What actions have the Minister of Home Affairs taken or will take against ever increasing crimes in Wangsa Maju as well as in other parts of the country?

Tuan Wee Choo Keong [ Wangsa Maju ] minta MENTERI DALAM NEGERI menyatakan apakah tindakan yang telah dan akan diambil untuk menghadapi peningkatan lagi gejala jenayah yang sudah berleluasa seperti rompakan, kecurian, jenayah kekerasan di Wangsa Maju serta tempat-tempat lain pada waktu negara kita sedang mengalami kemelesetan ekonomi yang akan memaksa lebih ramai lagi orang terjerumus dalam kancah jenayah akibat tekanan hidup.

Saya menmgucapkan terima kasih kepada Ahli Yang Berhormat dari Wangsa Maju mengemukakan pertanyaan.

Untuk makluman Ahli Yang Berhormat, piohak polis sentiasa mempertingkatan usaha pencegahan jenayah di seluruh negara bagi memastikan keamanan dan keselamatan rakyat di Negara ini sentiasa terpelijhara dan terjamin.  Sebagai salah satu stragei dalam pencegahan jenayah yang berkesan, pihak polis akan mengunakan stategi seperti membnerikan penumpuan terhadap kawasan-kawasan yang kerap berlakunya jenayah (crime p[rone area) dan mempunyai kadar jenayah yang tinggi di seluruh Negara. Pendekatan ini turut dilaksanakan oleh pihak poplis di kawasan Wangsa Maju di mana lebih ramai anggota polis akan ditugaskan untuk menjalankan tugas-tugas rondaan serta pencegahan jenayah di kawasan berkenaan.  Selain itu, rondaan turut dibuat menggunakan pelbagai kaedah seperti menggunakan kereta peronda MPV, anggota bit dan rondaan secara berjalan kaki kawasan-kawasan sesak dan tidak boleh dilalui oleh kenderaan.  Balai/pondok polis turut diwujudkan di lokasi-lokasi yang dikenalpasti menjadi tumpuan orang ramai dan mempunyai kadar jenayah yagn tinggi.  Ini bagi menjamin kehadiran anggota polis secara kosisten di Kawasan-kawasan tersebut.   Selain  itu, pihak polis turut menjalinkan hubungan yang erat melalui kerjasama di antara masyarakat setempat dan pihak polis dalan mencegah jenayah melalui program Rakan Cop, perjumpaan dengan kumpulan syarikat, ahli jawatankuasa rukun tentangga bagi membantaras jenayah dengan lebih berkesan.  Tambahan pula, melalui pemasangan sistem kamera liar tertutup (CCTV) yang kini diselia oleh pihak polis, kegiatan jenayah di kawasan-kawasan yang mempunyai liputan dapat dilaksananakan dengan lebih pantas dan effektif terutama sekali dalam usaha mengesan penjenayah.  Pihak polis turut mengenakan tindakan melalui undang-undang pencegahan terhadap penjenayah-penjenayah sebagai usaha untuk mencegahan dan mengawal jenayah dan terus berleluasa.

    sebagai usaha untuk mencegahan dan mengawal jenayah dan terus berleluasa dan juga pihak polis akan menjadi alat serta budak suruhan bagi menjaga BN dan kepentingan mereka serta menangkap mereka yang lantang berkata dalam apa bentuk media dan menahan mereka dibawah ISA.     The reply from Minister of Home Affairs looks like some crappy standard answer. He’s got 20-30 PDRM personnel for protection so he doesnt feel how we feel.

    Why not ask him to mobilize the FRU to fight crime. After all street demos arent an everyday event.

    On CCTV: CCTV is useless is there’s is no one monitoring the screens every single minute. Who are we kidding. What’s the point of getting evidence from the tapes after the person has died. Don’t kid ourselves with a false sense of security. What’s needed is increased police presence in our living areas.

    YB… it would be fun to ask a follow up question to the Minister for statistics.

    Like ‘berapa ramai anggota yang di tambah untuk membuat rondaan? Apakah beza pengunaan kereta peronda bias dengan MPV? Berapa balai/pondok polis baru yang telah diwujud di lokasi tumpuan jenayah dan tempat orang ramai? Berapa ramai ahli rakan COP di Wangsa Maju( adakah mereka menjemput YB menjadi ahli )? berapa perjumpaan yang telah dijalankan dengan Rukun Tetangga, adakah berjadual seperti 2 kali sebulan etc? CCTV itu di tambah berapa dari jumlah sebelumnya berapa?

    It would be fun also to ask : berapakah kes-kes tangkapan yang dibuat dalam tempoh tertentu? Apakah statistik mengikut jenis jenayah bagi Wangsa Maju?

    I am sure that in the end, such information could help YB to play a greater role in increasing Wangsa Maju community awareness about jointly fighting crime together with teh authorities.. such as encouraging more Rakan COP participation in Wangsa Maju, access by public to police stations/patrol cars, greater attendance at meeting with Rukun Tetangga and therefore more public inputs etc…

    I think YB can lead the way to ensure the police is seen as the people’s friend in Wangsa Maju. You can do it.

    Kami membayar cukai setiap tahun kepada kerajaan termasuk pihak polis, rasa jawapan daripada pihak polis cuma dapat kenderaan baru, balai baru, cctv baru..tetapi tak rasa pihak polis dapat keputusan baru dalam usaha mengesan penjenayah di kawasan Wangsa Maju. harta dan anak kami di Wangsa Maju betul betul kurang selamat.

    What a lame and standard reply with lots of words but nothing concrete.
    1) What are the concrete actions to combat crimes with breakdown statistics by the respective crime categories.
    2) Who is put in charge and what will be their action plans
    3) How swift an action will the police take to respond to call
    4) What is the commitment level of the law enforcement officer to reduce crime rate.
    5) Who will be accountable and responsible if the crime rate is not lowered

    At the rate this Minister is shooting off his mouth and a subservient police force, it is very much left to be desired. No hope lah!

    Every action that have mentioned above are all useless. Wangsa Maju Seksyen 2 are still occupied with criminal that stealing and robbing. I was one of the victim that my car have been stolen on 22nd January 2009. I hope all this criminal need to be caught if not not matter how many car we have, it will be stolen by them. Please help to tighten the security to prevent this crime to happen again.

    I’m not what rakan cop member, just not satisfied with the safety at wangsa maju seksyen 2. So many car was stolen at wangsa maju here, yet the police didn’t catch any of the criminal.

    Getting very annoy with the whole situation in this country ….. @*%&*@ politicians, police, enforcement officer, MACC, all this laws people ….. i believe one day people are so fed up will start to employ gangster to protect them from the shit …. then we will become like Japan “Yakuza” or Italian “Mafia” …. hope this situation will not happen …. as I can see and hear that all common people (Malay, Chinese, Indian & others) love to live together, be happy, grow our life together …. the problem in this country … is all due to these racist politician who make remarks that causing us to dislike each other …. suggest to Home Minister … to open up his vision …. and request everybody (laws makers/enforcers) to do what he/she (laws makers/enforcers) needs to do as a human being …. no need to do too much ….

    Actually, the reply from the Minister is a typical civil servant response to normal parliamentary questions. Based on my experience, the questions(maybe 50/60) will arrive at a certain Ministry about 1-1 1/2 months before it is needed/to be tabled. The usual bureaucracy would take another week before it is decided which unit/division/section would provide the answer. Then the most junior officer, like me, would be tasked to prepare the draft to answer on top of the usual duties that I have. It may take another day or two before I could try to answer.

    The usual drafting and clearance from the immediate boss would take another 2-3 days not counting the weekends. Finally a week(if your are lucky) before the question is to be tabled, it is channeled to the top boss/minister. There could be some amendments too.

    And sometimes the Parliament might received the answer to the question, on the day, the question is tabled.

    In this case, if I could consult with Wangsa Maju police stations, Rukun Tetangga, IPDs etc, interview with police officers patrolling the street, general public in Wangsa Maju, I would be able to give a more comprehensive response with statistics ( as suggested by a commenter above), but I don’t think I have the luxury of time. Hence, I would give a sweeping answer to provide what to me is adequate enough.

    I believe, the YB concerned would be better off asking those people on the streets that I have listed to get a better picture than from the Parliamentary questions/answers. The YB is the voice of the rakyat.
