Minister of Home Affairs’ “standard reply” to my security question with regard to Wangsa Maju and Kuala Lumpur

Tuan Wee Choo Keong [ Wangsa Maju ] minta MENTERI DALAM NEGERI menyatakan apakah langkah-langkah yang telah atau akan diambil oleh pihak polis untuk mengurangkan kadar jenayah di kawasan Wangsa Maju dan sekitar Kuala Lumpur di masa hadapan.

Saya mengucapkan terima kasih kepada Yang Berhormat dari Wangsa Maju yang mengemukakan pertanyaan.

Untuk makluman Yang Berhormat, pihka Kerajaan dan PDRM sentiasa emngambil lagnkah-langkah yang perlu dan kaedahn penyelesaian secara menyerulurh bagi mengurangkan kadar jenayah di Kawasan K L dan Wangsa Maju. Antara langkah-langkah dan tindak telah diambil adalah dengan mengambil tindakan mengadakan rondaan lebih kerap dengan tmabahan anngotta dan MPV; mempertingkatrkan pencarian maklumat risikan; mempertingkatkan mutu penyniasatan; meningkat kesedaran terhadap masyarakat mengenai tanggungjawab mereka untuk bersama memerangi jeneyah denghan memperluaskan Program Skim Kepolisan Masyarakat seperti ‘Rakan Cop” dan Skim Pengawasan Kejiranan seperti Rukun Tetangga yang bertujuan untuk merapatkan jurang antara pihak polis dan masyarakat; dan berkerjasama dengan setiap PBT negeri untuk mengaji kawasan-kawasan yang sesuai dan perlu dipasang CCTV.

Notes:

1. These are the standard answers given by the Minister of Home Affairs.

2. The police have been taking such actions for years and crime rates in Wangsa Maju and KL areas still keep on increasing.

3. Talking about CCTV. There are CCTV but some, if not most, are not in working condition. High crime areas are without CCTV.

4. This would appear that such actions do not work and the police have to reinvent or rethink their outdated ideas or non-implementation of ideas.

5. Without more police officers on the beat (on the road) like the Salleh System that we used to have before, it will be extremely difficult to eradicate crimes.

6. Without well-trained professional prosecuting officers to secure convictions against criminals, it will also be difficult to eradicate crimes.

7. Therefore, the police must have more dialogue with the people to understand their concerns and also suggestions to fight crime.

    Memang ini adalah alasan biasa pihak Kementerian Dalam Negeri (KDN). KDN telah tidak boleh menjaga keselamatan negara. Menteri Dalam Negeri mesti sedar bahawa jenayah adalah satu fenomenon yang rakyat khuiatiar sekarang.

    Wait a minute here… am I missing something? Malaysians know the real ‘salaried’ criminals are from PDRM. So how can PDRM go after one of their own?

    It’s a no brainer maa…

    If not, why crime rate is soaring sky-high when our stock market is going the opposite direction?

    CCTV has proven NOT able to reduce crime rate, so why invest in CCTV? To peep into little girl’s skirt?

    i can proof that cctv is useless.me myself stay at alpha condo at wangsa maju section 2,infront of that building there is a cctv installed at the top of lamp post.i din wear helmet passing there everyday.if that cctv is working i should be getting a saman by now.

    May be we can use the GOOGLE EARTH approach to always check or trace back the record from satelite every movement of the culprit…..even trace back the ALTANTUYA C4 bombing case to zoom in from satelite who is there when the incident happened (as soon as incident happen)

    The SATELITE Technology is possible to zoom in as detail as what u r reading on the newspaper or magazine…..i think government should invest in that just like google have done that in US for real time recording some years back….of cos this time round only for investigation and not for public viewing like google earth…otherwise privacy issues will occur again if go public.

    Those who stay in Taman Sri Rampai should approach who for their complaints? It’s suppose 2 b under Setiawangsa MP, but we report to Wangsa Maju police station n alot of ppl in Rampai are actually registered voters in Sentul n Wangsa Maju, not Setiawangsa. YB WCK has been very helpful according 2 my colleague. (Besides, just the thought of going to “TAT” certain MP in Setiawangsa makes me wana vomit. Y? All his life he did only 1 major thg for ppl in Taman Sri Rampai: increase crime rate)

    if you read the replies by all our ministers, there is a
    pattern. Long on general statement like “…will
    investigate…”, “…will take action…”, “the government is
    prudent…”

    all talk no specifics. I want answers laden with solid reasons,facts and figures, results of implementation plans, self criticism of action plans, status report, deadlines, number of people disciplined etc

    Sounds more like an engineer’s report

    The general replies could prove that generally, this lot is not
    getting their hands dirty, or ommitting facts

    Let me have a good at answering the question:

    Below is a mock answer

    pihak polis akan menambahkan bilangan polis yang berstesen di Taman Melati daripada ( ) kepada ( ), iaitu peningkatan ( )%. Separuh daripada mereka akan meronda dengan motosikal di kawasan Desa Setapak, Seksyen 2 WM yang merupakan “hot spot” penjenayah.

    Pihak polis akan menamparkan nombor stesennya di papan tanda di kawasan wangsa maju sperti kedai-kedai dan pasaraya supaya orang ramai boleh menghubungi pihak polis. Dua pegawai akan bertanggungjawab menerima panggilan telefon dan prosedurnya adalah pihak polis akan tiba di tempat kejadian dalam masa lima minit atau kurang.

    Setiap kes akan dicatat masanya dan “response time” akan disemak oleh pegawai setiap bulan. Orang ramai diseru supaya jangan buat “prank call” yang menyusahkan semua pihak.

    Pihak polis akan mengadakan jumpaan dengan penghuni-penghuni secara berperingkat setaip hari Ahad dan notis seminggu akan diletak di pasaraya-pasaraya Jaya Jusco dan Carrerfour.

    How to give specific answer when no actions are taken on most things. BN is just incompetent in defending rights of public. BN is good in defending rights of UMNOputras.

    BN is just no good for the nation except for the BN leaders, their family members and cronies.

    We just got to get rid of them to protect the country.

    I just want to show, not as a minister and typing furiously at work, I can half come up with an answer with more points (although may not be the prefect answer)

    Anybody else want to try to give a mock answer? Let’s show everyone can be a better minister than the one earning salary from our tax money.

    YB,

    I think you must show the Ministry how serious the matter of crime has been in Wangsa Maju. Cite some statistics and individuals’ experiences. Show that even with your active intervention in such matters through public information, rukun tetangga, neighbourhood watch, and hiring of security companies, crime is still rampant. Maybe, just maybe, they may listen. Ask them increased patrols by how many. Ask details like did u increase patrol by every two or three hours etc , or more at night on weekend etc? Did they increase more policemen for Wangsa Maju? What are the numbers? Ask them for statistics and trend, number of criminal caught, case solved, number of police patrols…etc ..
