authorities for each year and the breakdown of amount frozen and forfeited properties against the respective offences for each year?
  2. What are the existing safeguards to prevent AMLA being abused by the authorities?

3.  Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Finance to provide the name of the company that was awarded with the contract to print income tax return forms costing RM5.4 million and whether there was an open tender before the award, and the name of the vendor that was appointed to process the income tax return forms and details of the contract and price for the vendor to do the job.

4.  Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Rural Development and Wilayah Persekutuan whether it intends to pass new laws or regulations to allow housing estates in Wilayah Persekutuan to put up their own guard houses or gates operated by security guards to control the movement of people as a form of crime prevention to overcome the ever increasing crime rate in housing estates, if not why not?

5.  Tuan YB Wee Choo Keong [Wangsa Maju] asks the Minister of Finance to state beside the freezing of the assets of Sunshine Empire Sdn Bhd, Empire Property Sdn Bhd, Empire Property Venture International Sdn Bhd by Bank Negara due to the activities of illegal deposit taking, what actions have been taken by Bank Negara and/or Security Commission for breaching BAFIA and other laws by these companies headed by Dato’ Alex Teh Chee Tiong and its other directors in order to protect the Interests of the investing public?

1. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Dalam Negeri untuk menjelaskan selain daripada merekrut lebih ramai anggota polis apakan tindakan lain yang diambil oleh Kementeriannya bagi membendung peningkatan kadar jenayah di negara ini, terutama di Wangsa Maju dan bilakah Kementerian bercadang menambah bilangan anggota di Balai Polis Wangsa Maju?

2. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Pengangkutan untuk menjelaskan sama ada Kementeriannya maklum tindakan AIRASIA (AA) menyimpan cukai Lapangan Terbang (Airport Tax) yang telah dikutip dari penumpang sedangkan penumpang itu gagal menggunakan perkhidmatan yang disediakan. Boleh dinyatakan berapakah jumlah keseluruhan cukai tersebut yang disimpan oleh AA serta apakah tindakan yang diambil oleh Kementerian bagi memastikan AA menyerahkan cukai yang dipungut itu kepada MAHB tanpa berlengah lagi?

3. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Kewangan untuk memaklumkan kenapa telah menjadi satu trend bagi Lembaga Hasil Dalam Negeri untuk mengambil masih lebih daripada satu bulan untuk memulangkan lebihan bayaran kepada pembayar cukai sedangkan mereka sepatutnya membayar di dalam tempoh 30 hari dari tarikh permohonan pulangan pembayaran dibuat?

4. Tuan YB Wee Choo Keong [Wangsa Maju] minta Perdana Menteri untuk menjelaskan  definisi polisi 1Malaysia sedangkan masyarakat terus ditafsirkan sebagai Bumiputra dan Bukan Bumiputra serta bagaimana Model Ekonomi Baru dapat menstrukturkan semula Malaysia kearah menjadi masyarakat yang adil dan saksama supaya perbezaan kaum tidak lagi menjadi sebab untuk membezakan sesama rakyat Malaysia?

5. Tuan YB Wee Choo Keong [Wangsa Maju] minta Perdana Menteri memberi penjelasan bagaimana polisi Satu Malaysia hendak dicapai di Mahkamah Rendah Kuala Lumpur di mana kesemua 22 majistretnya adalah Melayu, manakala dari 23 Hakim di Mahkamah Sesyen kesemuanya Melayu kecuali 3 orang berketurunan India dan juga memberi jumlah mengikut komposisi kaum bagi Majistret-majistret dan Hakim-hakim Mahkamah Sesyen di seluruh negara sehingga 6 Jun 2010?

6. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Kewangan memberi perincian jumlah kerugian tahunan Sime Darby Bhd dan anak-anak syarikatnya termasuk Golden Hope dan lain-lain sejak dari 1989 hingga 2009 dan apakah tindakan-tindakan yang diambil bagi mengatasi masalah kerugian pada setiap tahun tersebut, menjelaskan juga mengapa hanya Pengarah Urusan yang diarahkan untuk bercuti kerana lebihan kos (cost overruns) yang melebihi RM1 billion bagi projek elektrik hidro Bakun dan apakah tindakan-tindakan yang telah diambil terhadap mereka yang terbabit menyebabkan lebihan kos (cost overruns) ini samada perkara telah dilaporkan kepada MACC dan apakah langkah-langkah yang dikenalpasti bagi mengelak kelemahan pentadbiran yang serupa lagi di Sime Darby?

7. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Penerangan Komunikasi dan Kebudayaan menjelaskan berhubung apakah kawalan-kawalan yang diletakkan oleh Kementerian bagi memastikan pelanggan-pelanggan ASTRO, yang merupakan sebuah monopoli, tidak dibebankan dengan yuran langganan bulanan yang melampau, memberi rebet kepada pelanggannya semasa tiada resepsi waktu hujan  dan juga sama ada ASTRO memerlukan kelulusan Kementerian ketika ia menaikkan yuran langganan bulanan?

8. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Pengangkutan menjelaskan adakah keselamatan setiap pesawat penerbangan tambang murah seperti AirAsia, Jetstar, Tiger Air dan lain-lain yang beroperasi di LCCT atau berlepas dari LCCT di audit secara berterusan oleh Jabatan Penerbangan Awam (DCA) sebagaimana kesemua pesawat penerbangan antarabangsa termasuk MAS yang bernaung dibawah IATA diaudit secara berterusan oleh IATA Operational Safety Audit (I.O.S.A). Jika ada, apakah prosedur auditing dan berapa kerapkah pesawat penerbangan tambang murah ini di audit oleh DCA?

9. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Kewangan menjelaskan samada Kementerian telah meluluskan satu kontrak penswastaan kepada Asas Serba Sdn Bhd atau syarikat untuk mengambilalih operasi tol jalan daripada PLUS, memohon Kementerian memberi syarat-syarat penting didalam kontrak tersebut dan samada kontrak dianugerahkan secara tender terbuka kepada syarikat tersebut?

10. Tuan YB Wee Choo Keong [Wangsa Maju] minta Perdana Menteri menjelaskan apakah tindakan-tindakan yang telah atau akan diambil oleh SPRM ke atas laporan yang dibuat oleh YB Manikavasagam berhubung skandal perlombongan pasir yang melibatkan Kumpulan Semesta Sdn Bhd?

1. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Kewangan menjelaskan sama ada kepentingan negara di dalam usahasama 50-50 dalam Transware Distribution Services Pte Ltd antara MISC dan Keppel Logistics terus dilindungi apabila wakil-wakil MISC di dalam lembaga pengarah Transware Distribution Services Pte Ltd telah membenarkan Ketua Pegawai Eksekutif Keppel Logistics, iaitu sebuah syarikat Singapura, untuk menyingkirkan mereka pada Mei 2010 dan telah pula membantu menggantung barisan pengurusan mereka dan digantikan dengan lebih ramai pasukan pengurusan dari Keppel Logistics?

2. Tuan YB Wee Choo Keong [Wangsa Maju] minta Perdana Menteri menjelaskan:

  1. Sehingga 30 Mei 2010, berapakah jumlah keseluruhan asset yang dibekukan dan dirampas oleh pihak berkuasa  setiap tahun  dan pecahan jumlah pembekuan dan rampasan berbanding jumlah kesalahan bagi setiap tahun, dibawah undang-undang zalim Akta AMLA ini?
  2. Apakah bentuk-bentuk perlindungan atau safeguard yang wujud bagi mengelakkan AMLA dari disalahguna oleh pihak berkuasa?

3. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Kewangan menjelaskan nama syarikat yang dianugerah kontrk untuk mencetak borang pulangan cukai pendapatan yang berjumlah RM5.4 juta dan samada ada satu proses tender terbuka dilaksanakan kontrak ini di anugerahkan serta namakan pembekal yang dilantik untuk memproses data dalam borang tersebut berserta perincian kontrak dan harga kontrak untuk kerja ini.

4. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Pembangunan Luar Bandar dan Wilayah Persekutuan sama ada Kementeriannya bercadang untuk meluluskan undang-undang baru atau peraturan baru bagi membolehkan kawasan-kawasan perumahan di Wilayah Persekutuan menempatkan pondok keselamatan atau pagar-pagar keselamatan yang dikawal oleh pengawal-pengawal keselamatan bagi mengawal pergerakan keluar masuk di kawasan perumahan sebagai salah satu inisiatif membanteras peningkatan kadar jenayah di kawasan-kawasan perumahan. Jika Kementerian tidak bercadang meluluskan undang-undang atau peraturan untuk tujuan sedemikian, harap dijelaskan kenapa?

5. Tuan YB Wee Choo Keong [Wangsa Maju] minta Menteri Kewangan menjelaskan, selain daripada tindakan pembekuan aset Sunshine Empire Sdn Bhd, Empire Property Sdn Bhd, Empire Property Venture International Sdn Bhd oleh Bank Negara kerana aktiviti pengambilan deposit haram, apakah tindakan-tindakan lain yang telah diambil oleh Bank Negara dan/atau oleh Suruhanjaya Sekuriti kerana kesalahan melanggar BAFIA dan lain-lain undang-undang oleh Dato’ Alex Teh Chee Tiong dan pengarah-pengarahnya yang lain demi menjamin kepentingan awam dilindungi?

    Good questions from an independent MP. Syabas! They are quality questions for the rakyat. I understand why you had to leave them. If you do not agree you must not sit still and pretend. Thank you for asking those questions on our behalf. I am affected by the delay in refund of tax so I would like to know what is the answer from the Minister of Finance.

    YB,

    Our neighbour to the south is in the habit to encroach on our rights and property (the last big robbery was Pebble Rock) bit by bit. MISC is our national pride and how can the government let the tiny ‘Israel of S.E. Asia’ be so bold?

    MISC representative on the board has not protected our national interest and make our rakyat become a laughing stock. I call on the government to investigate thoroughly and redeeming our pride. Hold the MISC representatives on Transware board accountable and sacke them for not doing national duty and sleeping on the job like that old fool PM.

    Who is this Singapore CEO of Keppel Logistics so arrogant and dare do something like this? Who are our MISC representatives on the board?

    How to tutup the sand mining scandal in Selangor. People wants to cover-up the sand mining scandals by delaying the SELCAT meeting and none of the PR leaders especially Lim Kit Siang dare to say a word about this.

    Suddenly Anwar Ibrahim and Lim Kit Siang do not believe in Royal Commission. WHY???? Before this, any slightest thing either one, especially Lim Kit Siang will be calling for Royal Commission to set up to investigate.

    This is an obvious case of covering-up. Since this scandal has been tabled in Parliament it will be interesting to see how the PR leaders going to do other magics to cover-up.

    I do agree with Sand Miner about the total silence from the PR leaders on the sand mining scandal in Selangor. It is an obvious case of covering up job!!

    Questions on AirAsia also affect us who booked on airasia and not able to travel. Airasia will deduct almost all the airport tax and we are left with only a few ringgit. I agree with YB that all the airport taxes collected by AirAsia must be paid to MAHB and refund to be done by MAHB and not airasia. It will be interesting to know what is the total sum (airport tax for those who did not travel) kept by airasia.

    Astro is another good question which million of rakyat and the ministry must control them. Astro is a monopoly (like TNB, Telicom and etc) and must be controlled otherwise the rakyat will be exploited.

    Dear Sir,

    I was alerted by a colleague to visit your site regarding your Question 1 for Written Answer:

    I just want to say you should thoroughly look into this matter.

    Something is seriously very wrong with what is happening at Transware. Gui Eng Hwee is relatively new and inexperienced. To be honest he does not know much about the logistics business. He is very arrogant and he makes a lot of mistakes but nobody dare speaks up. What he is doing at Transware is unfair and wrong. The whole thing started because someone sends in a poison letter. Gui Eng Hwee use this as an excuse and he made use of the internal auditors to help him do his dirty work. The internal auditors should have been impartial and not take sides but it was unfortunate the whole internal audit group has been made use of as a tool. The way they have gone about it contravenes our own Keppel process and governance. This must be stopped so that innocent people are not victimised.

    It is unfortunate the Malaysian directors are also not doing their job. I notice this new group do not know the logistics business and only look at numbers. Even then they are not really looking at the real numbers. The most unfair thing is why when Gui Eng Hwee cannot manage a losing business like Keppel Logistics which has lost money for 5 consecutive years is meddling in a company which is making money? How can he also be so heavy-handed when Keppel has only 50% share in the JV? What is the Malaysian directors from MISC doing?

    I am sorry to say your MISC has sent the wrong people to sit on the board. They don’t care and they are ‘easily influenced’ by the Keppel side. That’s why all this nonsense is happening at Transware.

    YB,

    Good questions for the coming parliamentary session. The other MPs should follow your example.

    BTW I hear a lot of complaints about Maxis and Astro. They overcharge and increase their rates as and when they like. The customers must scrutinise their bills or they will be cheated, again and again!

    I hope the authority will investigate and charge them.

    Keep up the good work, YB. It’s a blessing you got out of PKR. If not, you will be accused of sweeping things under the carpet too. Those who curse you for resigning are blind and do not understand the real issues at hand.

    These are the type of questions we want from our MPs. We want MP who can represent us in Parliament and not playing political games or politicking all the ways.

    We need constructive criticisms of the government and not opposing for opposing sake. YB carry on with your good works. Thank you for asking those people questions in parliament. I am looking forward to get the replies and please post the replies in the blog.

    I am also waiting to get answers of the questions. AirAsia has no right to withhold the airport tax for passengers whether they have traveled or not. Airport is not part of the fare. So MAHB must demand for all airport tax collected by Airasia. Airasia cannot treats airport as part of their profit.

    We must not allow airasia to charge exorbitant administrative fees to refund airport tax to passenger. I am certain that the airport for those who didn’t travel amounted to many million of Ringit.

    MAHB: are you sleeping on your job? Why the MP had to do your job for you.

    YB… is there a specific laws governing the operations of political parties in Malaysia? if none, do you think that it is a good idea now to have one to ensure transparencies in its management, assets, financial accounts, establishment etc?
