This afternoon I had a meeting with the OCPD of Sentul Police District, Tuan ACP Zakaria bin Pagan. (For your information, Wangsa Maju Police District comes under the wings of Sentul Police District.) I raised with him the concerns of the residents of Wangsa Maju about the rate of increase in crimes in the constituency. Tuan Zakaria’s reply to me was that the crime rate is not on the increase as perceived by members of the public but on the contrary.

However, Tuan Zakaria is personally not very happy with the rate of decrease in crimes and is continuing to do his best to bring the numbers down to as low as possible.

He shared with me his only handicap is the size of his force. For the Wangsa Maju Police District, he said, the ratio between the police and the residents is about 1 police officer to 4,000 people. I jokingly told him his situation is very much better than mine. My ratio is 1 MP to 60,000 constituents. :-) Of course I am very dumb-founded by the ratio that was presented to me. As it stands, Wangsa Maju police district has a total of 50 police officers looking after the welfare of a population of about 250,000 people, which is more than 4 times bigger than the Wangsa Maju Parliamentary Constituency.

From my point of view, the most ideal ratio would be 1 officer to about 300 people. The government must immediately start a recruiting exercise for the police force if it really wants to combat crimes. I shall bring this matter to the attention of the Minister of Home Affairs with the hope that he will make fighting crimes one of his priorities.

I was also informed that since the Chief Police Officer of K L had launched Operasi Sepadu for Wilayah Persekutuan in mid April 2009, and the programme is still on-going, there had been some positive effect. In fact, under this Operasi Sepadu, the police force in Wangsa Maju had managed to reduce snatch thefts and way-side robberies considerably. For example, for the period between January to 09 June 2008 the reported cases of snatch thefts totalled 360 and for the same corresponding period this year the number of cases had reduced to 297, a decrease of about 18%. With this programme, the police had also managed to put Mat Rempits (Samseng Samseng Jalan) under control.

Tuan Zakaria was pleased to learn that I had called upon Yg Bhg Datuk Ahmad Fuad, Datuk Bandar KL, to launch a campaign to light up dark places in Wilayah Persekutuan as one of DBKL’s tasks for helping to reduce and prevent crimes from happening. Of course, this may not be enough but it is a good start.

Tuan Zakaria also asked me to consider the concept of “Inisiatif Bandar Selamat” (IBS) which had been successfully launched and implemented in Bangsar a few years ago. Under this concept, there must be close co-operation between DBKL, the Police and the Developers of the area whereby one of the initiatives is to include installation of CCTVs and provision of police pondoks where the police can monitor the CCTVs for the area.

I thanked OCPD Tuan Zakaria for his time and the best that he’s doing and hope for further improvements in our fight against crimes in Wangsa Maju with the co-operation of all concerned.

Petang tadi saya berjumpa dengan OCPD Kawasan Sentul , Tuan ACP Zakaria bin Pagan. (Untuk makluman semua, Polis kawasan Wangsa Maju adalah bawah naungan Polis kawasan Sentul.) Saya telah membangkitkan kebimbangan para penghuni Wangsa Maju mengenai kenaikan kadar jenayah di situ. Jawapan Tuan Zakaria kepada saya adalah bahawa kadar jenayah tidak bertambah sepertimana dalam anggapan umum tetapi sebaliknya.

Walau bagaimanapun, Tuan Zakaria tidak puas dengan kadar pengurangan jenayah and akan berbuat apa sahaja dalam keupayaannya untuk mengurangkan kadar jenayah sebanyak mungkin.

Beliau berkongsi pendpat beliau mengenai kekurangan yang dihadapinya iaitu jumlah bilangan pasukannya. Untuk kawasan  nisbah polis kepada penghuni adalah 1 kepada 4,000. Saya berjenaka pula nisbah yang saya hadapi adalah 1 WR kepada 60,000 penghuni. :-) Kini, pasukan polis Wangsa Maju mempunyai 50 anggota untuk menjaga perihal seramai  250,000 orang penghuni, yang lebih daripada 4 kali ganda kawasan Parlimen Wangsa Maju.

Pada hemat saya, nisbah yang paling sesuai adah 1 pegawai polis kepada 300 orang penghuni. Pihak pentadbiran pusat harus memulakan rancangan menambahkan bilangan anggota polis jika ia beriya-iya nak menentang gejala jenayah. Saya akan membawa perhatian Menteri Hal Ehwal dalam Negara mengenai perkara ini dengan harapan bahawa beliau akan menjadikan penentangan jenayah sebagai tumpuan utamanya. Saya memang tersentak dengan nisbah yang dikemukakan kepada saya.

Saya juga dimaklumkan bahawa semenjak Ketua Polis KL melancarkan Operasi Sepadu untuk Wilayah Persekutuan di pertengahan April 2009, dan kini operasi masih dijalankan, memang ada keputusan yang memberangsangkan. Bahkan bawah Operasi Sepadu, pihak polis Wangsa Maju telah dapat mengurangkan jenayah rampas-rompak dengan kadar yang besar. Contohnya, untuk tempoh antara January hingga 09 Jun 2008 kes rampas-rompak berjumlah 360 tetapi bagi tempoh yang sama tahun ini, jumlah kes telah berkurang kepada 297, pengurangan lebih kurang 18%. Dengan adanya rancangan ini, pihak polis berjaya mengawal kegiatan Mat Rempit (Samseng Samseng Jalan).

Tuan Zakaria juga gembira bila diberitahu bahawa saya telah menyeru Yg Bhg Datuk Ahmad Fuad, Datuk Bandar KL supaya melancarkan rancangan menerangkan kawasan gelap di Wilayah Persekutuan sebagai salah satu tugas utama DBKL membantu mencegah jenayah. Ini memang tidak memadai tetapi cukup baiklah sebagai permulaan.

Tuan Zakaria juga meminta saya mempertimbangkan konsep “Inisiatif Bandar Selamat” (IBS) yang telah dijalankan dengan berjaya di Bangsar beberapa tahun dahulu. Bawah konsep ini, terdapat kerjasama erat antara DBKL, Polis dan Pemaju kawasan di mana antara langkah-langkah yang diambil adalah pemasangan CCTV dan pembinaan pondok polis di mana polis boleh memantau CCTV kawasan itu.

Saya mengucapkan ribuan terima kasih kepada OCPD Tuan Zakaria kerana meluangkan masanya berjumpa dengan saya dan atas kerja-kerjanya dan saya berharap terdapat kemajuan dalam usaha membanteras jenayah di Wangsa Maju dengan kerjasama semua pihak yang berkenaan.

今午我与洗都警区主任查卡里亚进行了一项会议。(需知:旺沙玛朱警区是属洗都警区所管辖。)我向他提及旺沙玛朱区居民对于该区的犯罪率增长感到十分担忧。查卡里亚主任给予的回复是,犯罪率并非是民众所注视到的逐渐在增长,事实其实是与之相异的。

尽管如此,查卡里亚主任本人对于犯罪率的减少并没有感到愉快并且会持续地尽他所能打击罪案的发生。

他与我谈及他其下最大的障碍就是警力欠缺问题。对于旺沙玛朱警区,他提及到,警察与居民之间的比率大约是1名警察对照4,000位民众。我打趣地说 他的情况比我好多了。我的比例是1名国议会员对照60,000的选民。:-)当然,我被目前的比率给惊呆了。令人惊奇的是,旺沙玛朱区一共有50位警员需 照顾250,000人口的安全与福利,也就是大于旺沙玛朱国会选区四倍以上。

对我而言,最理想的比例是一名警员对照差不多300位民众。若政府真的有决心打击罪案就必须立即展开招募警力活动。我将会要求内政部长关注这启事件并且希望他能以抗击罪案为首要事项。

我也被告知自2009年4月中吉隆坡警长为直辖区推行了Operasi Sepadu(活动仍然在进行)这的确起了一些正面效应。事实上在这Operasi Sepadu的发起下,旺沙玛朱的警力已设法剔减偷窃案以及频频发生的路边掠夺案件。举例,在1月至2008年6月9日,偷窃事件报案总数是360宗,相 对的,在今年的同一时期,案件数额下滑至297宗,共下跌了18%。借于这项行动,警方也设法让飑车党(Mat Rempit)处于控制的状态下。

查卡里亚主任感到高兴当他知悉我已经号召隆市政局局长Yg Bhg Datuk Ahmad Fuad推行一项照亮直辖区阴暗位置的抗击活动以便协助减少及预防罪案的发生。当然,这一切是不足够的,但至少这是一个好的开始。

查卡里亚主任也要求我考虑“Inisiatif Bandar Selamat”(自发性安全城市)(IBS) 的概念,这也是一项在孟沙区成功推行数年及生效的活动。在这个概念下,隆市政局、警察及该区的发展商之间必须存有紧密的合作,凭此其中一项主动性方案含概 了装置闭路电视以及提供警棚以便警方监视闭路电视的设置区。

我感谢查卡里亚主任所给予的时间以及他所做的一切,并且希望在各方面的紧密合作下,打击旺沙玛朱区罪案事宜能有所提升。

    YB fighting crime needs too be done by the federal government. I know you have been highlighting rising crime rate in Parliament. Please carry on knocking on the BN Minister of Home Affairs until he takes actions to fight crimes. I don’t understand why the federal government is not very serious in fighting crime.

    Malaysia has becoming unsafe as the day goes by. Please Hishamudin wakes up before the country wakes you in the 13th General Elections.

    Tugas menjaga keamanan rakyat jelata terletak kepada kerajaan Perseketuan iaitu pada pasukan polis. Walau bagaimana pun rakyat perlu memberi segala kerjasama kepada polis untuk membanteras kejadian jenayah yang berlaku disekelilingnya.

    Seorang anggota polis untuk memberi khidmat kepada 4,000 orang awam saya rasa kurang praktikal. Kerajaan patut menambah anggota polis agar nisbah tersebut dapat diturunkan kepada 1,000 orang. Memandangkan ekonomi gawat ini biarlah penurunan nisbah tersebut dibuat secara berperingkat mengikut kemampuan kerajaan.

    Usha Polis mengurangkan kejadian jenayah melalui Operasi Sepadu patut diberi pujian. Walaupun kadar jenayah dapat dikurangkan namun kadar tersebut maseh lagi tinggi dan ia maseh memerlukan tambahan anggota.

Selain dari kerjasama rakyat, pihak polis terutamanya pegawai atasan hendaklah turun padang sekali sekala melihat anak buah menjalankan tugas, agar mereka merasa mereka dihargai dan dapat menjalankan tugas mereka dengan penuh tanggungjawab dan berhemah…..

    rasa saya belum ada MP lantikan PRU 12 yang telah mengadakan rundingan/pertemuan dengan pegawai polis yang bertanggungjawab ke atas keselmatan kawasannya. ( tidak kira dari BN atau PR ).

    Contrary to what the OCPD says the crime rate is increasing by the minute. Maybe nobody is paying attention to Taman Setapak. Two to three weeks ago an indian lady who was returning from the Teratai Mewah market was attacked by two motorist in an attempt to rob her of her bag. Finding nothing on her and her bag they punched her instead and the lady was injured.

    In another incident around the AC area, a group of people were alighting from their car in front of their friend’s house were robbed by two men with a parang on the motorbike.

    In another incident a grandmother who was walking to Pasar Mini Aik Seng with her two grandchildren was attacked by two men on the motorbike. In the process of robbing her they tore clothes too.

    Other incidents include house breaking. Two houses near Jalan Sampadi were broken into in broad daylight. The Taman Setapak residents are living in fear everyday.

    To top it up there is sex maniac running around in the area. Suspicious looking men on motorbikes and cars are constantly on the look out for victims.

    I am also told that there is an illegal car wash centre behind Mirza Restoran (around Jalan Jerejak). A drug syndicate is operating there and is posing a threat to the business and residents staying around that area.Many a time fights have broken out in this area. A provision shop in the said area is also selling a range of liquor and adding to problem and I wonder if they have the license to do that.

    Apart from the above, the drains around Jalan Sampadi and behind it are infested with monitor lizards. Residents have come arcoss huge monitor lizards living in the drains behind the houses. Some monitor lizards are bold enough to be moving on land and posing a danger to children and folk living in the area. Some of these monitor lizards come into our houses through the toilets.

    Please YB, we urge you to look into the crime rate. We are fearful for lives and the police are doing nothing about it. They cannot keep telling us that they are short of staff. People are being attacked everyday in our area. Some have died or never woke up from a coma.

    I have lived in this neighbourhood for the past 35 years and so is the case with most of my neighbours. The situation was never this bad but today it is unbearable. You have to do something about it with immediate effect.

    Pointless highlighting it in Parliment all the time and probably you should stop knocking on the Home Ministry’s door but break if down and ask for help.

    I am also puzzled as to the amount of patrol cars parked in the Danau Kota police Station. Is this police station operating or is a graveyard for police patrol cars? I am bewildred by the fact that there is a police station within the Taman but the crime rate is so high. Who are they trying to fool. It is time that you did something for the Setapak Gdn residents who voted for you. We are tired of having to look behind our shoulders everytime we go out of our houses.

    报案率减少是因为人民已不再相信警方的办事能力以至造成罪案率下降的假象。。。

    生活在大马的人民应该很清楚知道本国的罪案发生趋势,自欺欺人的数据只会把国家带向末路

    We hope the Taman Setapak area crime would be reduce.Not only YB have taken steps to meet up with the the police,the ex-YB Datuk Yew has also organise a talk with various people representative called “ceramah polis” at Kampung Kong Chian in Dewan Kong Chian.

    Would like to suggest to have a polis pondok/bergerak near highly populated areas such as high rise condo and apartment.

    Meanwhile in response to Idaman Sutera, instead of setting up another police pondok (there is already one in Danau Kota of which we are unsure if it operating or not) the police should be patroling the area every hour. Many moons ago the police were doing just that but faded away into oblivion.

    I would also like to stress that Taman Setapak being one of the oldest Tamans in this neighbourhood, many old people are staying alone in their houses. Either their children are living elsewhere or are at work. These helpless senior citizens are also in danger of the unscrupulous robbers and thieves. They need your help too.

    Perhaps the Rukun Tetangga Pondok which is dying a natural death and being used for activities not related to safety of the neighbourhood be revived.

    kadar jenayah menurun adalah satu kenyataan yang kurang masuk akal. mungkin ianya menurun kerana kami sudah ‘fed-up’ untuk membuat laporan.

    please be informed, the snatch thieves are still rampant in TBR. i’m all for education, but it seems that all the problems started when there’s an increase in number of students. I hope the police, your side and the college management able to work together to settle this.

    now, don’t get me started on how stupid the TAR college students are in parking their vehicles. The higher their education, more stupid they become. i shall leave this petty problem ( as compared to the crimes) to Star Metro reporters)

    The Home Minister should look into recruiting more police offciers and not keep on giving excuses. Malaysians are fed up with the increase of crimes every where. I am shocked to leran that the ratio between polcie officers and people is about 1 to 4,000. This is just incredible. The minister should start to do his work with recruitment exercise. We need mroe officers. I do agree that he correct number ratio should be 1 to 300. If there is no recruitment exercise, soon Malaysia will be a country of crimes and criminals will reigning it.

    If nothing is doen to fight crime, BN can give and say good bye by the 13th general elections.

    Dear YB,

    Would you look into the operations of the Danau Kota police station near by your office.There are so many white patrol cars parked in the compund.It looks more like a used car garage to me.Are those car up for sale or is the goverment trying to help proton to clear their stocks.Futher to this i doesn’t seem to find any police officer in or around the station day or night the main gate is just left close and the lights are left open.What a waste of tax payers money.

    Please look into it ASAP.Or shall we employ foreigner as police officer like what our neighbouring country is practicing more than 20 years ago.
