Breaking News, 19 May, 9.00pm: Two Indian males were shot dead in Damansara Kim, after a car chase, by the police from the serious crime division. (I happened to be in the vicinity having dinner with my family.)
The last few years had witnessed our crime rate in the country getting higher and higher. And of late, “criminals” are being shot dead at crime scenes or during hot police pursuits, without the blink of an eye. These ardent police hard-works naturally have almost resulted in them becoming hot news items daily in the newspapers.
It also appears that this hard-line action by our security personnel is currently a newly adopted policy by our police force to combat crimes, a move which is similar to what was being done in the 1990s. It also seems although the Inspector General of Police, Yg Bhg Tan Sri Musa Hassan, has taken various steps and launched numerous campaigns to combat crimes, his efforts somehow are achieving an opposite effect. Robberies, house break-ins, snatch thievings, etc., are still on the increase daily and they don’t look like they’re going to abate any time soon.
To shore up their image and to show the public that they are not sleeping on the job, the police force, so I have heard, would be mounting a serious publicity campaign to tell all and sundry that “crimes do not pay” and that crimes are also our “No.1 Public Enemy.”
It’s hard for me to believe this but a rumour is making its rounds that the police force has recently engaged the services of Fox Communications Sdn Bhd to do just that. I am personally brushing this rumour aside as “baseless” because it just does not make sense. Anyway, isn’t this Fox Communications the same company that was forced upon Sime Darby for a hefty RM250,000 a month fee and whose contract was not renewed in March 2009?
The question for this week is:
Would such hardlined police actions of shooting dead suspected “criminals” at crime scenes, and, launching a massive advertising campaign to publicise this no-nonsense policy that they are serious with their work ever deter the hardcore felons from committing crimes and thereby reducing our crime rate?

Nampaknya tindakan tegas oleh pegawai keselamatan kita adalah dasar yang ditetapkan oleh para pegawai polis kita dalam memerangi gejala jeneyah seperti ketika tahun 1990’an. Nampak juga bahawa walupun IGP kita, Yg Bhg Tan Sri Musa Hassan, telah mengambil pelbagai tindakan serta melancarkan pelbagai rancangan untuk memerangi jenayah, namun usha beliau mendatangkan akibat yang bertentangan. Perbuatan menyamun, pecah masuk rumah, rompak-lari dan sebagainya kian meningkat setiap hari dan tidak kelihatan akan berkurangan buat masa ini.
Untuk memperbaiki tanggapan umum terhadap polis serta memberi gambaran bahawa mereka bukanlah “tidur” semasa waktu kerja, pihak polis, saya mendapat maklumat, ajan melancarkan rancangan penyebaran maklumat kepada umum menyampaikan ertikata “jenayah tidak berbaloi” dan “penjenayah adalah musuh umum #1”.
Adalah sukar untuk saya percaya ini tetapi saya mendapati adanya khabar angina bahawa pihak polus baru-baru ini mengupah Fox Communications Sdn Bhd untuk berbuat demikian. Saya telah menolak khabar angina ini sebagai “tidak berasas” kerana ia tidak masuk akal. Walau apa pun, bukankah Fox Communications ini syarikat yang memaksa supaya Sime Darby kena bayar bayaran bulanan sebanyak RM250,000 dan perjanjian itu tidak dilanjutkan selepas March 2009?

近年来我们能目睹到犯罪率在我国是持续增长的。不久前,警方以眨眼间的速度在犯罪地点或在追捕“罪犯”的期间当场把逃犯给击毙 。这些“不辞劳苦”的义举当然顺理成章地成为新闻的每日焦点。
这也章显出我们的保卫人员近期所实行的强硬行动是我国警力部队为了打击罪案所设下的全新政策方针,于此同时这与1990年所施行的是很相似的。尽管 我们的全国总警长拿督斯里慕沙哈山已推行了各种措施和发起众多的抗击罪案运动但这一切似乎都无济于事并且形成了迥然不同的效应。盗窃、入室偷窃、掠夺等等 还仍然在增长及在短期内没有要减灭的迹象浮现。
警方为了稳住他们的形象以及证明予民众知道他们并不是沉睡的,我据闻,各类的“犯罪活动是得不偿失的”以及罪案是我们的“第一公敌”等的重大公开宣传运动即将会逐步增加。
传闻警方近期雇用了Fox Communications Sdn Bhd 所提供的服务系统只为了上述宣传活动,这实在让我难以置信。我个人已漠视这项毫无根据以及不符逻辑的谣言。无论如何,这间Fox Communications公司不也就是那间迫使Sime Darby缴付RM250,000庞大数额月租以及其契约并没有在2009年3月进行更新的乃是同一所公司吗?

Saya rasa tidak. Ini kerana kenaikan kes jenayah berpunca dari kekurangan bilangan anggota Polis (seperti di Wangsa Maju).
Kita sepatutnya mendesak Polis untuk memperbesarkan lagi angkatannya dan memastikan kewujudan rondaan di kawasan-kawasan gelap.
Selain itu, pegawai Polis perlu professional dalam menjalankan tugas dan bukannya mengikut arahan parti tertentu.
Seperti contoh, lebih baik polis dan FRU berkampung di kawasan jenayah dari berkumpul beramai-ramai ketika pilihanraya kecil berlangsung.
Pada pendapat saya, masalah sosial terutamanya di Wangsa Maju berpunca dari dalam rumah sendiri.
Rumah kecil tetapi anggota keluarga ramai. Inilah yang mendorong anak muda menjadi liar dan terlibat dalam jenayah dan gangsterisme.
Di sinilah peranan Pakatan Rakyat. Pemuda Pakatan perlu berusaha untuk menarik mereka ke dalam program-program yang sehat.

By all means use the hardball actions to get the message through to the criminals but don’t do it in spits and spurts. Do it in full force throughout the country day in and day out. The criminals will finally get the message! If not put to rest, you know what I mean 😉
Anyway Tan Sri, can we, at this point in time, afford to pay Fox Communications RM250,000 a month (plus or minus) to do what they are supposed to do? Moreover, it had never been done before in the world. Going for a world record, is it?
Whatever the cost, Fox Communications is expensive to the point of being criminal!

Kadar jenayah yang tinggi diseluruh negara bukan kerana tidak cukup anggota polis! Tapi pengurusan atasan polis yang lemah. Seperti contoh IGP dilantik bukan kerana rank tapi kerana terlibat dalam kes besar politik, jadi kebanyakan pegawai polis amat tidak berpuas hati. Sepatutnya IGP yang ada sekarang ini diganti serta merta termasuk pengarah yang ada sekarang kerana mereka tidak layak menjawat jawatan mereka kerana mereka dilantik adalah orang IGP seperti dalam politik. Bukan semua anggota polis yang tidak baik ada yang baik malahan lagi bagus, tapi yang baik tidak mendapat tempat dalam pengurusan yang ada sekarang, kerana menjalankan tugas mereka dengan jujur mereka diketepikan! Bagi mereka yang kuat bodek dan rasuah diketengahkan! Jadi kelemahan pihak polis sekarang ini adalah kelemahan IGP itu sendiri kerana beliau hanya alat kepada permimpian BN. Kalau kepala diatas tak betul, ekor kat bawah dok ikut aja.

Inherent risk of being a criminal is to get being killed in a shoot out with the police or to receive mob justice. These criminals know it and no tears should be shed for them. Thus the police should do what they are expected to do especially in a shoot out where their lives are also at risk. No soft glove treatment for these present day criminals who are armed to the teeth so much so that in some instances they are better equipped than the police. To combat crimes the police need not appoint a public relation company like Fox Communication Sdn Bhd to do it. What is so great about Fox Communication Sdn Bhd beside it was directly or indirectly related to the previous “4th Floor”.
We thought that after Pak Lah has gone the 4th Floor influence has also gone with him. This is definitely not true because the appointment of Fox Communication shows that the 4th floor influence is still strong.
The police need not hire Fox Communication. All they need to do is to carry out their duties without fear or favour. Less or stop “minum kopi” then crime will definitely be reduced.

Malaysians have the right to speak up at all time and if necessary to criticise. We are engaging a debate and not to impose our view on others.
Shooting the criminals may be one of the ways to eradicate crimes. What I fear is that there may come a time when our police force becomes trigger happy. We want to combat crimes at the same time we do not want innocent people being killed without any question asked.
I am sure that MP Wee supports any act to combat crimes. Looking from his parliamentary questions, MP Wee has the been asking the police force to take positive actions to combat crimes not only in Wangsa Maju but throughout the country.
All Malaysians must take part in nation building whether by ways of acts, thoughts, criticisms and etc and at the same time we all have the right to live in this country without having been told to leave the country if we want o criticise. Is it really too much to ask to have police patrol the streets at night? I’m that costs a lot less than a quarter of a million a month.
Shooting criminals? More like shooting suspects. Many were not tried, and I don’t think all are actually involved. If they were why weren’t they tried in court? I remember a case in 1999 when a BSN outlet was robbed and a staff member was actually shot dead by police in a case of mistaken identity. The police tried to paint him as a robber when EVERYONE who worked at the bank knew he was a staff who was fleeing the robbery. What happened to the case? Tutup kah? Typical Malaysia Boleh rubbish.
The police being the accuser, judge, jury and executioner has been long documented. Rajin yer polis? Not all are bad, but when cases like Kugan’s turn up, you can see the rats scampering for cover. Where are the so-called good cops in the force? Nude squats? Moeny for cigarettes and phone calls for lockup inmates? If the cases above had been dealt with in a fair and transparent manner, then maybe the way the public views the police would be different. No one to take charge and responsibility for what had happened.

I strongly agree with Lee Wee Tak on the point that their salary are petty compared to their risk and hardship. Once I went to lodged a complained against my staff malpractice copying my signature,the officer who is a graduate dont even have enough stationery to compile papers ! He cant even claim his mobile bills when he is outdoor calling regarding a case.
Then of course , we are the noble,angelic and cant do wrong private sector worker that managed to sometimes have the luxury enjoying coffee at Old Town Kopi Tiam citizen label them as bribe taker etc.If you dont even comply or offer,what can they do?drag you to the station? I managed to help policeman’s widow recently to acquire a PPRT home after she was given noticed to shift out.She is limped due to an accident with a kid. Living on pension … I pray she will survive.

There is no necessity for the police to embark on a media blitz to highlight their efforts and successes in combating crimes in every nook and cranny of Malaysia. Actions speaks louder than words. Just a simple and normal press conference will do to keep the public better informed after every crime bust. The public will definitely appreciate the police if the former can go about doing their business in a safe environment. The petty and hard core criminals have chosen their profession. They don’t give and expect no kid glove treatment from the police. So leave the police do what they deem fit with these criminals so that we feel safe to walk the streets and sleep blissfully in the comfort of our home. 1. Overstaffed, underpaid, low efficient or even not knowing their duty and with corruptions are common symptoms of this country blessed with oil and a wonderful geographic location.
2. The disciplinary sections – Police and many others are under Code of Practice. The Police, KUP and AG said they will advise what should be done and had done in an Lawyer assaulting clients and Cheating cases for ONE YEAR! But, they cannot even dare to say that they should all be under the Criminal Procedures Codes!! And the offenses of the lawyer are under Penal Code!
3. Should Police tell the victim to refer to Migistrate and not providing a report of investigation even the case are accountable for several seizable offenses – that are punishable for 3-5 or more years of jail and fine?
4. In a cheating and criminal intimidation case, the police did not even take statement from the victim or the witness or taking evidence after months. The Inspector similarly tell the victim to take civil actions.
CAN ANYONE FIND ANY REASON TO FIGHT FOR A BETTER WELFARE OF THE THE POLICE?
IS KUP & AG DOING THE JOBS TO REGULATE THE POLICE?

We used to have excellent Special Branch and Police force. Not sure how many of your readers are familiar with the Police Force of the 60’s and 70’s. There was a chap by the name of Botak Chin. He was the “MAN”.
Yes, the cops could have killed him in cold blood, but they did their work, and made sure that they had an iron-clad case. Went into the courts with a bullet proof case, Botak Chin was found guilty, and hung. The Police were excellent, the Judiciary was independent, strong and could not be fooled with.
That was the remnants of TAR’s Malaya/Malaysia. Now we have Tun Mahathir’s Malaysia.
Hopefully Najib will bring Malaysia back to its glory days, where ALL institutions were respected from Parliment, to Judiciary, to Executive.

When I got robbed in Melati, I had to lodge a report in Melati Station, drive to Wangsa Maju branch to get the report print out because they don’t have a miserable RM200 printer in Melati and I then have to drive to Sentul Station to see the Inspector.
When did the millions of allocation to PDRM went to?
PDRM must be stupid to appoint Fox Communication because Sime Darby already had enough of them. Was it a last kopek contract?
Hishamudin must now tell us how Fox Communication was appointed (whether there was an open tender) and how much?

I am very surprise that Fox Communication is the preferred public relation for most of the agencies under the Government. Why is Fox Communication is so special? I will not be surprised if Fox Communication was appointed around the end of March. This was at the end of Pak Lah premiership.

Thank you for alerting me on the Fox deal with PDRM. I have made a posting on that, credit to you. Datuk AKJ has come in to confirm that your bit of info is true. I don’t think it is for RM180k or RM250k as speculated though. Below RM50k a month is what I heard. Times are bad lah, YB.

The problem with Fox is not with the people. I may not like some of them but the issue is someone’s blatant use of his position in government to ensure who gets what.

It seems that you are agreeable to the trigger happy attitude of the police and also the appointment of Fox Communication as the pr relation of the police force. For a start, the police force needs no pr consultant unless it has an image problem and if a pr consultant is needed then the appointment must be done by open tender.

Brendan Pereira is the man behind Fox Communication. Who is Brendan? A very good buddy of Kalimullah Hassan, who was heading NST until the end of December 2008. Brendan was at one time also under the employed of NST and he was also the de facto No: 2 to Kalimullah in the NST. Kalimullah rose to a majestic height under Pak Lah. I am told that Kalimullah is also in control of ECM Libra. At one time, Khairy Jamaludin, the famous son-in-law was alleged to have owned substantial shares (at that material time the value was about RM200 millions) in ECM Libra.

When I got robbed in Melati, I had to lodge a report in Melati Station, drive to Wangsa Maju branch to get the report print out because they don’t have a miserable RM200 printer in Melati and I then have to drive to Sentul Station to see the Inspector.
When did the millions of allocation to PDRM went to?
This is one of my point! You gave them lousy pay with not even enough ‘tools’ like printer,forget about the budget of a beat centre !

If you think what happened to Kugan is unfair , feel the same too to the rest.

假如连投诉局也不敢接受投诉和不啃声,警察,检控,检察和其它政府部门的工作能正常操作吗?
除非这些法律和规程有所透明和实在的执行,不单是抢劫,更多的“非法“会更为猖獗。甚至是“有执照“的违法。

On April 29th a Wednesday, I was caught in a traffic jam from 10.30 pm to 11.30pm in Jalan Genting Kelang, from a crawl which started from the Bulatan Pahang. Traffic was slow from Jalan Pahang, got slower and slower at Jalan Setapak, and hit a near before Danau Kota. When my vehicle was crawling towards near Kem Wardieburn I noticed a police roadblock right opposite the Caltex station somewhat right in front of the Kem.
That was the cause of the jam! As I passed the police personnel I unwound my car window and stared at a policeman straight in the eye and wanted to ask him what’s the roadblock about. He looked away and waved me on. He wasn’t wearing his ID number badge nor any name tag. So were the rest of the police manning the roadblock- no ID tags, nothing. You know, the PDRM don’t give shit to the people- causing great public inconvenience by having that roadblock; creating a massive jam 4-5 km back for the sake of cari makan. Having such a traffic jam so late at night greatly inconvenienced me who was tired from work after spending 13 hours at the office.
As we know the crime rate in WM in damn high, but the focus of the PDRM is cari makan first- pleasure before duty. Shoot first talk later because being trigger-happy saves more time- the PDRM can use the time to cari makan instead of wasting time on real police work and investigations.
Obviously the shoot-the-suspect-dead method is not working- crime rate is still on the increasing trend. The only people whom should be shot are themselves.

Thank you so much for your comment. What can I say, I got it wrong again when I brushed aside the rumour about PDRM appointing Fox Communications Sdn Bhd (Fox) as its PR consultant. Thank you and Datuk AKJ for confirming its appointment.
I did not state the monthly retainer fees charged by Fox. I only mentioned that Sime Darby paid Fox a monthly retainer fee of RM250,000. Now you are telling me that Fox is paid less than RM50,000 per month. This is not the issue.
The issue is: Why the appointment of Fox was not by way of open tender? Why Fox has been given such special preference to other companies?
PDRM need not appoint a PR consultant firm to spruce up its image unless it admits that it has image problems. PDRM: Members of the public judge you by your performance. So please don’t waste the rakyat money by such appointment. I shall question the new Home Minister in Parliament over such reckless appointment.

Why fox communications. what is it with this pr outfit that some are so enamoured with. even paying them less than 50,000 a month is obscenely high and for what?
Do the police really need this overrated and over priced outfit to do the job?
Most Malaysians are already supportive of what the police are doing. They don’t need any pr outfit to try and gloss over what needs to be done.
I am in full support of what the police are doing against these hardcore criminals. At least now these illegals will think twice before committing their crimes. Before this they seem to be immune from any actions and seem to be going back and forth between Malaysia and Indonesia and laughing at how easy prey we are to the likes of them.
My house was broken into in broad daylight in Nov 2006 when nobody was in the house. They ransacked the whole place and some sentimental items were taken. Since then not less than seven other houses in the street have been broken into and the police don’t even know who the culprits are, only that most of them are foreigners even including Mexicans/Columbians.
This I blame on the visa on arrival to anyone who wants to visit this country. This easy entry should be done away with immediately.

Notice the comment that concern residences have posted.However I hope you could look in to the overhelming foreigners which are living in wangsa maju and setapak area.I overheard one of them one day at a mamak shop being stop by road police with no valid licience and expired road tax and they were laughing over the incident as he was let off with a RM5 bribe.What a discrace they give to our PDRM.The increasing of abandoned cars parked in the condominium which we would not know whether it was stolen or the foreigners have left the country most of it with expired road tax on it.We hope to see that the home ministry will do something ASAP about these foreigners.

When Police, KUP, AG are not following procedures or even silent into criminal investigation. Same for BPA, or IBU, what else can we do?
With the serious crime rate shooting up, I am compelled to support he police taking a hard stand to eliminate hard core criminals. Innocent lives have been lost for no reason. Lets hope that the criminals will take note that the police is now serious in taking actions against them.
I am objecting to the appointment of Fox Communication as PDRM’s pr consultant. PDRM does not need any pr consultant at all. Reduce the crime rate and that will be a good pr exercise. Why waste money on Fox Communication. Sime Darby already gave them the boot after paying them RM250,000 monthly for more than a year.
PDRM, please do be a sucker. YB Datuk Hishamudin, please wake up, get rid of unnecessary baggage in PDRM. It is now time to save money for the country and not waste it. So terminate the services of Fox Communication.
The Payment to the MUSANG COMPANY can serve us better by, for example, putting a mobile police station in Desa Setapak.
In Ampang Hilir, nice rich men place, you can see a mobile police station there.
here, after DBKL demolish some livelihood of food hawkers and there are space to use; and also our students get chopped to pieces and clinics near the Wangsa Maju LRT station refuse even a piece of toilet paper to be put over the gaping wound, the PDRM deems not necessary to put a little resource over there instead.
Tan Sri Mohd Nor Yakop should tell us more about Foxx Communication Sdn Bhd. I know that Tan Sri is extremely familiar with this company. YB Wee should ask him in Parliament about Fox and he can tell Malaysia about how good is Fox. No need to ask Hishamudin, who will not know much.
EPU is also using Fox. EPU is under Tan Sri Mohd Nor. You see what I mean. Fox is an extremely good company that’s why government is using them for PR work. Is 1Malaysia also the work of Fox.

The police in 70s Hong Kong was in almost the same situation here now. Corruption is rampant.
With the formation of ICAC, the Hong Kong police were unhappy & demoralised just like what our police here are saying if we have IPCMC & independent MACC.
Then the Hong Kong government granted amnesty to corruption cases with a certain cut off date (except for high ranking officer). They improved the pay & working condition of the police force.
Well, we need a government who will take this risky move. Increase our taxes if it’s needed.
Please save our police officers from going to hell & suffer from the embarassment of meeting Botak Chin there.
