PETALING JAYA (July 29, 2009): The Malaysian Anti-Corruption Commission (MACC) has seized several files and documents from drug firm Venturepharm Asia Sdn Bhd, which was awarded a RM19.99 million contract to build the Malaysian pavilion at the 2010 World Expo in Shanghai.

A senior investigations officer told theSun today that Grace Chen Oyan Yun Shai, the director of the company, was interviewed on Monday, following her return from China, to assist the ongoing probe.

“We are also in the process of interviewing several people from the Tourism Ministry,” the officer said, without revealing names.

He, however, refused to comment further on the case.

It was reported earlier that the MACC is working on the possibility that senior government officials could have worked in ‘favour’ of the company to obtain lucrative deals from the government.

Venturepharm Asia’s name was first brought up in Parliament last month by Wangsa Maju MP Wee Choo Keong.

Wee raised the issue on how the company, controlled by Taiwanese with alleged political link received lucrative contracts from the Government.

Tourism Minister Datuk Seri Dr Ng Yen Yen has since denied any political link and said the contract was awarded in an open tender, and through a transparent manner.

She also said that the first tender was cancelled because the theme was not suitable for the expo and the second tender was advertised in the newspapers, and the bidding companies were not charged re-submission fees.

Venturepharm’s affiliate company Dora Worldwide Sdn Bhd was awarded a contract by the Malaysian Tourism Board to manage Tourism Malaysia’s call centre.

Dora Worldwide is controlled by Grace Chen’s son, Chin Fook Kwon.

Venturepharm also received a multi-million ringgit grant from the Ministry of Science, Technology and Innovation (Mosti) in 2008 for a bio-feed project but the grant has since been frozen following another probe by the MACC.

The Ministry froze the grant this year upon learning that Venturepharm only had the ability to do research into ‘localisation of mucosal bio-additive for feed’ through transfer of technology from a United States company.

Grace Chen is also the chairperson of Daley PR, which was awarded a contract by the Malaysian Tourism Board to promote Malaysia in China.

Meanwhile, Wee urged the Government to call for a re-tender of the project to ensure transparency.

“To this date, the Tourism Ministry has not made public the members of the Tender Committee, which had purportedly made the decision to appoint Venturepharm Asia,” Wee said.

“In view of the questionable way the tender was finally concluded, many conflict of interests that had occurred, and it is best to call for a re-tender by another committee with members outside the Ministry of Tourism,” he added.

    The Sun report has been published in the Shanghai Expo official website for the world to read. Ng Yen Yen tak malukah???

    It is so clear from YB’s earlier detail posting about this scandal that Ng Yen Yen is a close friend of Grace Chen Oyan Yun Shai, the powerful lady from Taiwan. Grace Chen has influence in Ministry of Agriculture, Ministry of Science and Technology and Innovations and of course, no need to mention Ministry of Tourism.

    Incidentally, a company connected with Grace Chen has also been appointed as the management of Malaysia House in Hong Kong. Darley PR is owned by Grace Chen and run by her …friend, Ken Yang, has been awarded with exclusive advertising contracts in China. I am told that prices were inflated.

    MACC please also check on Daro Worldwide and all payments made to Darley PR by Tourism Ministry.

    Ng Yen Yen this matter is so serious. Up to now, you have been avoiding the press and you have yet to answer to YB Wee article on Venturepharm and your relationship with the former Taiwanese Grace Chen.

    Ng Yen Yen: I can only come to the conclusion that you have no answer to YB Wee’s article on Venturepharm.

    So please waste no time and resign!

    I think that MACC actions were a bit late. By now all the important documents would have been removed. All the MACC needs to check are all the bank accounts of all the companies owned or controlled by Grace Chen Oyan Yun Shai.

    Developtrends Sdn Bhd
    Venturepharm Asia Sdn Bhd
    Darley PR Communication Co Ltd Guang Zhou

    The Darley PR bank, Developtrends Sdn Bhd and Daro Worldwide Sdn Bhd’s bank accounts will be very telling. Just trace all the funds transferred out to overseas accounts. MACC will be able to get the real culprits.

    Glad that MACC is taking a statement from Grace Chen Oyan Yun Shai. She has been bragging that he has political influence every level of the government administration up to the minister. No wonder companies connected to her have been given special preference to get project like Venturepharm.

    YB you must get this Taiwanese, who pretend to be Malaysian but no loyalty to Malaysia at all otherwise such thing would not have happened.

    Thank God that she and her son, Denis Chin Fook Kwon, have now been exposed or brought to the limelight so to speak.

    The government must stop this Taiwanese from abusing the system. The government must take care of Malaysians and not foreigners.

    Malaysia is not a playing field for Taiwanese and other foreigners. Ng Yen Yen please wake up. Please think of Malaysian race and stop allowing Grace Chen to mess around with the Tourism Ministry.

    Get rid of Venturepharm and have a re-tender exercise.

    MACC is just showing (wayang kulit) with those out dated files taken from Grace Chen Ouyang Yun Shai office, if MACC are serious on getting to the bottom of things, then summon all related stakeholders for answers, starting with Malaysia tourism promotion board officials.

    remember we are dealing with Grace Chen Ouyang Yun Shai the untouchable Taiwanese with her cabinet minister friends from various ministry and govt departments, whom are protecting her for whatever reasons???

    syabas YB, for exposing the actual masters of cabinet ministers, as what Tun Mahathir mention.

    I do agree with Kelvin. If MACC is serious about investigating into this scandal, all it needs to do is to call up the officers in the Tourism Ministry and collect all the files concerning Venturepharm bidding, Darley PR (advertising contract in China) and Daro Wordwide (Call Centre). Look for all the payments informations from the government and trace where the monies finally go to. I am sure that MACC will get the answer.

    This Venturepharm’s deal is an obvious scandal of Ministry of Tourism under Ng Yen Yen. Grace Chen is a good friend of her. I do not believe that Ng Yen Yen was ignorance of the modus operandi of this Grace Chen.

    Najib must cancel the award to Venturepharm and call for a re-tender otherwise all the talk about 1Malaysia and transparency was just paying lip service.

    Ng Yen Yen stop playing games. What no political links?

    Stop bullshitting Malaysians. We are no idiot. Until today you are unable to refute all the details of the scandals as presented by YB Wee in his blog.

    Malaysia tourism promotion board media buy for advertisement in China

    Malaysia tourism promotion board PR agency in China since 2002

    and many others….kindly add up to the list

    Ng Yen Yen why are you still keeping quiet over this issue? Are you not ashamed of the decision to award the pavillion project to Venturepharm?

    Najib should now step under the policy of “The people come first” and cancel the award and call for a re-tender exercise.

    With such details allegations against Ng Yen Yen and her macai Grace Chen, Ng Yen Yen is still keeping silence. She must be guilty as charge.

    She is not fit be a Minister. She is not looking after the interest of Malaysia. I thought that I heard at one time she holds a PR status in Australia.

    MACC should interview record statement from top ranking officers and some low ranking officers in Tourism Ministry. Once this is done, MACC will unravel real shit of Grace Chen Oyan Yun Shai plus the high ranking officers shit. Go for the few top ranking officers and I am sure that MACC will definitely be able to get to the bottom of it.

    I know of a few of the high ranking officers in the Ministry of Tourism that are very closed to Grace Chen. You should knwo what I mean by the word “closed”. I can see $$$$$$$$$$$$ in your imaginations.

    Transparent? What a joke. Really think Malaysian was a dumb ass.

    Would someone fall ill look for plumber for cure? It make no sense at all.

    How Venturepharm (a pharma company) qualify to built Malaysia Pavilion in Shanghai? Using pills and plastic bottle to built?

    How a pharma company qualify to get involve in the tender?

    What sort of experience they hav?

    Being Malaysian, we are ashamed to face the World. Such a nonsense excuse made by her was totally unacceptable. Wonder, will the be any dignity left with this people? Such a shame.

    Ng Yen Yen does not do things in a transparent manner as she claimed. Look at her own web site. There is always “no Comments” by readers because she refuses to accept any comments no matter how mild it is. I and some friends have tried. It will show up in the computer of the person who sends in a comment as if she has accepted his or her comment but it is never really accepted and will not be published and seen by others.
    This certainly is not “Transparency”! She purposely let the public thinks that she has received “no comments”…….. as if the public agrees with her. This is cheating.
