Kerja “belum lengkap” DBKL … cerita seterusnya

Update, 11.00 pm:
As of 7.00 pm today, the “Stonehenge of Wangsa Maju” is still standing — DBKL’s creative idea at increasing tourist traffic to Wangsa Maju. I hope the drain will finally be cleared of debris soon to uplift the attraction.

Pada pukul 7 malam hari ini, tugu “Stonehenge of Wangsa Maju” masih segak berdiri – inilah kaedah istimewa DBKL menarik pelancong ke Wangsa Maju. Saya harap longkang akan dibersihkan daripada sisa yang menyumbatnya supaya dapat menambahkan daya tarikan tapak ini.

THE UNFINISHED DEMOLITION WORK OF DBKL

IS STILL UNFINISHED UP TO NOW.

The illegal telco tower took more than a month to build in February/March 2009. DBKL with a large work force and its Flying Squad were totally unaware of the activity.

In early April 2009 I received a complaint via my blog (weechookeong.wordpress.com) about this illegal telco tower. I immediately lodged a formal complaint with Jabatan Perancang Bandar. On or about 10 April 2009 I received a letter from Jabatan Perancang Bandar confirming that the said telco tower was built without approval and that 14 days notice had been given to the telco to demolish it or it will be done so by DBKL.

On 29 April 2009 the said telco tower was demolished by DBKL. At that material time, I assumed that Jabatan Perancang Bandar would have demolished it and cleaned up the mess at the site.

On 23 May 2009 I received a public complaint in my blog that DBKL did not completely demolish the said telco tower and had left behind 3 pillars standing and debris uncollected. My assistant immediately informed DBKL’s Pejabat Cawangan Wangsa Maju about this. My assistant was informed by an officer at the said Pejabat Cawangan that Tuan Azlan Abdullah of Jabatan Perancang Bandar had promised to take immediate action to demolish the existing pillars and clean up the debris.

On 30 May 2009 I received complaints that nothing had been done to the 3 pillars and debris. On 30 May 2009, my assistant informed DBKL’s Pejabat Cawangan again about this and the officer informed him that he will duly inform Jabatan Perancang Bandar about this. I published the story in my blog with pictures before and after the demolition.

On 01 June 2009 I received several calls from members of the public that nothing had been done to demolish the 3 pillars and the debris was still left there to clog up the drain. I felt very disappointed with DBKL’s inertia. In the afternoon of 01 June 2009, I officially wrote a letter to Datuk Bandar to inform him about this matter and posed 3 pertinent questions:

  1. How could the telco tower be allowed to be constructed, in the first place, without the detection of the “Flying Squad” of Jabatan Perancang Bandar?
  2. During the demolition of the telco tower on 29 April 2009, why were the 3 pillars not demolished?
  3. After the said demolition work on 29 April 2009, why was the debris not cleaned up and left there to clog up the drain?

Until today Jabatan Perancang Bandar chose to ignore public complaints. I am appalled by the “Tidak Apa” attitude of the officers of DBKL. The remaining 3 pillars and the debris plus the clogged drain are clear proof of the “Tidak Apa” attitude of the high ranking DBKL officers namely the Timbalan Pengarah, who is supposed to assist Datuk Bandar to supervise the work of the officers under him. I call upon Datuk Bandar to take disciplinary action against the high ranking officer in charge for his inefficiencies and “sleeping on his job.”

KERJA PEROBOHAN BELUM LENGKAP DBKL

KINI MASIH BELUM SELESAI.

Menara telco haram yang memakan masa lebih daripada sebulan untuk dibina di Februari/March 2009. DBKL yang mempunyai tenaga kerja yang ramai serta pasukan “Flying Squad” langsung tidak menyedari perbuatan ini.

Pada awal April 2009 saya menerima aduan di blog saya (weechookeong.wordpress.com) mengenai menara haram ini. Saya dengan serta-merta membuat aduan rasmi kepada Jabatan Perancang Bandar. Kira-kira pada 10 April 2009 saya telah menerima sepucuk surat daripada Jabatan Perancang Bandar mengesahkan bahawa menara telco itu dibina tanpa kebenaran dan pemberitahuan sebanyak 14 hari telah diberi kepada pemilik telco supaya merobohkannya dan jika tidak, maka DBKL akan merobohkan menara tersebut.

Pada 29 April 2009 menara tersebut telah dirobohkan oleh DBKL. Pada masa itu, saya sangka Jabatan Perancang Bandar akan merobohkan menara dan membersihkan tapak itu.

Pada 23 May 2009 saya menerima aduan awam dalam blog saya bahawa DBKL tidak merobohkan keseluruhan menara itu dan meninggalkan tiga tiang besar berdiri segak dan sisa perobohan di situ. Pembantu khas saya dengan serta merta memaklumkan Pejabat Cawangan Wangsa Maju, DBKL mengenai perkara ini. Pembanu khas saya telah dimaklumkan oleh seorang pegawai di Pejabat Cawangan bahawa Tuan Azlan Abdullah daripada Jabatan Perancang Bandar telah berjanju akan mengambil tindakans erta merta merobohkan bahagian yang masih ada lagi dan membersihkan sisa kerja roboh.

Pada 30 May 2009 saya telah menerima aduan bahawa tiada sebarang kerja telah dilaksanakan. Pada 30 May 2009, pembantu khas saya memaklumkan Pejabat Cawangan DBKL lagi mengenai perkara ini dan pegawai tersebut sekali lagi menyatakan bahawa beliau akan memaklumkan Jabatan Perancang Bandar mengenai perkara ini. Saya telah memaparkan cerita ini dalam blog saya dengan gambar sebelum dan selepas kerja perobohan.

Pada 01 Jun 2009 saya telah menerima beberapa panggilan daripada ahli awam bahawa tiada kerja telah dilakukan ke atas 3 tiang yang tinggal itu dan sisa itu masih menyumbatkan longkang. Saya maat kecewa dengan kelembapan DBKL. Dalam waktu petang, 1 Jun 2009, wsaya telah menulis surat secara rasmi kepada Datuk Bandar memaklumkan beliau mengenai perkara ini dan membentangkan 3 soalan yang berkaitan:

1. Mengapakah menara tersebut dibenarkan untuk dibina tanpa diketahui oleh “Flying Squad” daripada Jabatan Perancang Bandar?

2. Semasa perobohan menara telco pada 29 April 2009, mengapakah 3 tiang itu tidak dirobohkan?

3. Selepas perobohan menara telco pada 29 April 2009, mengapakah sisa tersebut dibairkan dan menyebabkan longkang tersumbat?

Hingga hari ini Jabatan Perancang Bandar memilih untuk mengabaikan aduan umum. Saya amat bimbang dengan sikap “Tidak Apa” para pegawai DBKL. 3 tiang yang tinggal itu dan sisa perobohan dan longkang tersumbat itu adalah bukti jelas sikap “Tidak Apa” para pegawai atasn DBKL iaitu Timbalan Pengarah yang sepatutnya membantu Datuk Bandar kerja pegawai bawahan. Saya menyeru Datuk Bandar mengambil tindakan disiplin ke atas pegawai atasan yang bertanggungjawab atas ketidakcekapan dan “tidur semasa kerja”.

Further proof of DBKL’s ineptness. Immediately after the press conference, I proceeded to Kg Puah Seberang where a squatter house was demolished by DBKL many months ago but the debris was still left uncleared until today. An awful sight and a danger to children.

Lagi bukti kepincangan kerja DBKL. Selepas sidang akhbar, saya pergi Kg Puah Seberang di mana rumah setinggan telah dirobohkan oleh DBKL beberapa bulan dulu tetapi sisa perobohan masih berada di situ hingga hari ini. Pemandangan yang teruk dan merbahayakan kanak-kanak.

    What Stonehenge? It was for kept to convert it into a base for a traffic control tower for high ranking officer like Datuk Amin to sleep during office hour.

    DBKL officers just cannot do their work properly. More than a month, after notifying them through the phone and writing, they could just clear the debris on the ground. Look at the drain still clogged with debris and the Stonehenge?

    I fully agree with YB Wee that they have the attitude problem i.e. tidak apa. I just wonder what our new Datuk Bandar is going to do with his good for nothing high ranking officers?

    With the man power, monies and time, DBKL officers still cannot clear the remain of the telco tower? kebanyakan pegawai atasan DBKL adalah tertidur? If you don’t believe me, just interview the people of the street. I would say that 9 out of 10, if not 10 out of 10, KL residents are disgusted with the tidak apa attitude of DBKL. Tehy cannot do such small thing, what else can they do beside taking their gaji and sleep!

    Datuk Bandar Ahmad Fuad must take drastic actions against the lazy high ranking officers otherwise DBKL under him will be no different to other Datuk Bandar including Datuk Hakim Borham, the most useless Datuk Bandar KL ever got.

    I don’t agree with Ahmad that the 3 pillars are for building traffic control tower for high ranking DBKL officer. I think it is more suitable to make it a Tourists Information Office in Wangsa Maju man by Datuk Amin. Please make then office with air con so that it is more comfortable to sleep during office hour.

    I heard that ISO is auditing DBKL now. With such scandal and If DBKL can get ISO, then ISO is not worth even 1 Sen. I hope the management of ISO please audit DBKL properly because the ISO image is also at stake.

    The PM should instruct Datuk Bandar to forget about ISO because DBKL had to pay for a lot of money for ISO Certificate. This money can be better spent for other benefits to for hte KL residents. With or without ISO, KL residents knew too well about how lazy and useless the DBKL officers are. So please stop fooling with us the ISO, Datuk Bandar KL. Your officers sleep on the job!

    Before telco tower scandal subside, we have another similar problem in Kg Puah Seberang. YB please lah tak make DBKL so malu. It got ISO for last year so it must be got.

    To be honest if DBKL got ISO for last year then the ISO certificate is meaningless because it is not a proper audit done by it. If a proper audit is done, DBKL will never received ISO certification because of the attitude of the officers especially the high ranking one. I agree with YB about this.

    YB please don’t expose so much nothing the BN government lagi malu and the rakyat lost more confidence!

    Thanking You high ranking officers of DBKL just carrying to sleep on your job. Please show us more of the ugly side of you. We shall teach your boss, the BN, during next elections.
