Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Hal Ehwal Dalam Negeri menjelaskan mengapakah syarikat perhubungan awam seperti Fox Communications Sdn Bhd perlu diupah untuk kempen hubungan awam PDRM dan adakah perbelanjaan ini bersesuaian dengan kemelesetan ekonomi kini dan berapakah kos serta jangka waktu kontrak dan adakah tender terbuka diadakan untuk mendapatkan syarikat yang paling sesuai?

Saya mengucapkan terima kasih kepada Ahli Yang Berhormat yang mengemukakan pertanyaan.

Tuan Yang Di Pertua,

Perkhidmatan perhubungan awam PDRM memainkan peranan yang sangat penting bagi membangunkan strategi yang lebih komprehensif dalam mewujudkan sinergi di antara PDRM dan masyarakat awam.  Di samping itu, ia adalah sangat kritikal bagi memperbetulkan tanggapan negatif masyarat dan kritikan yang tidak berasas di media terhadap PDRM.

Sekiranya tindakan proaktif dan segera tidak diambil bagi menangani situasi semasa, imej PDRM sudah pastilah akan terjejas dan meruntuhkan moral (demoralized) warga PDRM.  Keadaan ini akan memberi peluang kepada penjenayah untuk bertindak dengan lebih ganas dan berleluasa sehingga mengancam keselamatan dan ketenteraman awam.

Tuan Yang Di Pertua,

Perlantikan syarikat Fox Communication Sdn. Bhd. sebagai perunding telah dibuat secara terbuka (sebut harga).  Perlantikan ini adalah untuk tempoh enam (6) bulan atas kadar RM33,250.00 sebulan.  Pemilihan dibuat selaras dengan prinsip nilai faedah terbaik (best value for money) di mana syarikat berkenaan menepati skop kerja yang telah ditetapkan dengan kadar harga yang menguntungkan Kerajaan.

Notes:

  1. I do not understand why PDRM needs to appoint a public relation agency to do public relation job for it.
  2. The appointment of Fox Communications Sdn Bhd was by way of direct negotiation.
  3. How could it be said to be “best value for money” if there was no open tender before the appointment because there may be other companies which could do a better job with much cheaper fees than RM33,250-00 per month.
  4. I would have thought that all contracts for job of such nature should be awarded by way of open tender.

1. Saya tidak faham mengapakah PDRM perlu melantik syarikat perhubungan awam untuk melakukan kerja perhubungan awam untuknya.

2. Perlantikan Fox Communications Sdn Bhd hanya menerusi rundingan terus.

3. Bagaimanakah boelh dirumuskan bahawa pulangan perbelanjaan itu paling baik apabila tiada tender terbuja dan memang banyak syarikat boleh melaksanakan tugas itu dengan lebih baik dan lebih murah daripada bayaran bulanan RM33,250.

4. Saya rasa kerja seumpama ini harus diagihkan menerusi tender terbuka.

    I wonder why if they are not good enough for Sime Darby Group (SD terminated Fox a couple of months ago) PDRM should engage them?

    Besides, there are rumours that the EPU is also considering appointing Fox as their PR Agency. Fox i sheaded by ex-NST guys with links to Khalimullah nad possibly, even Sil.

    Since it involves taxpayers’ money, YB, you should ask the Govt whether such appointments by direct negotiations conform to Treasury Circulars and Govt Regulations and get the AG and/or MACC to investigate if any hanky-panky was involved!

    I fully agree with you donplaypuks. I will be most surprised if Fox com is not connected to Kalimullah and SIL. If Fox is no good for Sime Darby then it cannot be good for anyone. May be PDRM was never consulted at all. You should know who was the Home Minister then.

    The government and PDRm has been foxed! PDRm does not need a public relation consultant if it is performing its duties properly.

    What is so special about Fox Com? I know that it has a few great personalities like Brendan Perera and a few others. I feel that what it can do other pr consultant companies can do just as well if not better and most of all at a much lower cost than of RM33,250. This sum of RM33,250 is exorbitant.

    I hope that PDRM will take a closer look what is Fox Com doing and is it necessary to appoint Fox. To me, the appointment Fox Com for a period of 6 months is far too long.

    PDRM should cut short the period in order to save money for the government.

    What we interested is the end result. With the appoitment of Fox.Com, what do you think about the current reputation of PDRM ? is it improving ? I don’t think so. It is a waste of taxpayers’ money.
