1. Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Dalam Negeri menyatakan bahawa memandangkan peningkatan ketara kes-kes jenayah di negara ini, apakah tindakan yang telah diambil oleh Kementerian untuk meningkatkan kadar nisbah anggota polis/rakyat kepada seorang pegawai polis dengan 400 rakyat dan apakah tindakan-tindakan yang telah diambil oleh pasukan polis dalam mengurangkan kadar jenayah khususnya di kawasan Wangsa Maju.

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Home Affairs to state that in the light of the appalling increase crime rate in the country, what actions have been taken by the Ministry to increase the police/citizen ratio of 1 police officer to 400 citizen and what actions have been taken by the police force to reduce the crime rate generally and in particular in Wangsa Maju?

2. Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Penerangan Komunikasi dan Kebudayaan menyatakan memandangkan bahawa Astro adalah anak syarikat kepada sebuah syarikat asing dan telah mengaut untung bersih sebanyak RM689 juta bagi tahun 2010 daripada 2.911 juta langganan (yang merangkumi langganan 1.7 juta dari kaum Melayu, 670,000 dari kaum Cina, 319,000 dari kaum India dan 222,000 dari kaum lain-lain), adakah Kementerian bercadang untuk mengawal dan mengurangkan yuran bulanan yang terlalu tinggi dari Astro dan meluluskan peraturan baru untuk menyekat monopoli ke atas program-program popular seperti National Geographic, ESPN, Discovery, BBC, CNN dan lain-lain oleh Astro supaya program-program tersebut boleh dibuka untuk saluran TV prabayar lain serta mengalakkan persaingan.

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Communication and Culture to state that in the light of Astro is a subsidiary company of a foreign company and was making a net profit of RM689 million for 2010 from its 2.911 million subscribers (1.7 million of Malay, 670,000 of Chinese, 319,000 of Indian and for 222,000 of others), is the Ministry intend to control and reduce the exorbitant monthly subscription fees in particular Astro pass new regulations to stop the monopoly of the popular programes like National Geography, ESPN, Discovery, BBC, CNN and others by Astro so that the such programes be opened to other Paid TV provider to encourage competition?

Tuan Wee Choo Keong [Wangsa Maju] minta Perdana Menteri menyatakan memandangkan trend-trend masakini dimana mahkamah telah mengenakan denda yang tidak setimpal terhadap kes-kes melibatkan manipulasi pasaran saham, pengumuman kenyataan yang tidak benar/palsu oleh pengarah-pengarah dan pegawai-pegawai syarikat-syarikat yang disenaraikan di BSKL, samaada  Kerajaan bercadang untuk meminda undang-undang sekuriti yang sedia ada dengan mengenakan hukuman penjara mandatori terhadap jenayah kolar putih ini.

Tuan Wee Choo Keong [Wangsa Maju] to ask the Prime Minister to state in view of the current trend of the Court imposing negligible fine for offences involving share market manipulations, misstatements by directors or officers of public listed company, whether the Government intends to amend the existing security market laws impose mandatory custodial sentence for such white collar crimes?

Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Pelancongan menyatakan apakah peraturan tender semasa untuk pemberian projek-projek atau kontrak-kontrak yang diamalkan oleh Kementerian supaya amalan kronisme dapat dielakkan dan apakah peraturan tender yang digunakan oleh Kementerian untuk pemberian projek-projek atau kontrak-kontrak kepada Naga DDB Sdn Bhd, Smascom & Design Sdn Bhd, Sen Media Sdn Bhd, M & C Satchi Sdn Bhd, Impact Creations (M) Sdn Bhd?

5. Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Dalam Negeri menyatakan bahawa memandangkan ramai rakyat Singapura yang memasuki Malaysia menggunakan Pas Sosial dan menetap dan/atau bekerja bertahun-tahun lamanya (“permanently”), samaada Kementerian bercadang mengeluarkan peraturan baru seperti undang-undang imigrasi Singapura dimana pelawat-pelawat atas Pas Sosial hanya dibenarkan tinggal di Singapura tidak melebihi 90 hari dalam setahun, supaya tidak ada penyalahgunaan Pas Sosial tersebut.

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Home Affairs to state that in the light of many Singaporeans, who have entered into Malaysia using Social Passes and live here on a permanent basis and/or work permanently, whether the Ministry intends to pass new regulations similar to that of Singapore immigration laws whereby visitors on social passes are only allow to stay in Singapore for not more than 90 days in a year, to stop the glaring abused?

6. Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kewangan menyatakan kerugian terperinci yang mana Bank Negara Malaysia (BNM) terpaksa menanggung kerugian besar akibat kesalahan dalam pencetakan wang kertas Malaysia, yang menimbulkan masalah kekurangan wang kertas baru untuk Perayaan Tahun Baru Cina, serta memberi nama agensi atau syarikat yang dilantik untuk menguruskan kerja pencetakan wang oleh Thomas de la Rue di UK dan mengapakah BNM tidak menuntut pampasan dari syarikat yang dilantik.

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Finance to provide the detailed huge losses that Bank Negara Malaysia (BNM) had to pay for the mistakes in printing Malaysian currencies, which has also resulted in shortage of new notes for the recent Chinese New Year, and the name of the company or agent that was appointed by BNM to arrange for the printing of our currencies by Thomas de la Rue in UK and why BNM did not make any claim for compensation from its agent?

7. Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Pelancongan menyatakan bahawa memandangkan banyak agensi -agensi pelancongan yang ditutup (“collapsed”), samada Kementerian bercadang untuk mengeluarkan peraturan-peraturan untuk memaksa MATTA menyediakan tabung  pampasan untuk dibayar semula kepada orang ramai yang telah membuat bayaran pendahuluan untuk tiket-tiket penerbangan dan pakej pelancongan? Jika tidak, sila nyatakan sebab-sebabnya.

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Tourism to state that in the light of the collapsed of many travel agents, whether the Ministry intends to pass a regulation to compel MATTA to set up a compensation fund to meet claims by members of public, who have paid for their plane tickets or tours in advance to the errant travel agents? If not, why not.

Tuan Wee Choo Keong [Wangsa Maju] meminta Menteri Pendidikan menyatakan sebab-sebab berkenaan keputusan peperiksaan PMR tahun lepas di mana 38,000 penuntut telah mencapai 8 gred “A” dan begitu juga dengan keputusan peperiksaan SPM di mana beribu-ribu lagi penuntut telah mendapat gred “A” dalam semua matapelajaran maka apakah hitungan markah minima untuk lulus setiap matapelajaran PMR dan SPM serta hitungan markah untuk mencapai gred “A” dalam setiap matapelajaran PMR dan SPM?

Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Education, since 38,000 students achieved 8 “A”s for PMR examination results last year and thousands of students also obtained multiple grade “A”s in the SPM examinations, what is the minimum passing mark for each PMR and SPM subject and what is the lowest mark to achieve grade “A” in each PMR and SPM subject?

Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kewangan menyatakan sebab-sebab mengapa laporan forensik ke atas kerugian Sime Darby yang berjumlah melebehi RM2 billion yang telah disiapkan tetapi tidak dibentangkan di Parlimen seperti mana yang dijanjikan oleh kerajaan di Parlimen bahawa kerajaan akan membentangkan repot tersebut apabila ia telah siap.

Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Wilayah Persekutuan dan Kesejahteraan Bandar menyatakan bahawa memandangkan Datuk Bandar telah bersetuju pada dasarnya untuk memindahkan lokasi pasar malam di Danau Kota, Wangsa Maju ke lokasi baru yang jauh dari kawasan perumahan, bilakah pasar malam ini akan dipindahkan ke lokasi baru untuk mengelakkan masalah social (noise pollution dan lain-lain) kepada penduduk-penduduk?

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Wilayah Persekutuan and Rural Well Being to state that since Datuk Bandar Kuala Lumpur has agreed in principle to move the nightly pasar malam in Danau Kota, Wangsa Maju, to a new location far away from residential area, when will this pasar malam be moved in order to avoid the social problems (i.e noise pollution and etc) to the residents?

3. Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Dalam Negeri menyatakan apakah tindakan-tindakan yang telah dan akan diambil untuk menyekat kebanjiran pendatang haram daripada Indonesia, Bangladesh, Myanmar, Cambodia dan lain-lain, yang bebas menjalani perniagaan dan/atau bekerja di Jalan Petaling, Pasar Basah Selayang, kedai-kedai IT di Plaza Low Yat dan lain-lain tempat di negara.

Tuan Wee Choo Keong [Wangsa Maju] to ask the Minister of Home   Affairs to state that what actions have been taken or to be taken to stop the massive influx of big number of illegal migrants from Indonesia, Bangladesh, Myanmar, Cambodia and etc operating businesses and/or working in Jalan Petaling, Selayang wet market, IT stores in Low Yat Plaza and in other part of the country.

4. Tuan Wee Choo Keong [Wangsa Maju] minta Menteri Kesihatan menyatakan samaada Kementerian bercadang untuk menggubal peraturan baru terhadap semua doktor-doktor untuk hanya mengenakan caj konsultasi, diagnosis dan preskripsi sahaja manakala pesakit  diberi pilihan samaada untuk mendapatkan ubat-ubatan dari kaunter-kaunter farmasi yang bertauliah seperti mana yang diamalkan di United Kingdom bagi mengelakkan daripada dicajkan harga yang berlebihan. Jika tidak, kenapa tidak.

Tuan Wee Choo Keong [Wangsa Maju] ask the Minister of Health to state whether Ministry intends to impose new regulations for all doctors to charge only for consultation, diagnosis and prescription fees and the option for the dispensation of medication to be left to the patients to go to the licensed chemist of their choice like in United Kingdom in order to prevent over charging for cost of medicines. If not, why not.

5. Tuan Wee Choo Keong [Wangsa Maju] minta Menteri dalam Negeri menyatakan apakah peraturan khusus dan/atau garis panduan yang disediakan oleh Kementerian kepada Lembaga Penasihat apabila berurusan tentang rayuan yang dibuat oleh orang-orang tahanan di kem-kem tahanan di Simpang Renggam atau di bawah Akta Keselamatan (“Internal Security Act”).

  2. Regarding Astro, it is also very devious and greedy of them to slot in NUMEROUS ADVERTISEMENTS when in reality, cable tv should have NONE! Its extremely irritating and they chop up the series/docus…and also the movies are from the Stone Ages and repetitive…the ads really get to me and I want to throw the remote at the TV or at the joker who owns AstroCheat.

  6. It is scandalous for Bank Negara Malaysia to have kept the losses on the mistakes of printing Malaysian currency. Why was Bank Negara keeping silence on such matter. Who is the agent for the printing of currently? Is the agent connected to top Bank Negara official? This is the BIG question mark.

    YB pls probe into this and other projects by Bank Negara.

    Astro is another issue which the government must control in term of subscription and contents. As Tehsin correctly put it, Astro is a Paid TV station their programes should contain advertisement. It is a rip off. It is a monopoly. Monopoly is never good for the nation.

  7. Monopoly in any form or shape must be stopped as it is against public interest. Astro is the classic example. It is controlling all the popular channels like ESPN, National Geography, Discovery and etc. Like in UK, it has Monopoly Commission which will oversee any company controlling the market.

    The government must act against Astro in the public interest. If we have more paid tv providers I am sure that the subscriptions will be lower due to competition. ASTRO net profits for 2010 was RM690 million speaks for itself. Even bank cannot make such net profit yearly. So the government must wake up, especially Minister of Communication, Datuk Rias Yatim. Please stop thinking about netbooks and Astro is allowed to run amok!

  8. There are the people questions. Thank you for asking those questions for us. We, as parents, are curious to know what are the passing marks for all the subjects where 38,000 students got “A”s. This was most scandalous.

  9. I knew of travel agent closing shop after receiving payments from public during Matta Fair. Why is Matta having travel fair two three times a year? It seems that MAtta is making big profits from the selling of the booths during the travel fair.

    It seemed that many people got con from the travel fair and Matta took no responsibility. It is nice that MP is taking up this issue in Parliament.

    We are all waiting for the Sime Darby report on the financial scandals to be made public. Any bullshit by the government.

  10. Most pasar malam fully support by people because
    – it offers cheap ( food and other goods ) price
    – it can reduce crime consider turning some dark street
    to light street in ” kawasan rumah kediaman ”

    Most pasar malam we attend are either 1 night per week
    or some is from Friday-Sunday every week from 6pm to 2am .
    Most of this area no Mat-Rempit as there is some police-related people there .

    But looks like what happen in ( Pasar larut Malam di Danau Kota ) is difference thing a) Time : yang beropersasi tiap malam dari pukul 10 malam sehingga pukul 4 pagi.
    b) Every night ???? We dont think there will be Mat-Rempit
    if there is police there .

  11. Security is really a problem to all Malaysians. In Malaysia the police/citizen ratio is about 1:500. How lah to expect the police to control crime. The time has come for the Home Minister to increase more officer to at least 1 police to 1000 citizen. Even this will not be the ideal situation.

  12. Astro a foreign owned company can not be allowed to monopolise the Paid TV. Even local provider cannot be allowed to monopolise the market. It is most unhealthy. Good questions.

  13. ASTRO is a foreign owned company and monopolize malaysian airwaves.

    Why is malaysia still having a law restricting satelite dish size (which was enacted to accomodate ASTRO monopoly more tahn 15 years ago). ?

    Please repeal eliminate this unfair law.

    Because of this Malaysian are deprived of “Free- to-Viewer” satelite TV.

    There is no monthly charges and this translate to money in the pocket for malaysians as well as competition for ASTRO in a real market environment.

    Many countries allow satelit TV; example Thailand, Indonesia, Phillipine, Morocco etc

  15. The idea to increase the police/citizen ratio of 1 police officer to 400 citizen is good intention , but we rated as bad idea ( for this year , not future )

    a) From March 1, motorists can forget about delaying payment of traffic summonses in the hope of massive discounts during campaigns organised by the police or other authorities.

    Since this cover all vehicles , the biggest problem is under 250 cc motorcycles . Now police not just more on-mototcycle-road checking , but also extend to motorcycle parking .

    The one not happy either Mat rempit or Mat No Road tax .

    But we are standing on Mat No Road tax side , why not renew road tax ? Because cannot afford the 1st Party insurance . But this is Level one problem .

    Level 2 problem is when they get caught by police , they will issue another summon ( we think this summon can only settle in court ? ) , but mostly did not settle this summon , this can
    cause them being blacklisted until they settle it from previous style ( cannot renew road tax ) to new style ( cannot even renew driving licence too ) which we rated this new style as melampau .

    Level 3 is this people still make their stand which mean their driving licence and road tax un-renew after 1 years . What will cause more big problem to them in future , we dont know ?
    We have seen people stopped by police for road tax expires 3 years , one mountain has one mountain high , we even see some poor guy being stopped for driving licence expired more than 5 years . And the policeman who stopped him try to help him , we think ( issue another kind of summon without need go to court , not sure )

  17. Between March 10 and July 10 last year, Bank Negara had raised the overnight policy rate by 25 + 50 ( secretly ) basis points to 2.75% .
    We take example how could as today PBB FDeposit 12 Month 2.85% ( gap is 3.45% , wow ) PBB Base Lending Rate as at 18/02/11 is 6.3% ( increased from 5.55% on March 2009 ) .
    We dont have FD rates on March 2009 , so the nearest is by compared on Feb 3 ,2009 ( gap is 2.95% ) when FDeposit 12 month 3% while BLR is 5.95% .
    In this case , if compare above with other guy who say
    ” It is scandalous for Bank Negara Malaysia to have kept the losses on the mistakes of printing Malaysian currency. ” ,
    much like Bank Negara is becoming more and more useless .

    When local ( every or some ? ) bank change procedure from sending customer – loan statement twice per year to only one per year , begins 2011 we already know there is secret agenda .

    c) The only food can maintain price is economy rice from Year 2008 ( 3 dishes ) RM 5.00 to Year 2011 ( use prorata concept today Mix rice with two vegetables RM 4.50 , tomorrow rice with small fish RM 5.50 ) = average RM 5.00 . And makan tak kenyang
    d) Even what we know Lembaga Kemajuan Ikan Msia , now more focus on having project for opening restaurant .
    eg the Sepang project supplies fresh fish to te Barra Cafe on daily basis . The cafe is headed by F&B manager which have 15 years of experience , we think you must have ” Starhill ” standard to eat this fish .

  19. EPF’s 5.8% dividend rate has been lauded ( and we are still happy although not 6% ) , but some say the amount should have been even higher, given its large investments and the higher dividends offered by other funds and unit trusts.

    Some unit trust even pay less than EPF , depends on what type if fund invested . Funds that are offering dividends of between 8% and 10% , are their portfolio invest almost 90% in share .
    Why dont talk public mutual fund , a lot of funds suffer between 20-30% in capital loss in year 2008 ( we will tender the

    Saya menulis dalam bahasa Malaysia kerana bahasa Inggeris saya tidak berapa baik.

    Saya amat berharap YB Wee dapat membawa ke Parlimen dengan serius isu saman jalan raya yang dibuat oleh PDRM.
    Nampak sangat PDRM semata-mata mahu MENGENAKAN pemandu-pemandu dengan mengenakan saman yang tidak berpatutan. Alasan saya:

    1Mereka tidak menangkap “culprits” sebenar, oleh itu berjuta saman dikeluarkan tetapi masalah kemalangan tak selesai juga.

    2Cara saman dibuat secara pukul curi(hit and run) tidak adil kepada pemandu, beri saman yang bertandatangan seperti dulu lebih adil kepada pemandu, jelas dan telus.

    3Polis Trafik menjalankan tugas dengan membabi buta, menyaman tanpa menggunakan akal, kononnya memandu laju, tetapi kalau di tempat yang lengang tak ada kenderaan lain dan tidak membahayakan sesiapa apakah salah kalau kita memandu laju sedikit, contohnya tidak melebihi 110km/j? Apakah dalam hutan kelapa sawit Merapoh atau dalam hutan Pengkalan Hulu atau dalam hutan Jeli menuju Batu Melintang, Perak, perlu ada speed trap?(Ini yang saya alami) Begitu pun kalau keadaan membahayakan pihak lain terjadi maka saman, itu bukan kontroversinya.

    4Rakyat Malaysia sudah begitu terbeban untuk memiliki kereta, perlu membayar pelbagai cukai, dari masa beli kereta hingga pergi servis dengan alat ganti yang mahal dan caj servis yang mahal. Kini, dikenakan pula cukai berupa saman, yang terkena kepada kebanyakan pemandu. Adakah logik YB, hampir semua pemandu di negara kita kurang ajar dan merupakan “killer driver”? Jawapan saya tidak, hanya segelintir sahaja. Itu yg perlu disaman polis, bukan main pukul rata sahaja.

    5Pendek kata YB, saman bila perlu sahaja bukan membabi buta. Memotong dari kiri, hit the red traffic light, potong Q, atau mana-mana aksi yang membahayakan pemandu atau individu lain, itu tidak ada kompromi, saman perlu dikenakan.

    Cadangan
    Sekiranya polis ikhlas untuk mengenakan saman kepada “reckless drivers”:
    1Polis boleh menggunakan helikopter untuk menjejaki killer driver ini.

    2Polis boleh berada di puncak bukit dan meneropong killer driver ini.

    3Setiap saman perlu jelas, polis menahan pemandu dan memberi surat saman, untuk keadilan kepada pemandu.

    Saya dahului dengan ucapan jutaan terima kasih atas perhatian YB terhadap masalah berjuta rakyat Malaysia.

    Please update us on the reply by the Minister or the relevant agency concerned on the Astro Monopoly. They may defend by saying Astro is not a monopoly as nowadays, we have Unifi. Unifi is totally a different technology as it is wire based (internet) whereas Astro is through Satellite signals. They are also monopolising all the good channels like BBC, Aljazeera, ESPN, Star Sports, All movie channels etc. All Unifi has are all lousy channels to date.

    Due to this monopoly, astro is continuing to fleece its customers. As in my comment previously, great example for this daylight robbery is the recent offering of the current World Cup Cricket. They are charging an exorbitant fee of RM499 for one month live coverage (actually, it is not live as they delay the broadcast by 5 to 10 due to whatever requirement…this apply to all the live sport events). The fee is really sky high! For the same event, Singappore TV only charges around SGD19!

    How ridiculous Astro can be? Pls stop this Astro Monster from further fleecing innocent Malaysians!
