1.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Home Affairs to state, in view of the constant rate of increase in crimes in Wangsa Maju, what will be the actions taken by the Ministry and whether the Ministry intends to transfer more police officers to the area and what are the stern actions that will be taken against snatch thieves?

1.   Tuan Wee Choo Keong [Wangsa Maju] bertanyakan Menteri Kementerian Hal Ehwal Dalam Negeri bahawa memandangkan kadar jenayah di Wangsa Maju yang sentiasa meningkat, apakah tindakan yang akan diambil oleh pihak Kementerian untuk menentang gejala ini dan sama ada pihak Kementerian ingin menambahkan bilangan pegawai polis di kawasan ini dan apakah tindakan tegas yang akan diambil terhadap “snatch thieves”?

2.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Wilayah Persekutuan to state why the work to widen Jalan Gombak is still not completed when the Ministry of WP has promised, during last session of Parliament, that it will be completed in May 2009 and please also state the reasons for failing to complete as scheduled? Please state the total cost for this project, the name of contractors and when will it be fully completed.

2.   Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kementerian Wilayah Persekutuan menyatakan sebab-sebab kerja memperluaskan Jalan Gombak masih diteruskan sedangkan Menteri WP telah berjanji dalam sesi parlimen lepas bahawa kerja akan siap menjelang Mei 2009 serta menyatakan sebab-sebab kerja gagal disiapkan mengikut jadual waktu yang telah ditetapkan? Sila menyatakan jumlah kos projek, nama semua kontraktor dan bilakah projek ini akan disiapkan.

3.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Finance to state why Malaysian Airport Authority Bhd (MAHB) accorded Air Asia the special privilege of owing RM65 millions airport tax (as at 28-02-2009) when passengers had already paid the tax in advance, and, when Air Asia had been reporting making huge profits every year from its inception, and why was there a need for MAHB to negotiate/discuss with Air Asia over the settlement of the said airport tax debt?

3.   Tuan Wee Choo Keong [Wangsa Maju] bertanyakan Menteri Kementerian Kewangan mengapakah Malaysian Airport Authority Bhd (MAHB) membenarkan Air Asia hutang cukai lapangan terbang berjumlah RM65 juta (tunggakan setakat 28-02-2009) walaupun ia telah dikutip terdahulu daripada penumpang dan Air Asia memang mencatatkan untung besar tahunan sejak penubuhannya, dan mengapakah MAHB perlukan rundingan khas dengannya untuk mendapatkan tunggakan tersebut?

4.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Finance to state what measures have the Government taken to protect the interests of members of the public, who have responded to Air Asia’s publicity campaigns in the newspapers by purchasing plane tickets many months in advance, in the unfortunate event that Air Asia will not be able to meet its future obligations?

4.   Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kementerian Kewangan menyatakan langkah-langkah yang akan diambil untuk melindungi kepentingan orang awam yang telah membeli tiket berbulan-bulan terdahulu akibat dipengaruhi oleh kempen pengiklanan Air Asia dalam suratkhabar, sekiranya syarikat Air Asia tidak dapat memenuhi obligasinya di masa hadapan?

5.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Home Affairs to state what are the criteria that a foreigner had to fulfill before Malaysian citizenship or permanent resident status can be granted to him/her and on what basis Madam Chen Oyan Yun Shai (Malaysian I/C No: 560320-71-5044) and Mr Chin Fook Kwon (Malaysian I/C No: 850803-14-6689), whose relationship is mother-and-son and of Taiwanese origin, were granted Malaysian citizenship or permanent resident?

5.   Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kementerian Hal Ehwal Dalam Negeri menjelaskan apakah syarat-syarat yang perlu dipenuhi oleh seseorang warga asing sebelum beliau diberikan wargenegara Malaysia atau penduduk tetap dan atas kelayakan apakah Puan Chen Oyan Yun Shai (NRIC: 560320-71-5044) dan anaknya Encik Chin Fook Kwon (NRIC 850803-14-6689) yang sama-sama berasal daripada Taiwan telah diberi warganegara Malaysia atau penduduk tetap?

6.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Tourism to state on what basis Malaysia Tourism Board appointed Daro Worldwide Sdn Bhd (a company indirectly controlled by foreigners) which has no experience in tourism call-centre and appointed without open tender to run the Tourism Call-Centre and upon setting up it was paid RM3.8 million and the 3 years monthly fee of RM47,500 upfront, plus the monthly telecommunication cost?

6.   Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kementerian Pelancongan menjelaskan mengapakah Lembaga Penggalakan Pelancongan Malaysia telah melantik Daro Worldwide Sdn Bhd (syarikat kawalan asing tidak langsung) yang tiada pengalaman mengendalikan “call center” tanpa melalui proses tender terbuka bahkan telah membayar pendahuluan RM3.8 juta kepadanya serta bayaran bulanan sebanyak RM47,500 yang terdahulu dan kos telekomunikasinya?

7.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Science to state on what basis it has appointed Venturepharm Asia Sdn Bhd (“VPA”) (a company indirectly controlled by foreigners), which has no track record of biotechnology research and development, to conduct research and development of chicken biofeed, and VPA is to be paid RM5.36 million under the Technofund Project and what verifications were made before payment of grant at every stage?

7.   Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kementerian Sains, Teknologi dan Inovasi menyatakan mengapakah Venturepharm Asia Sdn Bhd (syarikat kawalan asing tidak langsung), yang tiada rekod kegiatan penyelidikan bioteknologi, dilantik menjalankan penyelidikan dan pembangunan bahan makanan ayam “biofeed”, and apakah pengesahan dibuat sebelum gran “Technofund Project” dibayar kepadanya setiap peringkat?

8.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Finance to state what actions has Bank Negara taken against companies, which issue credit cards, for violation of Bank Negara Guidelines On Credit Cards and what are the outcomes of the complaint lodged against MBF Cards (M’sia) Sdn Bhd for violation of clause 15 of the said Guidelines?

8.   Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kementerian Kewangan menyatakan apakah tindakan Bank Negara terhadap syarikat kad kredit yang telah melanggar Garis Panduan Bank Negara atas Kad Kredit dan apakah keputusan Bank Negara mengenai aduan yang telah dibuat terhadap MBF Cards (M’sia) Sdn Bhd atas kesalahan pelanggaran klause 15 garis panduan tersebut?

9.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Home Affairs what were the reasons for hiring a public relations company like Fox Communications Sdn Bhd to do PR work for PDRM and was it really necessary during hard times like this and what is the cost and duration of the contract and was there any open tender involved?

9.   Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kementerian Hal Ehwal Dalam Negeri menjelaskan mengapakah syarikat perhubungan awam seperti Fox Communications Sdn Bhd perlu diupah untuk kempen hubungan awam PDRM dan adakah perbelanjaan ini bersesuaian dengan kemelesetan ekonomi kini dan berapakah kos serta jangka waktu kontrak dan adakah tender terbuka diadakan untuk mendapatkan syarikat yang paling sesuai?

10. Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Energy, Green Technology and Water to state why, when the nation is fast moving ahead in the information technology age, are the consumers paying such a high price for broadband services and yet not getting the minimum 8 megabyte of throughput speed like in Singapore and what controls are the Ministry putting in place to prevent against exploitation by the broadband service providers?

Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kementerian Tenaga, Teknologi Hijau dan Air menjelaskan walaupun para pengguna terpaksa membayar kadar tinggi untuk perkhidmatan “broadband”, mereka belum lagi menikmati tahap laluan 8 megabyte seperti di Singapura dan apakah langkah kawalan pihak Kementerian untuk mencegah ekploitasi pembekal perkhidmatan ke atas para pengguna?

1.   Tuan Wee Choo Keong [Wangsa Maju] to ask Ministry of Finance to state why Syarikat Perumahan Negara Bhd awarded the Perumahan Terbengkalai Alam Perdana Ijok Project to Medallion Sdn Bhd by direct negotiation when it was announced previously by the then Deputy Prime Minister that the said project will be awarded by way of open tender?

1.   Tuan Wee Choo Keong [Wangsa Maju] bertanyakan Menteri Kementerian Kewangan mengapakah Syarikat Perumahan Negara Bhd mengawadkan projek Perumahan Terbengkalai Alam Perdana Ijok kepada Medallion Sdn Bhd secara perbincangan terus dimana ia diumumkan oleh Timbalan Perdana Menteri terdahulu bahawa projek tersebut akan diawadkan melalui tender terbuka?

2.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Finance to state why he did not put a cap on the remuneration of managers of GLCs (e.g. TNB) and why their remunerations are revised up upward even though they have caused the GLCs to lose millions when under their care and what are the reasons for some of them being “promoted” to even larger GLCs when they are proven to be ineffective?

2.   Tuan Wee Choo Keong [Wangsa Maju] bertanyakan Menteri Kewangan mengapakan dia tidak meletakkan had keatas saraan kepada Pengarah GLCs (e.g. TNB) dan kenapa saraan mereka dinaikkan walaupun mereka telah mengakibatkan GLCs untuk mengalami kerugian jutaan semasa dalam penjagaan mereka dan apakah alasan-alasan bagi sebilangan mereka dinaikkan pangkat untuk mengembangkan GLCs bila mereka didapati tidak efektif?

3.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Energy, Green Technology and Water to state what actions has the Ministry taken or to be taken against telecommunication companies for installing telco dishes and antennas in densely populated area on top of shop lots and residential houses when such telco dishes and antennas are proven to have ill effects on public health?

3.   Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kementerian Tenaga, Teknologi Hijau dan Air menyatakan langkah-langkah yang telah dan akan diambil terhadap syarikat telekomunikasi yang memasang cakera telekomunikasi dan antenna atas bumbung kedai dan rumah di kawasan yang padat  penghuni sedangkan telah terbukti alat ini membawa kemudaratan terhadap kesihatan umum?

4.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Energy, Green Technology and Water to state, in view of one of the consortium of 4 companies, Nishimatsu Construction Company (NCO), now facing graft probes in Japan, how would the Ministry ensure that the said probes will not affect its obligations under the “raw water tunnel transfer Project” between Pahang and Selangor, and that NCO will not flout safety laws of Malaysia?

4.   Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kementerian Tenaga, Teknologi Hijau dan Air menjelaskan mengenai salah satu consortium dalam 4 syarikat, Nishimatsu Construction Company (NCO), menghadapi siasatan rasuah di Jepun, bagaimana Kementerian dapat memastikan bahawa siasatan tersebut tidak akan menjejaskan obligasinya dibawah “raw water tunnel transfer project” antara Pahang dan Selangor, dan NCO tidak akan mengabaikan undang-undang Malaysia yang melibatkan keselamatan?

5.   Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Consumer Affairs why prices of essential items have not come down even though the prices of petrol had been revised down 5 times since its last big jump of 78 sen per liter and what control does the ministry have in place to ensure that prices of essential items will be reduced and not shoot up again when there is a price increase of 20 Sen or more in the future?

    Well done YB! I can see a variety of questions ranging from livelihood & tangible issues for all (like broadband, price of essential items), to follow up on matters in the blog (like Air Asia, credit cards), to follow up on previous promises of the Minister (Jalan Gombak), to those “how-the-heck-did-you-find-this-out” (like Perumahan Terbengkalai & Daro Worldwide Sdn Bhd) categories….

    I cannot see any level of sophistication in Lok Kau’s photo-taking sessions in Chinese press which talked about gotong-royong, cannot burn joss stick and claiming credit for things he did not do.

    Wow! I like the idea of Taiwanese being given Malaysian citizenship whereas my own grandfather, who was born here until his death (69 years old), did not get to be Malaysian until his death. So Madam Chen Oyan Yun Shai and her son must be fantastic Taiwanese, who must have contributed so much to Malaysia that no other red I/c holders did. Just wonder! Contribute what?

    Daro Worldwide Sdn Bhd and Venturepharm sounded very familiar! I am also waiting to read the reply of the Minister of Home Affairs and Tourism on this subject.

    Syabas dan tahniah kepada YB Wee kerana mengemukakan soalan untuk pengetahuan rakyat. Diharap Menteri Menteri berkenaan dapat memberi jawapan yang sesuai untuk kepuasan hati rakyat.

    Saya harap kerajaan dapat menjelaskan bagaimana puan Chen Oyan Yun Shai dan anaknya (warganegara Taiwan) mendapat taraf kewarganegaran Malaysia dengan begitu cepat sekali. Kenalan saya anak beliau telah lahir di Tawau Sabah pada tahun 1968 tapi tidak mempunyai surat beranak telah memohon taraf kewarganegaraan Malaysia dan hanya hampir 30 tahun baru dapat. Apakah kriteria warganegara asing tersebut mendapat kerakyatan Malaysia begitu mudah sekali.

    Dalam laporan kewangannya Air Asia telah untung berlipat ganda tapi mengapakah Malaysian Airport Berhad (MAHB) telah Air Asia berhutang cukai lapangan terbang sehingga 65juta. Kerajaan patut menuntut wang cukai lapangan terbang tersebut kerana pengguna sudah membayarnya. Lagipun wang terebut adalah wang rakyat, jika rakyat tidak membayar cukai kepada kerajaan tindakan mahkamah akan diambil. Mengapakah kerajaan tiada mengambil apa apa tindakan untuk menuntut balek wang tersebut.

    I think I had a dream about Lok Kau claiming that he also got 13A1 in SPM and trying to get scholarship for everybody also….

    contrast the Taiwanese’s fate to a report I read some years ao (before GE12). A few Chinese ladies married to Malaysians were minding their family store business across the road from their house…then they were arrested for failing to produce documents to prove that they are valid PR as the enforcement agents did not allow them to walk across the road to their houses to get’em. The husbands have to close the shops for the day, get to the detention centre and they had to endure a difficult day or 2 …..can’t remember which paper was that.

    YB, Soalan no 5 bagi orang berniaga macam saya ini, kementerian akan memberi jawapan matawang US naik maka sebab itu harga barangan naik! Sebabnya jawapan yang saya beri ini datangnya dari pembekal saya, yang akan menaikkan lagi harga barangan mereka bukan sebab harga petrol turun. Kerana kerajaan kita yang ada sekarang ini kurang memberi tumpuan kepada masalah rakyaat tapi lebih kepada peribadi.

    saya juga percaya, “supply chain” negara kita mungkin terlalu panjang maka mungkin terdapat terlalu banyak untung “orang tengah” yang boleh menaikkan harga.

    [‘Beer sale ban infringes rights’

    Tan Sri Khalid Ibrahim with Teresa Kok during the Beer Ban
    Meeting this afternoon.
    SHAH ALAM (May 21, 2009) : A dialogue today on a move by some local authorities in Selangor to stop retail outlets from selling beer and other alcoholic drinks reignited old arguments — that such an order infringed the rights of non-Muslims and that other measures should be used to stop Muslims and minors from buying and consuming such products.

    Several quarters, including assemblymen and local councillors, spoke up strongly against sale restrictions during the dialogue between state officials, non-governmental organisations and stakeholders like wholesalers, hypermarkets and retail outlets.

    It was held to address problems arising from instructions from local authorities to retail outlets selling these products and protest from groups calling for a ban on the sale of alcohol in some areas.

    State executive councilors Teresa Kok, Dr Hasan Ali and Ronnie Liu, who were at the dialogue chaired by Mentri Besar Tan Sri Abdul Khalid Ibrahim, did not offer views but merely listened to the arguments. The issues will next be deliberated at the next executive council meeting on Wednesday.

    What triggered the matter was a letter from the Shah Alam City Council (MBSA) to retail outlets on May 13 stating that the sale of all alcoholic drinks including beer will not be allowed in Sections 1 to 25 in Shah Alam as the majority of those living in those areas are Muslims.

    The ban of sale of beer in such stores also covered outlets in Bandar Baru Sungai Buloh (Section U20) and TTDI Jaya (Section U2).

    It should be noted that beer is a social drink that does not require specific licensing for sale, unlike hard liquor.]

    I have heard that the Taiwanese named in the question is a smooth operator and she always use nominees to operate. She loves Malaysian government because the Malaysian government is blind and could not see anything further than their nose.

    I hope that the government will investigate into this Taiwanese woman and all those nominee companies like those named in YB Wee’s question. The government should also look into the maintenance contract of Malaysia House, which is owned by Malaysian government, in Hong Kong.

    This is a serious matter. Malaysians should not allow Taiwanese to take us a for a ride and then laugh at us.

    I am looking forward to know what is the government going to say about taking measures to protect members of the public from getting into unnecessary troubles when buying plane tickets in advance. We have have seen many low cost airlines collapsed, the most recent one was Oasis in Hong Kong.

    Once the airline collapsed the passengers who have paid for tickets in advance will suffer. So the government must have a mechanism to avoid such problems.

    More importantly, there must not be a bailout using the rakyat monies in the event that the airline is in trouble.

    I like the questions that will make the government to be on their toes.

    Lee wee tak, saya tak rasa supply chain yang panjang cari untung mungkin. Tapi AP yang kurang dan mahal salah satu sebabnya, kerana tak banyak syarikat tempatan yang ada AP, kalau adapun untuk mereka yang tidak tahu menggunakan hanya mencari keuntung diri sendiri dan juga syarikat asing yang tidak dibenarkan produk mereka dijual dimalaysia hanya kerana mereka tidak bersetuju dengan 30% pegangan bumiputra.

    Why were the two Taiwanese given citizenship or permanent resident status for that matter. They are so many locally born Chinese friends of mine are still awaiting for citizenship. I heard that these two Taiwanese are also indirectly involved in the Malaysain Tourism Board call centre via the company knwon as Daro Worldwide and the Biofeed (Venturepharm).

    I was also told that the Ministry of Science will be paying out a large sum of monies to Venturepharm at he end of May 2009. I hope that the Ministry will hold on the payment until a thorough check is made on the so-called research to be undertaken.

    I also hope that the Minister of Tourism will also look into the involvement of Daro Worldwide sdn bhd in the call centre.

    They all smells!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! YB Wee, the wya you framed the questions, you seemed to know the answers already. Good job. YB, please whack them nicely in Parliament.

    I like the questions. But I am sure that I will not like the answers from the Ministers because they tell a lot of stories with no real answer.

    I want to hear what the Minister of Finance is going to say about Air Asia owing airport tax RM65 million and MAHB was sleeping all the time. The CEO of MAHB should be sacked for sleeping on his job.

    The other one good question is on advance purchase of Air Asia plane tickets. The government must come out with some safeguards to ensure that in the event that Air Asia collapses, those who have purchased the tickets in advance will be protected. I do not want to see the government using rakyat monies to bailout the situation.

    The government must take note that many low cost airlines in the other parts of the world have collapsed and members of the public had to suffer. Therefore, with the example at hand, the government must device a scheme to protect the public and to ensure no bailout!

    I am very concerned about BAILOUT private companies. Rakyat monies are for the use of the rakyat and not for bailing out of ailing companies.
