a) Berapakah harga setiap netbook yang dibekalkan oleh Kontraktor

Pembekal yang telah dilantik;

b) Berapakah wang daripada Dana USP ini dibayar kepada

pembekal netbook untuk Program Netbook 1Malaysia; dan

c) Baki Dana USP sehingga 2 November 2010.

d) Laporan perbelanjaan terperinci daripada Dana USP dari tarikh 1

YB Datuk Joseph Sallang Gandum, the Deputy Minister of Ministry of Information, Multimedia & Culture, Culture informed Parliament in his reply as follows:

First phase 8 companies were involved in the supplying of 123,000 units of notebook computers. The 8 companies were appointed by way direct negotiation! The names of the 8 comapnies (names not very clear, will amend later) are as follows: Mutiara S…, Nalius Av …, Acer, Lenovo, Samsung International, Megas …, Hidaya Construction, Mega Trade …, Hydrianate …

The Deputy Minister also said

- no son of the Minister or the officer was involved in these companies;

- the total balance of the USP Fund as at 31-12-2010 was ABOUT RM4.5 billion(when pressed for the current total of the USP as at today, the Deputy Minister was unable to provide and he promised to give me a written reply about it);

-  the amount of money given under the USP Fund for each notebook was less than RM1,000 per unit but he copuld not give a definite figure;

-  the remaining 200,000 units of notebook have not been finalsied and it will be by way of open tender.

When I asked him why the Audit Committee of MCMC has not met for almost a year? There was no reply from the Deputy Minsiter.  there are many other questions which have not been answered.  I shall persue it during Committee Stage.

I am shocked to have read in Rockybru and the NST’s report that the latest balance in the USP Fund is only RM400 million! The Deputy Minister of Information, Multimedia and Culture YB Datuk Salang Gandum on 25-10-2010 said here that no USP Fund had been spent. one of them must be lying. The Deputy Minister or the NST. We will soon find out when the Ministry of Information, Multimedia and Culture reply this coming week to the questions posed by me during the Budget debate last week. If it is true that only RM400 million is left in the USP Fund then it will be a very serious matter then MACC must come move in to investigate.  In year 2008 the balance in the USP Fund was RM4.67 billion!

Laporan Ketua Audit Negara 2009 signed by Yg Bhg Tan Sri Dato' Setia Haji Ambrin bin Buang, Ketua Audit Negara

The Auditor General Reports for 2009 was finally tabled in Parliament in the afternoon of 25-10-2010 (Monday). There are many damning reports against several Ministries including Ministry of Tourism, Ministry of Information, Communication and Culture.

In the said Report there are 250 recommendations for year 2009 that have been forwarded to the various Ministries, Government Departments and GLCs for corrective actions and to avoid repetitions of weaknesses. The Auditor General Office shall monitor the situations and ensure that actions be taken by parties concerned with regards to the said Reports and it shall provide the outcomes in the Reports for 2010. As at 31-12-2010 2008 the USP fund was RM4.67 billion. Please read the comment by Ahiruddin Attan a.k.a Rockybru asked several pertinent questions, which are very interesting. I shall table those questions in Parliament this coming week.

Of late, the Malaysian Communication & Multimedia Commission (MCMC) has been in the news for reasons best known to itself. The blogger, Rockybru, has been investigated by MCMC for one of his postings and his “Ferrari” was also detained. YB Datuk Seri Utama Dr  Rais Yatim, Minister of Information, Communication and Culture has lodged a police report on Rockybu’s said posting. This was an unprecedented act. Since this matter is now being investigated by MCMC and the police cyber crime will have to be also involved sooner or later. So far no MACC report has been lodged.  Too complicated for me!

Penerangan Komunikasi dan Kebudayaan melaporkan pada polis atas artikel Rockybru. Ini adalah perkara yang diluar jangkaan. Oleh kerana perkara ini sedang dalam siasatan oleh MCMC dan polis jenayah siber akan terlibat juga. sehingga kini, tiada laporan dari MACC yang dilaporkan. Perkara tersebut terlalu rumit bagi saya!.
